Abstrak :
Tesis ini membahas adanya kelemahan komunikasi politik dilevel daerah yaitu ditingkat kabupaten Bekasi tahun 2012. Khususnya yang dilakukan dalam proses melakukan kampanye. Beberapa diantaranya adanya gejala less argumentation, lack of credibility dan kurangnya kemampuan berkomunikasi melalui debat. Melihat permasalahan tersebut maka dilakukan penelitian dengan menggunakan pendekatan kualitatif melalui metode analisis diskursus. Untuk meninjau permalasahan ini digunakan teori The Fungsional Debate Campaign yang dikemukakan oleh William, L. Benoit. Termasuk penggunaan metode penelitian serta teknik analisis yang dikembangkan oleh Benoit. Dari hasil penelitian tersebut diketahui bahwa semua kandidat Bupati untuk periode 2012-2017 mengarahkan wacana politiknya kedalam bentuk kebijakan dari pada karakter, namun dalam menyampaikan pesan politiknya masih dinilai kurang baik pada aspek verbal maupun nonverbal. Sedangkan dari strategi fungsional dinilai sudah cukup memadai karena sudah menggunakan beberapa teknik, namun belum merata ditampilkan oleh semua kandidat, kelemahan yang nampak pada semua kandidat dilihat dari strategi berdebat adalah kurang mampu membangun acclaim untuk membangun keterpilihan oleh kandidat dengan berusaha menyerang dan bertahan ketika mendapat serangan. Implikasi penelitian pada tingkat lokal ini, menunjukan penggunaan debat di televisi sebagai forum komunikasi politik daerah sebenarnya masih belum menjadi sarana utama yang ideal untuk para pemilih lokal melihat kredibilitas dan kapabilitas calon pemimpin daerahnya.

This thesis discusses the weakness of political communication in district level region in Bekasi2012, Jawa Barat. Especially those committed in the process of campaigning. Several symptoms are observed including the less argumentation, lack of credibility and lack of communication ability through debate program. This research is done to analyze those symptoms using a qualitative approach with discourse analysis methods. Theory of The Functional Debate Campaign by William, L. Benoit is used as the basic theory to investigate the problem; also the methodology and analysis technique developed by Benoit is then used in this research. The result notes that all of the candidates of Bupati in the period of 2012-2017 directing the political discourse more on the policy than on the character, however they are still inadequate in delivering their political message. In term of functional strategy, they are considered to be adequate since they have used some techniques, although still not shown in all candidates. The weakness which is appeared in all candidates in term of debate strategy is the weak ability to build the acclaim which attempt to attack and defense when they are under attack. The implication of this research is to showing the using of debate program in television as a political communication forum is still not suitable as the main ideal media for the local voters to perceive the credibility and capability of their leader candidate.
