Skripsi ini membahas sekuritisasi isu terorisme oleh National Security Council (NSC) Amerika Serikat pasca peristiwa 9/11 dalam periode Pemerintahan George W. Bush dengan menggunakan metode penelitian kualitatif dan teori sekuritisasi. Situasi yang terjadi pada masa itu adalah Amerika Serikat yang dikejutkan dengan terjadinya peristiwa 9/11. Peristiwa tersebut mendorong extraordinary measures dari pemerintah Amerika Serikat untuk mencegah peristiwa terorisme seperti 9/11 kembali terulang. Sekuritisasi yang dilakukan oleh Pemerintahan Bush terdiri dari speech act, pencanangan undang–undang, Global War on Terrorism hingga Perang Irak. Dalam proses speech act, terdapat pengaruh dari tokoh-tokoh dalam lingkaran NSC selain Presiden George W. Bush yang ikut berperan mensekuritisasi peristiwa 9/11 dan Global War on Terrorism. Dalam proses sekuritisasi yang terjadi, media memainkan peran yang besar sebagai alat yang berfungsi mengamplifikasi langkah–langkah sekuritisasi terorisme yang diambil oleh Pemerintahan George W. Bush. Media juga berperan dalam menjadikan respon publik terhadap tindakan–tindakan sekuritisasi yang diambil oleh pemerintah menjadi positif. Akhirnya, tulisan ini menyimpulkan bahwa langkah–langkah sekuritisasi yang diambil oleh Pemerintahan Amerika Serikat bersifat politis dan melibatkan aktor lain dalam lingkaran NSC Presiden Bush yang kemudian menggunakan isu terorisme untuk mendorong sekuritisasi terorisme yang bereskalasi menjadi Perang Irak ......This undergraduate thesis discusses the securitization of terrorism carried out by the United States NSC after the events of 9/11 in the period of George W. Bush's administration by using qualitative research methods and securitization theory. The situation which occurred at that time portray how the United States was truly shocked by the events of 9/11. The event prompted extraordinary measures from the United States government to prevent terrorism events such as 9/11 to happen again. The securitization carried out by the Bush Administration consisted of a speech act, declaration of laws, Global War on Terrorism and the Iraq War. In the process of expressing speech acts, there were influences from figures within the NSC circle other than President George W. Bush who took part in securitizing the events of 9/11 and the Global War on Terrorism. In the process of securitization that occurred, the media played a large role as a tool that served to amplify the securitization steps of terrorism taken by the George W. Bush Administration. Finally, this paper conclude that the steps of securitization taken by the United States Government are essentially political and involve other actors in the NSC circle of President Bush who then use the issue of terrorism to encourage the securitization of terrorism which further essentially escalates into the Iraq War.
