ABSTRAK
Penyelundupan narkotika ke Indonesia dalam jumlah yang besar biasanya dilakukan melalui jalur laut. Kondisi geografis Indonesia dan tingginya intensitas kapal yang melintasi laut Indonesia telah menyediakan peluang penyelundupan narkotika melalui jalur laut dengan modus dan rute yang beragam. Salah satu upaya pemerintah dalam menanggulangi penyelundupan narkotika melalui jalur laut adalah melalui lembaga Direktorat Jenderal Bea dan Cukai DJBC . Tulisan ini bertujuan untuk menjelaskan bagaimana sistem pengawasan laut DJBC dalam mencegah penyelundupan narkotika melalui jalur laut. Tulisan ini menggunakan teori pencegahan kejahatan situasional untuk menjelaskan bagaimana sistem pengawasan laut DJBC dapat mereduksi peluang penyelundupan narkotika melalui jalur laut. Hasil analisis memperlihatkan bahwa sistem pengawasan laut DJBC memiliki fungsi yang strategis dalam mereduksi peluang penyelundupan narkotika melalui jalur laut. Namun, terdapat beberapa kelemahan pada sistem pengawasan laut DJBC dalam mencegah penyelundupan narkotika melalui jalur laut. Maka dari itu, tulisan ini merekomendasikan DJBC untuk segera mengimplementasikan Custom Integrated Maritime Surveillance System CIMSS yang dilengkapi dengan serangkaian teknologi pengawasan maritim yang komprehensif dan sistem komando dan pengendalian yang terintegrasi.
ABSTRACT
Narcotics Smuggling into Indonesia in a huge amount usually done by going through sea route. Indonesia`s geographic conditions and the high intensity of ships that cross the Indonesian seas has provided opportunities for the narcotics smuggling through by sea with various modes and routes. One of the goverment`s efforts in handling the narcotics smuggling is through with the Directorate General of Customs and Excise DGCE. This paper aims to explain how DGCE`s maritime surveillance system prevents the narcotics smuggling by sea route. This paper uses the theory of situational crime prevention to explain how DGCE rsquo s maritime surveillance system can reduce the opportunity of the narcotics smuggling through by sea routes. The analysis result shows that DGCE maritime surveillance system has a strategic function in reducing the opportunity of the narcotics smuggling through by sea route. However, there are some disadvantages to DGCE`s maritime surveillance system in preventing narcotics smuggling through by sea routes. Therefore, this paper recommends DGCE to immediately implement a Custom Integrated Maritime Surveillance System CIMSS equipped with a comprehensive set of maritime surveillance technologies and an integrated command and control system.

ABSTRAK
Sweet sorghum is a kind of sorghum that contains high content of sugar in its stem. Sweet sorghum has a big potential to be developed in Indonesia owing to its wide adaptation and the fact that it can be used as raw material for liquid sugar, syrup, ethanol, and also as animal feed. Sweet sorghum has not been developed in Indonesia because of lack of a sweet sorghum variety. Improvement of available sweet sorghum genotype can be done among others through plant breeding program. First step on the plant breeding program is to increase the plant genetic variability. This might be done by introduction of varieties or by breeding to create new varieties. Induced mutation using Gamma irradiation can be used to increase the genetic variability of sweet sorghum. Mutation breeding using Gamma irradiation in sweet sorghum was aimed at improving the yield and quality of sweet sorghum. This research was conducted to study the effect of Gamma irradiation on sweet sorghum growth in the M1 generation, and to estimate the optimal dose range suitably for the breeding program. Beside, the objective of this research was to evaluate the genetic variability for the purpose of plant selection in the M2 generation. Plant materials consisted of 2 sweet sorghum lines introduced from ICRISAT namely line No. 79 and No. 83. Non-saccharin sorghum of local variety Fiigari was used as a control. The doses of Gamma irradiation treatment were 0, 100, 200, 300, 400, 500, 600, 700, 800, 900, and 1000 Gy. The Ml plants were sown in greenhouse at PATIR-BATAN Jakarta, and then were transplanted in the experimental field at Balitbiogen, Bogor. The M2 plants were grown in the experimental field at Lubang Buaya, Jakarta. Important agronomic traits such as plant height, spike length, stem diameter, and grain weight/spike were observed. The results indicated that sorghum lines gave different response to Gamma irradiation, and all measured variables were significantly affected. Irradiation gave morphology and physiology damages on sorghum like abnormality, sterility, and lethality in the Ml generation. The increase of irradiation doses increased physiological damage. Effective doses of Gamma irradiation for sweet sorghum was to be around 400-500 Gy, and the lethal doses 50% of sweet sorghum was around 800-1000 Gy. Putative mutation sometimes could be observed in the M2 generation. The treatment of Gamma increased genetic variability of plant height, spike length, stem diameter, and grain weight/spike. The highest genetic variability was found in the dose treatment of 200-300 Gy. Within this interval dose, there might be high probability to find desirable mutants for further breeding purpose. A number of 38 plants had been selected from the M2 population as putative mutants.

Perkembangan bank dalam mendukung aktivitas kegiatan masyarakat tumbuh dengan pesat. Hal ini dapat terlihat dari ditemukannya berbagai bentuk bank besar dan kecil lengkap dengan kantor ? kantor cabang tersebar pada gedung ? gedung perkantoran, mal, dan lain ? lain. Sejalan dengan itu untuk menjaga bank ? bank tersebut sehingga terhindar dari ancaman bahaya tidaklah dapat lagi dilakukan pengamanan dengan sederhana seperti menempatkan jaga malam saja, tetapi dibutuhkan tenaga pengamanan yang berkualitas dan terdidik serta didukung oleh satuan ? satuan patroli yang terkendali. Maka oleh sebab itu dibutuhkan suatu metode untuk dapat mengatur secara efektif dan efisien suatu kegiatan patroli sehingga dapat diketahui rute mana yang dilewati serta berapa jumlah kendaraan yang dibutuhkan. Permasalahan ini dapat diatur dengan suatu sistem yang disebut tabu search. Pada dasarnya, pengertian Tabu Search adalah suatu strategi yang bertujuan untuk memandu prosedur pencarian lokal yang dikenal dengan sebutan strategi meta (meta ? strategy). Strategi ini bertujuan untuk mencegah proses pencarian yang terjebak di optimal lokal. Jadi dengan penerapan metode ini dapat ditemukan rute patroli yang paling optimal serta jumlah kendaraan yang dibutuhkan sehingga pelaksanaan patroli pengamanan sebagai bagian dari pengamanan bank DEF dapat dilaksanakan dengan baik sehingga tujuan pengamanan dapat tercapai.
The development of banking industry in order to support people activity growth so rapidly. This can be seen from the development of large bank and medium bank, complete with branch offices? in building properties, shopping mall and others. Therefore, in order to guard the bank from threat of dangerous can be done just by doing a simple guarding night watch system but also need a quality and educated security forces with support of patrol units. Therefore, it need a method to arrange a patrol activity in a good order effectively and efficiently in order to know where the patrol has to go, which route to take and also the number of vehicle needed to do the patrol. This problem can be done by using Tabu Search method. Tabu Search method is known as a method of strategy that its objective is to guide local search known as meta ? strategy. The goal of this strategy is to prevent a trap in the local optimal search. In conclusion, it can be seen that this method has found an optimal route and the number of vehocle needed, as a result the security patrol as part of the security system of bank DEF can be done effectively and efficiently.

Tesis ini membahas kehadiran peradilan agama sebagai lembaga penyelesaian sengketa perbankan syariah yang efektifitas keberadaannya belum dirasakan maksimal sampai dengan diterbitkannya putusan Mahkamah Konstitusi di tahun 2013. Tesis ini memberikan gambaran serta mengungkap sejauh mana peradilan agama mampu mengakomodir kebutuhan dan kepentingan industri perbankan syariah sebagai satu kesatuan sistem hukum ekonomi Islam. Penelitian dilakukan secara normatif, yaitu dengan menganalisa pelaksanaan atau implementasi ketentuan hukum secara faktual. Adanya fakta bahwa selama kurun waktu keberadaan industri perbankan syariah, para pelaku di dalamnya justru cenderung untuk memilih lembaga peradilan umum apabila terjadi sengketa menunjukkan realitas keraguan atas kompetensi pengetahuan para hakim peradilan agama, kekhawatiran kepentingan perbankan yang tidak terakomodir secara baik, dan juga faktor sosial dimana peradilan umum lebih familiar untuk dipilih daripada peradilan agama. Oleh karenanya agar cita-cita akan sebuah sistem hukum perbankan syariah yang utuh di Indonesia terwujud, diperlukan sinergi yang lebih baik antar lembaga dan juga sinkronisasi ketentuan di dalamnya.
ABSTRACT
This thesis discusses the presence of religious courls as a dispute resolution institution of sharia banking that the effectiveness of its existence has not been felt maximized until the publication of the Constitutional Court decision in 2013. This thesis provides an overview as well as reveal the extent to which the religious courts were able to accommodate the needs and interests of the sharia banking industry as a whole legal system of Islamic economics. Research conducted normative, by analyzing the execution or implementation of the provisions of the law. The fact that during the period of existence of the sharia banking industry, in which actors tend to choose a general court in the event of a dispute showed the reality of doubt on the competence of knowledge of the judges of religious courts, which do not concern the interests of banks are well accommodated, and also social factors which more familiar to the general court chosen rather than religious courts. Therefore, in order that the ideals of the legal system will be a complete sharia banking in Indonesia realized, needed a better synergy between institutions and also synchronize the regulation in it.
