"At present state revenues from taxation form the backbone of state budgets and in fact in terms of percentage, such revenues continue to increase from year to year. For this reason, the Directorate General of Taxation has made continued efforts to reach potential taxes which are somewhat hidden. One source of these taxes which can be collected to help increase revenues is the party which or who makes a gain on auction transactions.
An auction is any sale of goods to the public through oral as well as written bids and the gathering of bidders by auctioneers. Public auctions generate certain advantages over ordinary auctions.
As of 1996 the Indonesian Government has deregulated the auction field whereby the private sector has been allowed to engage itself there. Until then, auctions were conducted only through state auction houses.
Given the advantages and deregulation above and the fact that there has been a significant increase in the number of voluntary auctions from year to year which have been conducted through auction houses, private and public, sale by auction may be considered a promising method in the future.
In general there are two types of goods which may be put on auction, movable and immovable goods. The current tax rules which apply to auctions are those concerning income taxation on the transfer of titles to land and/or buildings, or stated in other words, immovable goods, such that there have been no tax rules concerning movable goods.
1n order to determine who the highest bidders are, auction officials refer to the price limits set by goods owners. These limits are the minimum amounts demanded by the owners. in general these limits are set by the owners (a little) above benchmarks. The difference which may occur is an added economic value to owners.
This research has been aimed at identifying (1) whether there is potential taxable revenue from auction transactions, (2) the amount of potential tax which may be collected from the auctions of movable goods, and (3) any tax policy which may effectively be applied to auction transactions.
The research employed a descriptive and analytical method. In order to help validate the method, the author used tables and statistic test (t-test) to find the difference in tax potential between immovable and movable goods. And to determine tax potential, trend analysis is used.
Based upon the results of the t-test, the author concludes that the difference between the prices of movable and immovable goods is not significant.
The result of trend analysis for the next five semesters on voluntary auction, from the firs semester 2004 until the second semester 2006, produce income tax potential amounted Rp58.759,15 million.
Convenience is one of the tax collection principles whereby the government should take into account the convenient times for taxpayers. These times may be realized through levying tax at source. For this reason, it should auction officials who collect taxation given the fact that any payments which flow from the hands of highest bidders to goods owners should be acknowledged by these officials.

"Penelitian ini bertujuan menganalisis dampak kebijakan desentralisasi fiskal perekonomian daerah dan pemerataan pembangunan antar wilayah di Indonesia. Penelitian dilakukan dengan membangun model eknometrika yang menangkap hubungan antara blok perekonomian daerah dengan blok keuangan daerah. Penelitian ini menemukan bahwa dana perimbangan berpengaruh nyata terhadap peningkatan anggaran pendapatan dan belanja daerah dan belanja rutin dan belanja pembangunan pemerintah daerah berpengaruh signifikan terhadap perekonomian daerah. Walau begitu pengaruh tersebut tidak berbeda nyata antara sebelum dan setelah desentralisasi fiskal diimplementasikan. Artinya perubahan dalam pengelolaan fiskal yang ditandai dengan semakin besarnya dana yang mengalir ke daerah belum diikuti oleh peningkatan kinerja perekonomian daerah yang signifikan. Akibatnya pemerataan pembangunan wilayah yang diharapkan belum tercapai."

"Penyimpangan perilaku sehat pada anak sekolah usia remaja merupakan masalah yang perlu mendapatkan perhatian di berbagai negara maju maupun negara berkembang. Penyimpangan perilaku sehat yang sering terjadi pada anak sekolah usia remaja terutama adalah perilaku sehat berisiko, antara Iain perilaku diit yang tidak sesuai, merokok, menggunakan NAPZA, kurang berolahraga.
Penelilian ini bertujuan untuk mengetahui faktor-faktor yang berkontribusi terhadap perilaku sehat siswa SLTP negeri di wilayah Jakarta Timur. Metode penelitian adalah metode analitik cross sectional. Populasi adalah selumh siswa SLTP negeri di wilayah Jakarta Timur yang berusia antara 11 - I8 tahun. Sampel diambil dari lima wilayah kecamatan, masing-masing kecamatan diambil satu institusi pendidikan dan setiap institusi pendidikan diambil 3 kelas sampel dari kelas l, kelas 2 dan kelas 3. Cara mengambil sam pel ad alah metode Sffdlméd cluster random sampling.
Hasil analisis menunjukkan bahwa responden dalam penelitian ini mayoritas wanita usia 13 tahun, orang tua mereka mayoritas ibu lulusan SLTP dan ayah Iuiusan SLTA dan mereka bekerja. Berdasarkan skor rata-rata tingkat pengetahuan dan sikap siswa terhadap perilaku sehat tergolong baik, demikian juga perilaku sehatnya. Perilaku sehat panutan (ayah, ibu, teman dan guru) juga tergolong baik, sedangkan sarana penunjang di lingkungan siswa tergolong cukup. Terdapat hubungan yang positip dan bennakna antara perilaku sehat siswa SLTP dengan pengetahuan siswa, sikap siswa, perilaku ayah, perilaku ibu, perilaku teman, perilaku guru, serta terdapat hubungan negatif yang bermakna dengan usia siswa. Penelitian ini juga membuktikan adanya hubungan bermakna antara perilaku sehat siswa SLTP dengan jenis kelamin dan status ibn yang bekerja. Akhirnya pada penelitian ini membuklikan bahwa faktor yang paling berkontribusi terhadap perilaku sehat siswa SLTP adalah perilaku sehat teman, dan secara berurutan diikuti oleh perilaku ibu, usia siswa, jenis kelamin siswa, perilaku ayah, periiaku guru, pengetahuan siswa (si gni Ekan F=0,000 dan R Square = 0,361).
Berdasarkan hasil penelilian tersebut, peneliti menyampaikan saran untuk institusi pendidikan SLTP agar meningkatkan kualitas penyelenggaraan program UKS dan mengintegrasikan materi pendidikan kesehatan dan pembinaan perilaku sehat ke dalam kurikulum penjaskes. Perawat komunitas mulai mengembangkan praktek kepernwatan sekolah; Ditpromkes.Dep_Kes.RI. mengembangkan program promosi kesehatan bagi anak sekolah usia remaja dengan melibatkan peran teman sebayanya, organisasi remaja, guru, dan orang tua; Melakukan penelitian lanjutan untuk menguji pengamh diskusi peer grorqn terhadap pengetahuan siswa remaja melalui metode quasi experiment.

Health behavior deviation of the school age teenager is thc essential problem that needs special attention in the developed and developing country. Deviation of health behavior often happens to the school age teenager especially health risk behavior, i_e. diet which is not best on medical recommendation, tobacco user, dnrgs, abuse and decrease of exercise. The goat of this research is to know factors which are contributed tothe health behavior of the junior high school student at East Jakarta. Research methodology that has been used is analytic cross sectional. The population is all the govemment SLTP students at East Jakarta who are ll - I8 years old. Sample is taken from 5 sub district and every sub district is taken one school. Every one school was taken 3 classes include year 7, 8, and 9. The sampling method is stratified cluster random sampling.
Analysis result revealed that the majority of the respondent are woman, 13 years old, the education background of their parents are junior high school (mothers), senior high school (fathers), and their parent are working Based on the average score of knowledge and attitude level of the students to the health behavior is good. The role model( father, mother, friend, and teacher) of health behavior performance are also good, and the supporting facility surrounding the students is fairly good. There were positive correlation and significant between health behavior student and their knowledge, their attitude, their father?s behavior, mother?s behavior, their t`riend?s behavior, and their teacher?s behavior.
This research shown that there is a negative correlation and significant between health behavior student with their age. This research also revealed that there are significant relationship between health behavior ofthe students with their gender and their mother?s status of work. Finally analysis revealed the most contributing factor to the health behavior ofthe students is friend health behavior, followed by other factors are mother?s behavior, the age of students, student?s gender, father?s behavior, teacher?s behavior and student?s knowledge ( F significant - 0,000 and R square = 0,36l)
On that result, it is recommended to the public junior high school to increase the quality of school health programmed and try to integrate the guidance of health behavior and health education programmed to the curriculum of health and exercise lesson (penjaskes); Community nurse start to develop the practice of school health nursing; directorate of health promotion of Ministry ot' Health (MOH) develop the health promotion for the teenager school age which could include the role of peer group, teenager organization, teacher and their parents. Further research to test the influence of peer group discussion to the teenager school age knowledge by using quasi experiment method."

The research uses both qualitative and quantitative methodology to elaborate the process of policy making in budgeting and in formulating regional regulation (Perda). Three districts were chosen as case studies i.e. Kabupaten Solok, Kabupaten Sukoharjo and Kabupaten Kutai Kartanegara. The results of the study indicate that corruption bas already emerged since the begining of decision making process in the executive as well as legislative agencies. The findings show that political economic and cultural factors are strongly affecting the corruption in regional development in the autonomy era."

"Perancangan VLSI dengan hybrid VHDL merupakan metode desain untuk menghasilkan Sistem On Chip yang berbasis FPGA Xilinx Spartan 3. Sistem yang di desain adalah arsitektur CPU yang terdapat di Ocean Bottom Unit (OBU) Tsunami Early Warning System. Proses desain di implementasikan pada FPGA board Xilinx Spartan 3.
Perancangan VLSI CPU OBU dengan metode hybrid VHDL di lakukan dengan urutan proses desain yaitu membuat kode VHDL untuk menyimpan data pengukuran dan mengolah dengan algoritma mofjeld, Mengubah kode VHDL menjadi RTL, Mengubah RTL menjadi schematic dan kode verilog, Mengubah verilog menjadi CMOS layout, Menggunakan kode VHDL sebagai configure device pada XC3S200, genetrate PROM file pada XCF02S.
Hasil rancangan adalah VLSI 0,25 μm pada CPU OBU dengan jumlah gerbang logika yang digunakan sebanyak 699 buah dan 347 buah flipflop. Sedangkan dalam teknologi VLSI kapasitas adalah 10k -1M. Dengan metode hybrid VHDL jumlah gate pada desain CPU OBU masih dapat ditingkatkan dengan cara meningkatkan memori simpan sebanyak mungkin.

VLSI design with a hybrid VHDL is a design methods to produce a System On Chip based on CMOS layout. The designed system is CPU architecture located on Ocean Bottom Unit Tsunami Early Warning System. The design process implemented on Xilinx Spartan 3 FPGA board.
Design of VLSI OBU CPU with a hybrid VHDL method is done by order of the design process is to make VHDL code for storing and processing the measurement data with the algorithm mofjeld, Changing the VHDL code into RTL, Changing RTL into schematic and verilog file, Changing verilog code into CMOS layout, Using the VHDL code as configure devices on the XC3S200, generating PROM files on XCF02S Xilinx Spartan.
The design results is VLSI 0,25 μm in CPU OBU with 699 logic gates and 347 flip-flops. While in VLSI technology the capacity is 10k-1M. With a hybrid method the gate of CPU OBU can be increased by increasing the memory as much as possible.

"Penelitian ini membahas tentang Implementasi Retribusi Izin Trayek Di Kabupaten Karawang. Pembahasan dilatarbelakangi oleh kondisi Kabupaten Karawang yang termasuk daerah Industri sehingga memerlukan sarana transportasi untuk mendukung mobilisasi baik orang maupun barang salah satunya angkutan kota. Kemudian dihubungkan dengan implementasi retribusi izin trayek sebagai instrumen wajib. Penelitian dilakukan dengan menggunakan pendekatan kualitatif berdasarkan teori Edward III dengan jenis deskriptif dan termasuk dalam penelitian cross sectional dengan teknik pengumpulan data berupa studi literatur dan studi lapangan. Data tersebut dianalisis menggunakan teknik analisis data kualitatif. Hasil penelitian ini menunjukkan terdapat empat faktor keberhasilan suatu implementasi kebijakan yaitu variabel komunikasi, variabel sumberdaya, variabel disposisi dan variabel struktur birokrasi yang masih tidak sesuai dengan kondisi di lapangan. Terdapat hambatan baik dari dalam maupun dari luar Kabupaten Karawang dalam melaksanakan Imleplementasi Retribusi Izin Trayek.

This research discusses the Implementation of Public Transportation Permits Charge Policy in Kabupaten Karawang. Discussion based on the condition of Karawang which is an industrial area needs both human transportation and stuff transportation. Angkutan Kota is one of them linking by Implementation of Transportation Permits Charge Policy as a substantial instrument. This research is qualitative research based on the theory of Edward III and descriptive data analysis techniques. The results of this research shows that successful of public policy implementation must be contain of four factors there are communication, resources, disposition, and bureaucratic structure are not relevant to those the researcher found on the field. There are some obstacles both from internal and external of Karawang in the implementing of Public Transportation Permits Charge Policy.

"Stress kerja pada perawat merupakan hal yang sering kali terjadi. Terutama pada perawat di IGD, ICU, dan rawat inap. Dalam melayani pasien seringkali muncul stress kerja, dalam hal ini pada rumah sakit yang tidak memungut biaya apapun pada pasien yang berkunjung untuk berobat. Setiap kegiatan pekerjaan di ruangan dapat menjadi stressor bagi perawat karena mereka selalu dalam ruangan rawat yang merupakan jumlah terbesar dalam sebuah rumah sakit. Tujuan penelitian mengetahui hubungan tipe karakteristik individu dan karakteristik pekerjaan dengan Stres Kerja di Rumah Sehat Terpadu Dompet Dhuafa Republika. Rancangan survey ini bersifat survey analitik yang memberikan gambaran terhadap stress kerja dan untuk mengetahui apakah terdapat hubungan yang signifikan antara katakteristik individu dan karakteristik pekerjaan dengan stress kerja. Populasi dalam penelitian ini sebanyak 36 orang dan sampel adalah keseluruhan dari populasi. Hasil penelitian menunjukkan bahwa 38,9% perawat mengalami stress dan 61,1% perawat tidak mengalami stress. Hasil uji Chi Square dengan taraf keyakinan ? = 0,05 menunjukkan: terdapat hubungan yang signifikan jenis kelamin (Pvalue 0,020), peran dalam organisasi (Pvalue 0,042 ), dan gaji (Pvalue 0,020) dengan stress kerja. Belum terdapat hubungan yang signifikan antara usia, pendidikan, status perkawinan, masa kerja, beban kerja, bahaya kerja, shif kerja, rutinitas kerja, promosi, iklim dan struktur organisasi dengan stress kerja.Diperlukan pengendalian stres kerja dari pihak rumah sakit dan juga dari perawat itu sendiri. Sebagai upaya pengendalian dan pencegahan terhadap terjadinya penyakit akibat kerja.

Job stress is often happen in the nurses. Especially among nurses in ER, ICU, and hospitalization. Each activity work in the room can be a stressor for nurses because they are always in a hospital room that is the largest number in a hospital. Each activity to handle in room sometimes potential to become stressor for nurses. The objective of this study is to know the relationship of individual and job characteristics around nurses to their job stress in Rumah Sehat Terpadu Dompet Dhuafa Hospital. The design of this survey is an analytical survey that provides an overview of the stress of work and to determine whether there is a significant relationship between the individual and job characteristics with job stress. Population to this research summed 36 respondents and the sample is all total of population. Collecting data conducted by observation to the working condition and by questionnaire about the individual and job characteristics. The results showed that 38.9% of nurses experienced stress and 61.1% of nurses do not experience stress. The result of Chi Square test with confidence level of ? = 0.05 showed: existing a significant relationship sex (p value 0.020), role in the organization (p value 0.042), and salary (p value 0.020) with the job stress. There is no found a significant relationship between age, education, marital status, years of service, workload, occupational hazards, shift work, work routines, promotion, climate and organizational structure with job stress. It is required institutional control over working stress by the management and also to those nurses, this way is aimed to control and preserve it over resulting any illness on working. "

"Pembinaan dan pengembangan karier anggota Polri untuk mewujudkan SDM Polri yang unggul salah satunya adalah dengan promosi jabatan. Berdasarkan hasil analisa dan evaluasi SSDM Polri masih ditemukan mutasi dan promosi jabatan anggota Polri tidak berdasarkan merit system. Hal ini terlihat juga dalam mutasi jabatan yang dilaksanakan oleh Polda Metro Jaya tidak sesuai dengan ketentuan Peraturan Kapolri Nomor 16 Tahun 2012 yang menyatakan bahwa setiap mutasi harus berdasarkan merit system. Tujuan penelitian ini untuk menganalisis promosi jabatan di Polda Metro Jaya menurut konsep merit system dan hambatan dalam penerapannya. Penelitian ini menggunakan pendekatan post-positivism. Pengumpulan data dilakukan dengan studi dokumen dan wawancara mendalam. Hasil penelitian menunjukkan bahwa promosi jabatan di Polda Metro Jaya dilaksanakan dengan dua mekanisme yaitu promosi jabatan terbuka dan promosi jabatan biasa/tertutup. Dalam mekanisme promosi jabatan terbuka kapolsek di jajaran Polda Metro Jaya prinsip merit sudah diterapkan dengan mekanisme seleksi walaupun tidak secara murni karena hasil seleksi hanya bersifat rekomendasi dalam menduduki suatu jabatan. Dalam mekanisme promosi jabatan biasa/tertutup untuk jabatan kapolsek prinsip merit masih belum diterapkan, karena untuk jabatan kapolsek merupakan penunjukkan langsung dari Kapolda Metro Jaya dengan prinsip tour of duty yang mengutamakan pengisian jabatan kapolsek diberikan kepada anggota Polri yang sudah memenuhi syarat dan belum pernah menjabat sebagai kapolsek atau kepada anggota yang selama berdinas hanya pada satu fungsi kepolisian saja. Hambatan dalam penerapan merit system dalam promosi jabatan adalah penunjukan langsung kapolsek oleh pimpinan yang tidak melalui sistem seleksi ataupun penilaian kompetensi akan menimbulkan celah terjadinya praktik patronase politik atau KKN, dan salah dalam mendefinisikan merit.

Coaching and career development of Polri members to realize superior Polri HR, one of which is by promotion. Based on the results of the analysis and evaluation of the SSDM Polri, it was found that mutations and promotions for Polri members were not based on a merit system. This can also be seen in the position mutations carried out by the in Jakarta Metropolitan Police Region which carried out mutations that were not in accordance with the provisions of the National Police Chief Regulation Number 16 of 2012 which stated that each mutation must be based on a merit system. The purpose of this study is to analyze promotions Jakarta Metropolitan Police Region according to the concept of a merit system and obstacles in its application. This study uses a post-positivism approach. Data was collected by means of document studies and in-depth interviews. The results showed that the promotion of positions in Jakarta Metropolitan Police Region was carried out by two mechanisms, namely promotion of open positions and promotions of regular/closed positions. In the mechanism for the promotion of open positions for police chiefs in the ranks of Jakarta Metropolitan Police Region, the principle of merit has been applied with a selection mechanism, although not purely because the results of the selection are only recommendations in occupying a position. In the regular/closed promotion mechanism for the position of the police chief, the principle of merit has not yet been applied, because for the position of the police chief it is a direct appointment from the chief of Jakarta Metropolitan Police Region with the principle of a tour of duty that prioritizes filling the position of the police chief given to members of the police who have met the requirements and have never served as the police chief or to members who have only served one police function during their service. Barriers to the application of the merit system in promotions are the direct appointment of the police chief by the leader who does not go through a selection system or competency assessment, which will create gaps in the practice of political patronage or corruption/nepotism, and misdefine merit."
