Abstrak :
PT Sarana lnsan Muda Selaras (SIMS) sedang dalam tahap upaya penyediaan jasa internet di Ciputat. Dengan kondisi terhatasnya sumber daya parusahaan dan adanya jasa internet dari Internet Services Provider (ISP) lain, perlu dilakukan upaya penyadisan jasa internet yang tepat untuk dapat memberikan jasa internet yang lebih memuaska.n daripadajasa internet kompetilomya. Oleh karena itu, dilakukan penelitian dengan menggnnaka.n metode integrasi Servqual dan K.arro Model ke dalam QFD, yang bertnjuan untuk mengukur kondisi knalitas jasa internet yang telah ada di Ciputat dan menghasilkan House of Quality yang kesimpulannya dijadikan usulan prioritas aspek teknis untuk penyediaan jasa internet di Ciputat. Dari basil penguknran terhadap 18 atribut jasa internet yang telah ada di Ciputat dengan menggnnakon Servqual, disimpulkan bahwa seluruh atribut jasa internet belum memiliki kualitas yang bagus. Seluruh atribut jasa internet yang ada memilikl gap skor negati:f dengan rata-rata sebesar -1,16. Sedangkan dari penggunaan Kano Model, dapat diklasifikasi kategori atribut-atribut tersebut, 5 atribut kategori A (Attractive), 5 atribut kategnri 0 (One-dimensional) dan 8 atribut kategori M (Mustbe). Sebagai kesimpulan dari matrik House of Quality, aspek teknis yang perlu diprioritaskan PT SIMS untuk penyediaan jasa internet di Ciputat ada1ah: (i) penyediaan konekai via llX, (ii) penyediaan variasi bamiwidth untuk pengguna, (iii) pemelibaraan jaringm, (iv) penyediaan koneksi internasional via satelit, (v) penggunaan bandwidth monitoring, (vi) penyedia.an sarana entertainment, (vii) support online 24 jam, (viii) optimasi responses center, (ix) penyediaan rekening di bank dan (x) program pelatihan I training. ......PT Sarana lnsan Muda Selaras (SIMS) is currently nndergoing a project to provide internet services in the Ciputat area With limited company resources and competing with other Inremet Service Providers (ISP), PT SIMS must present a better internet service options than their competitors. The research on the subject utilizes integtating Servqual and Kano Model into QFD method to obtain information on 1he quality of internet service providers in the Ciputat area and to generate a House of Quality that the conclusion will be technical aspect priority recommendations for internet services provision in Ciputat As 1he outcome of the research by Servqual, results from 18 attributes in the Ciputat area shows that all internet services attributes are still low in performam:e. All of them have a negative gap score mean is -1,16. In addition, 1he Kana Model resulted 1he classification of those attributes wieb are: 5 attributes of category A (Attractive), 5 attributes of category 0 (One-dimensional) and 8 attributes of category M (Must-be). As conclusion from the House of Quality matrix, recbnical aspect priority recommendations for PT SIMS to provide internet services in the Ciputat area are as follows: (i) provision of internet with the connection via IIX, (il) provide multi bandwidth inrernet options for users, (iii) continuous maintenance of network, (iv) provision of international connection via satellite, (v) utilize a bandwidth monitoring system in the network, (vi) provision of entertainment services, (vii) provision of a 24 hours online support, (viii) optimize responses center, (ix) optional payment services via bank transfer, and (x) 1he provision of training progouus.

After four years of implementation of the Village Fund Program, although there were concrete results from the implementation of programs such as the establishment of various basic infrastructures in many villages, the number of cases of misuse of village funds by village heads showed that there were still serious problems in the governance of program implementation and accountability. In many cases, this is due to the ineffective participation of the village community in implementing the program. There is no community participation at all, or even if the community participate, their inability to support the weak village governments in managing village funds properly has resulted in the ineffective implementation of programs and uncontrolled corruption. In this regard, there is a strong correlation of the level of competence and public education with the effectiveness of community participation. A better level of community knowledge will not only increase the level of community participation in the process of policymaking and the implementation of the program but also the quality of the policies made and the results of programs that affect the community. To implement the Village Fund Program effectively and to derive better results through more effective community participation, the Indonesian Government must focus its efforts on increasing communitys capacity to participate in program implementation both through formal and informal education or enhance the role of Non Governmental Organizations in community empowerment.
