Gagalnya kerja sama antar Australia dan Timor-Leste untuk membentuk regional processing centre menimbulkan pertanyaan mengenai peran Bali Process dalam mempengaruhi perilaku negara anggotanya. Sebagai institusi internasional, idealnya Bali Process mampu membantu konvergensi perilaku negara-negara anggotanya. Namun pada realitanya, terjadi divergensi perilaku ketika Timor-Leste menolak usulan kerja sama Australia untuk membentuk regional processing centre. Penelitian ini bertujuan untuk mengetahui faktor-faktor apa saja yang menyebabkan efek divergen dari Bali Process sehingga menyebabkan gagalnya kerja sama antara Australia dan Timor-Leste dalam membentuk regional processing centre. Teori yang digunakan dalam penelitian ini adalah teori mengenai efek divergen dari institusi internasional terhadap perilaku negara dengan menggunakan metode kongruen. Hasil penelitian ini menunjukkan bahwa efek divergen dari Bali Process disebabkan oleh dua hal. Pertama, perbedaan tingkat eksternalitas isu migrasi iregular bagi Australia dan Timor-Leste. Kedua, perbedaan posisi isu regional processing centre dalam politik domestik Australia dan Timor-Leste. Efek divergen tersebut membuat Bali Process tidak dapat memfasilitasi kerja sama pembentukan regional processing centre antara Australia dan Timor-Leste.

The failure of cooperation between Australia and Timor-Leste to build a regional processing centre questions the role of Bali Process in influencing the behavior of its member states. Ideally, as an international institution, Bali Process should be able to help converged its member states? behavior. In reality, there is a diverging behavior when Timor-Leste refused Australia?s cooperation proposal to build regional processing centre. This study aims to uncover factors that caused the divergence effect of Bali Process that lead to the failure of cooperation between Australia and Timor-Leste. Along with congruence method, this study used the theory of divergence effect of international institutions to states? behavior. The study showed that the divergence effect of Bali Process is caused by two factors. First, the difference in level of externalities of irregular migration issue for Australia and Timor-Leste. Second, the difference on the position of regional processing centre issue in Australia?s and Timor-Leste?s domestic politics. That divergence effect causes the inability of Bali Process to facilitate the cooperation between Australia and Timor-Leste to establish regional processing centre.
