Abstrak :
Pada pelaksanaan proyek dengan pinjaman luar negeri terdapat masalah terkait dengan penyerapan/pencairannya dan mengakibatkan keterlambatan proyek serta penyimpangan waktu perjanjian pinjaman. IDB Loan No.IND-01XX merupakan salah satu proyek yang didanai dengan pinjaman luar negeri yaitu oleh Islamic Development Bank. Penelitian ini dilaksanakan untuk mengetahui faktor-faktor yang berpengaruh terhadap kinerja waktu pelaksanaan proyek tersebut pada tahap pra-konstruksi (persiapan, lelang, dan perencanaan&desain). Digunakan metode survei terhadap Project Implementation Unit untuk mengetahui faktor yang berpengaruh yang selanjutnya akan dianalisa menggunakan metode RII. Diperoleh bahwa faktor regulasi IMB dan kinerja/kualitas konsultan merupakan faktor utama yang mempengaruhi kinerja waktu pelaksanaan proyek pada tahap pra-konstruksi. ......The implementations of foreign loan project has issues related to the absorption / redeemed and result in project delays and time lapses of the loan agreement. IDB Loan No.IND-01XX is one of the projects funded by foreign loan which is by Islamic Development Bank. This study was conducted to determine the factors that influence the time performance on this project at pre-construction phase (preparation, tender, and Planning&design). Survei methods of Project Implementation Unit are used to determine the factors that influence which would then be analyzed using RII method. Provided that the IMB regulatory factor and consultants performance/quality is the major factor affecting the time performance of the project implementation at the pre-construction stage.
