Abstrak :
Mahkamah Konstitusi pada tanggal 26 Oktober 2016 telah mengeluarkan keputusannya nomor 69/PUU-XIII/2015 tentang Perjanjian Kawin. Pokok Permasalahan yang dibahas dalam tulisan ini adalah perlindungan hukum terhadap kreditur pailit akibat perjanjian kawin dan perlindungan hukum terhadap suami atau istri debitur pailit yang beritikad baik dari kepemilikan harta bersama. Penelitian ini menggunakan metode penelitian yuridis normatif, yaitu penelitian yang mengacu kepada peraturan perundang-undangan dan penelitian kepustakaan menggunakan data sekunder. Dari penelitian ini dapat disimpulkan bahwa atas perbuatan hukum pembuatan perjanjian perkawinan yang dilakukan oleh debitur pailit, kreditur berhak mengajukan Actio Pauliana dan meskipun dengan diterbitkannya putusan MK ini, untuk melaksanakan pembuatan perjanjian kawin tetap harus mengedepankan asas itikad baik.
Constitutional Court of The Republic of Indonesia on October 26th 2016 has declare an Amandment number 69/PUU-XIII/2015 regarding postnup agreement. The main subject assessed in this paper is regarding law protection to creditors insolvency due to postnup impact and law protection to debitors insolvency spousal due to marital assets. This research is conducted in normative juridical research methods, which research is conducted by referring to the regulations and literatures using secondary data. Accordingly, writer has making conclution that creditors has rights to entitle Actio Pauliana due to postnup agreement and although Constitutional Court has declare an Amadment due to postnup agreement, each agreement shall accentuate a good faith.

Medical Check Up (MCU) merupakan salah layanan unggulan di RSPAD Gatot Soebroto. Kapasitas ideal (ideal capacity) MCU RSPAD Gatot Soebroto melayani 30 pasien setiap hari layanan. Periode tahun 2008-2011 MCU RSPAD Gatot Soebroto melayani rata-rata 21 orang setiap hari. Pengelolaan keuangan hasil pelayanan pasien swasta dapat digunakan untuk peningkatan pelayanan pasien dinas dan operasional rumah sakit. Pemanfaatan MCU oleh pasien swasta dari tahun 2008-2011 berkisar antara 58%-80% dari jumlah pengguna layanan MCU, 60%-72% dari jumlah tersebut merupakan pasien perusahaan dan instansi. Perlu dilakukan penelitian untuk mengetahui faktor-faktor yang berpengaruh pada pemanfaatan layanan MCU oleh perusahaan dan instansi di RSPAD Gatot Soebroto. Penelitian ini bersifat diskriptif dan kualitatif. Penelitian diskriptif dengan responden dari masing-masing perusahaan/instansi sebanyak 19 dan pada penelitian kualitatif melibatkan 9 informan dari 3 perusahaan dan 2 instansi. Ada 4 faktor yang berpengaruh pada pemanfaatn layanan MCU oleh perusahaan dan instansi yaitu Faktor Organisasi, Persepsi terhadap Penyelengara layanan, Faktor pengguna dan Faktor kompetitor. Tujuan MCU dari organisasi berperan besar dalam pemanfaatan layanan MCU, menurut persepsi responden faktor yang sangat besar mempengaruhi pemanfaatan layanan MCU adalah: Tarif yang sesuai, Paket MCU yang dibutuhkan Perusahaan/ Instansi, kelengkapan fasilitas medis, keakuratan hasil MCU, Kecepatan hasil, kerahasiaan hasil MCU, dan kualitas pelayanan. Instansi yang memanfaatkan layanan MCU untuk seleksi pejabat aspek independensi, legalitas, kerahasiaan hasil MCU, keamanan dan belum adanya fasilitas MCU yang memadai menjadi pertimbangan yang sangat besar mempengaruhi pemanfaatan layanan MCU di RSPAD Gatot Soebroto. Untuk meningkatkan pemanfaatan layanan MCU oleh pelanggan perusahaan dan instansi disarankan agar: 1) Meningkatkan akses informasi dengan selalu memperbaharui website RSPAD Gatot Soebroto, upaya marketing termasuk membuat informasi lengkap tentang profile MCU serta membina hubungan yang baik dengan para pengambil keputusan di Perusahaan dan Instansi, 2) Tersedia unit cost yang up to date sebagai dasar penetapan tarif yang kompetitif, 3) Pembuatan paket MCU berorientasi dengan kebutuhan pelanggan, 4) Fasilitas medis selalu dipelihara dan dilengkapi agar hasil pemeriksaan akurat, 5) Kesamaan visi pengelola dan pelaksanan MCU, 6) Perbaikan sistem informasi management yang terintegrasi untuk mempercepat hasil MCU, 7) Jadwal hari layanan MCU ditambah untuk pelanggan perusahaan dan instansi, 8) Khusus MCU untuk tujuan seleksi karyawan/pejabat agar di dalam perjanjian kerjasama dilengkapi dengan standar kelulusannya. ......Medical Check-Up (MCU) Unit service is one of the leading service in RSPAD Gatot Soebroto. Ideal Capacity RSPAD Gatot Soebroto MCU serves 30 patients each office day. Between 2008 and 2011 RSPAD Gatot Soebroto served about 21 patients each day. Financial income from the service of private patient can be used to improve the quality of service for the army patient and also for hospital operational cost. Utilization of MCU for the private sector from 2008-2011 was about 58-80% of the number of service users, and 60-72% of those numbers were patients from companies and institution. A research is needed to determine the factors that affect the MCU service utilization by companies and institutions in RSPAD Gatot Soebroto This research is using a descriptive and qualitative approach. The descriptive research took 19 respondents from companies or institution. In qualitative research involved 9 informants from 3 companies and 2 institutions. There are 4 factors that can be affect for the utilization of MCU by companies and institutions : organization, perceptions to the provider, user and competitors. The result of this research has concluded the factors that greatly affect to the utilization of MCU services were: the aim of the MCU utilities, the perception to the provider: a rational service fee, service packages that meet the requirement of the companies or institutions, completeness of MCU facilities, the accuracy of MCU result, quick MCU result, confidentially of the result and quality service. The lack of independency, legality, confidentiality of result, security and MCU facilities in the institutions needs for official selection has become a big consideration that affect the MCU service in RSPAD Gatot Soebroto. To increase the utilization of MCU services by companies and institution, it is recommended to: 1) Improve access to information by updating the RSPAD website, improve the marketing by giving a complete profile about MCU and also develop a good relationship with the decision maker in companies and institution, 2) Have an update unit cost as a basic for determining a competitive fees, 3) Make an MCU package oriented to customer needs, 4) Keep the maintenance of medical facilities to keep an accurate examination result, 5) Align vision between the manager and the executive at MCU to achieve an excellent service, 6) Improvement of an integrated information management to accelerate the MCU result, 7) Extend the time of MCU service for companies and institution, 8) Make a ?passing grade? for MCU, especially for the purpose of employee or government official selection and completely be explained in the cooperation agreement.

Antena mikrostrip saat ini banyak diaplikasikan dalam dunia telekomunikasi. Antena mikrostrip sendiri memiliki beberapa kelebihan jika dibandingkan dengan antena jenis lain, yaitu bentuknya yang tipis dan kecil, memiliki bobot yang ringan, mudah untuk difabrikasi, serta harga yang relatif murah. Berangkat dari keperluan untuk melakukan penelitian dengan tujuan mengetahui tingkat kematangan buah-buahan dengan menggunakan antena, maka dilakukan uji coba menggunakan antena mikrostrip serta melakukan pengujian terhadap nilai koefisien transmisi dan refleksi untuk memperoleh data yang nantinya dapat digunakan untuk pengembangan alat serta teknologi lebih lanjut. Koefisien transmisi dan refleksi ini bisa terjadi ketika propagasi gelombang elektromagnetik mengenai yang sebuah benda. Data hasil pengukuran nilai koefisien transmisi dan refleksi akan diperoleh dengan menggunakan antena mikrostrip serta Network Analyzer (NA) di dalam alat berwujud waveguide. Dengan parameter pengukuran meliputi jarak, posisi, nilai parameter S11, S21 permitivitas dan jenis bahan. Pada skripsi ini telah dilakukan pengukuran data dengan membandingkan parameter S21 pada antena mikrostrip dengan beberapa variasi jenis benda yaitu, buah labu, buah semangka, balon garam dan balon gula. Dari hasil pengukuran diketahui bahwa nilai S21 yang paling tinggi dimiliki oleh buah labu matang nilai S21 sebesar -32,9 dB, pada buah semangka matang nilai S21 sebesar -39,7 dB, balon air garam S21 sebesar -43,52 dB, balon gula S21 sebesar -48,56 dB, labu mentah -50.09 dB dan semangka mentah -52.22 dB. Dari beberapa data pengukuran diatas, dapat diambil kesimpulan bahwa semakin rendah nilai kepadatan dan kerapatan benda uji, semakin kecil nilai koefisien transmisi dan refleksi. Dari hasil penelitian berikut ini diharapkan dapat digunakan untuk pengembangan alat pada masa yang akan datang, serta metode alternatif untuk mendeteksi tingkat kematangan buah dengan memanfaatkan antena mikrostrip serta nilai koefisien transmisi dan refleksi.

Microstrip antenna has several advantages when compared with other types of antennas, which is its thin and small, has a light weight, easy to be fabricated, and the price is relatively cheap. The aim of this research is to figuring out the level of fruit?s maturity using the antenna. Data can be obtained by using a microstrip antenna as well as some test of the Coefficient Transmission and Reflection factor. Afterward the data can be used in developing advanced technologies in the next future. Coefficient Transmission and Reflection can occur when electromagnetic wave get on to the object, Transmission loss measurement data will be obtained by using a microstip antenna array and Network Analyzer (NA) in the Waveguide Chamber. The research has been done by comparing the data in the parameter S21 in a microstrip antenna using some materials which are a pumpkin, watermelon, balloon filled with saline and ballon containing sugar. The study shows that the highest value of S21 from a ripe pumpkin is -32,9 dB, followed by a ripe watermelon -39,7 dB, balloon filled with saline -43,52 dB, ballon containing sugar -48,56 dB, raw pumpkin -50.09 dB and a raw watermelon -52,22 dB. Furthermore, it can be concluded that the density of an object affects the value of the Coefficient Transmission and Reflection. ABSTRAK
Kandungan madu dibangun dari kadar gula yang tinggi. Salah satu parameter kualitas madu dapat dilihat dari kandungan gula yang terkandung didalamnya. Oleh karena itu, diperlukan sistem untuk memprediksi kandungan gula tambahan sebagai salah satu parameter keaslian madu dan dapat digunakan untuk mengklasifikasikan madu asli dengan madu palsu. Citra madu diperoleh dengan menggunakan mode transmitansi dalam kisaran panjang gelombang VNIR 400 - 1000 nm. Sistem yang lengkap terdiri dari kamera Hiperspektral pada kanal 224, slider, lampu halogen 150 W dan diffuser cahaya. Metode pengolahan data yang dilakukan ialah koreksi gambar, segmentasi, ekstraksi fitur, r fitur, model regresi, dan model klasifikasi. Partial Least Square Regression (PLSR) digunakan sebagai reduksi fitur dan model regresi untuk analisis kuantitatif berdasarkan profil transmitansi madu. Soluble Solid Content (SSC) diukur menggunakan Digital Refractometer Pocket Hand Held sebagai data referensi. Principal Component Analysis (PCA) digunakan sebagai reduksi fitur dan Support Vector Machine (SVM) digunakan untuk mengklasifikasikan madu asli dengan madu palsu. Lima jenis madu dari produsen yang sama digunakan sebagai sampel madu. Gula buatan ditambahkan ke madu asli untuk menghasilkan 6 varian Soluble Solid Content. Hasil RMSE dan R2 untuk data tes masing-masing ialah 2,33 dan 0,84. Hasil yang didapatkan dari data tes untuk model klasifikasi ialah berupa akurasi sebesar 88,9%, Misclassification Rate (MR) sebesar 12%, False Positive Rate (FPR) sebesar 4%, dan False Negative Rate (FNR) sebesar 5%. Berdasarkan hasil tersebut, sistem yang diusulkan dapat digunakan sebagai metode alternatif untuk memprediksi SSC dan mengklasifikasikan madu asli dan madu palsu dengan akurasi yang sangat baik.


ABSTRACT

Honey content is constructed by a high sugar content.  One parameter of the honey qualities can be seen from the sugar contained in it. Therefore, a system is needed to predict additional sugar content as one of the authenticity parameters of honey and can be used to classify original honey and adulterant honey. The honey image is obtained using the transmittance mode in the VNIR wavelength range of 400 - 1000 nm. The complete system consists of a Hyperspectral camera on 224 band, slider, 150 W halogen lamp and light diffuser. The processing method performs image correction, segmentation, feature extraction, feature reduction, regression models, and classification models. Partial Least Square Regression (PLSR) was used as a reduction feature and a regression model for quantitative analysis using the honey transmittance profile. Soluble Solid Content (SSC) is measured using Digital Refractometer Pocket Hand Held as reference data. Principal Component Analysis (PCA) is used as a feature reduction and Support Vector Machine (SVM) is used to classify the original honey and adulterant honey. Five types of honey from the same producer were used as honey samples. The artificial sugar is added to the original honey to produce 6 variants of Soluble Solid Content. RMSE and R2 results for each test data are 2,33 dan 0,84. The results obtained from the test data for the classification models are 88,9% for the accuracy, 12% for the missclassification rate (MR), 4% for the False Positive Rate (FPR), and 5% for the False Negative Rate (FNR). Based on these results, the system can be used as an alternative method for predicting SSC and classifying original honey and adulterant honey with very good accuracy.

Penelitian ini bertujuan untuk mengetahui peran etnosentrisme konsumen, citra negara, citra produk skincare Korea, pengetahuan subjektif dan appearance consciousness dalam memprediksi minat konsumen dalam membeli produk skincare impor menggunakan theory of planned behavior. Sampel yang digunakan dalam penelitian ini merupakan 719 penduduk Indonesia dengan rentang usia 18 tahun keatas yang pernah menggunakan skincare Korea dan berpartisipasi dalam penelitian ini menggunakan survei online. Penelitian ini menggunakan Structural Equation Modeling (SEM) dalam mengolah data. Hasil penelitian ini menunjukan bahwa etnosentrisme memiliki efek negative terhadap keinginan untuk membeli skincare korea, tetapi citra skincare Korea, pengetahuan subjektif dan appearance consciousness secara positif mempengaruhi minat untuk membeli produk skincare Korea. citra negara memberikan dampak positif pada citra skincare Korea begitupula dengan sikap konsumen dan perchieve behavior control memiliki dampak positif pada keinginan untuk membeli skincare Korea. Hal ini dapat disimpulkan bahwa semakin baik citra negara Korea dimata konsumen maka citra produk skincare Korea akan ikut meningkat dan meningkatkan sikap pembelian konsumen yang akan mendorong keinginan untuk membeli produk dari negara tersebut sedangkan jika konsumen memiliki tingkat etnosentrisme yang tinggi maka sikap pembelian konsumen akan rendah dan menurunkan keinginan untuk membeli skincare dari negara pengimpor. The purpose of this study is to examine the role of consumer ethnocentrism, country image, Korean skincare image, subjective knowledge and appearance consciousness in predicting consumer purchase intention of imported skincare products using theory of planned behavior. The sample used in this study was 719 Indonesian consumers from 18 year old and above who have purchased Korean skincare participated in this study using an online survey. This research uses Structural Equation Modeling (SEM) in processing data. The results of this study indicate that consumer ethnocentrism had a negative effect on the intention to purchase Korean skincare, but the image of Korean skincare products, subjective knowledge and appearance consciousness positively affected intention to purchase Korean skincare products. Country image had a positive effect on the image of Korean skincare products as well as purchase attitudes and perceived behavior control had a positive effect on the intention to purchase Korean skincare. It can be concluded that the better the country image of Korea in the eyes of consumers, the image of Korean skincare products will also increase and increase consumer purchasing attitudes that will encourage the desire to buy imported products whereas if consumers have a high level of ethnocentrism, consumer purchasing attitudes will be low and reduce the desire to buy skincare from the importing country.
