"Skripsi ini bertujuan untuk membahas Implementasi Kebijakan Pembebasan PPN atas Rumah Sederhana di DKI Jakarta. Pemerintah mengeluarkan Peraturan Menteri Keuangan Nomor 125/PMK.011/Th 2012 tentang fasilitas pembebasan PPN rumah sederhana bagi masyarakat berpenghasilan rendah. Penelitian ini menggunakan pendekatan kualitatif dan metode analisis data kualitatif. Hasil penelitian menyimpulkan bahwa kebijakan pembebasan PPN atas rumah sederhana tersebut menemui beberapa kendala pada saat proses impelementasi yang membuat implementasi kebijakan tersebut belum berjalan dengan baik.

The purpose of this thesis is to Analyse Implementation of VAT Exemption Policy to increase supply of Small House in DKI Jakarta. Government issued the Regulation of Minister of Finance No.125/PMK.011/Year 2012 on VAT exemption of modest home for people with low income. This thesis use qualitative approach and qualitative analysis data technic. This thesis concluded that the VAT policy of exemption on modest house encountered several obstacles during the implementation process which makes the implementation of the policy has not been going well."
