"Pegawai Negeri Sipil memiliki kewajiban yang pada intinya adalah untuk mewujudkan pembangunan nasional Indonesia secara maksimal. Oleh karena itu, mereka memilki sejumlah pekerjaan dan atas hal tersebut kinerja mereka harus diukur yang salah satu bentuknya adalah penilaian kinerja. Dari hasil penilaian kinerja tersebut kemudian berkaitan pula dengan usaha meningkatkan keberhasilan akan reformasi birokrasi di setiap lembaga, di mana dalam skripsi ini berfokus kepada Badan Pemeriksa Keuangan Republik Indonesia (BPK RI). Penulisan skripsi ini menerapkan metode penelitian hukum normatif, terutama dalam hal taraf sinkronisasi vertikal dan horizontal. Sifat penulisan adalah analisis-deskriptif. Mengenai data yang dipergunakan dalam penulisan skripsi ini, jenisnya adalah data sekunder, alat pengumpulan data berupa studi dokumen, dan teknik analisis atas data yang dilakukan bersifat kualitatif. Dari hasil penelitian yang dilakukan terkait kaitan penilaian kinerja dan reformasi birokrasi di BPK RI, diketahui bahwa setidaknya terdapat tiga langkah utama dalam melakukan penilaian kinerja terhadap para pemeriksa BPK RI sesuai peraturan perundang-undangan yang berlaku dan semakin tinggi hasil penilaian kinerja yang didapatkan, maka semakin besar pula usaha untuk meningkatkan reformasi birokrasi di BPK RI sehingga tercipta suatu tata kelola pemerintahan yang bersih dan baik.

Civil Servants have obligations which in core is to realize Indonesia's national development maximally. Therefore, they have a number of jobs and for that their performance must be measured, one form of which is a performance appraisal. From the results of the performance appraisal, it is also related to efforts to increase the success of bureaucratic reform in each institution, where in this thesis the focus is on the Audit Board of the Republic of Indonesia (BPK RI). Writing this thesis applies normative legal research methods, especially in terms of the level of vertical and horizontal synchronization. The nature of writing is analytical-descriptive. Regarding the data used in writing this thesis, the types are secondary data, data collection tools in the form of document studies, and qualitative data analysis techniques. From the results of research conducted related to performance appraisal and bureaucratic reform at BPK RI, it is known that there are at least three main steps in conducting performance appraisals of BPK RI examiners in accordance with applicable laws and regulations and the higher the performance appraisal results obtained, the greater the effort to improve bureaucratic reform at BPK RI so as to create a clean and good governance."
