"ABSTRAKDesentralisasi yang menjadi tonggak awal era reformasi membuka gerbang korupsi bagi kota/kabupaten di Indonesia. Melalui desentralisasi politik dan desentralisasi fiskal dan ekonomi, korupsi tumbuh subur di negeri ini. Desentralisasi politik mengakibatkan pemilihan kepala daerah yang semula dipilih oleh pusat menjadi kepala daerah yang di pilih oleh DPRD serta di periode berikutnya dipilih langsung oleh rakyat dengan syarat dukungan minimal kursi 15 dan 20 DPRD. Sistem pemilihan kepala daerah secara langsung dibandingkan dengan pemilihan kepala daerah oleh DPRD secara signifikan memberikan dampak pengurangan jumlah kerugian negara akibat korupsi dan pengurangan perkara korupsi. Akan tetapi pada era pilkada langsung terjadi peningkatan korupsi di tahun pilkada serta besarnya DPRD yang mendukung kepala daerah turut serta meningkatkan korupsi. Desentralisasi fiskal dan ekonomi yang mengakibatkan APBD semakin besar juga secara signifikan mempengaruhi peningkatan korupsi. Berdasarkan penelitian ini maka ide untuk kembali kepada pilkada langsung maupun menaikan jumlah syarat minimum dukungan DPRD terhadap kepala daerah harus dipertimbangkan kembali. Selain itu APBD juga harus diawasi agar tidak dikorupsi terutama pada tahun terjadinya pilkada.
