Abstrak :
Metode Design and Build telah banyak digunakan dalam proyek-proyek pemerintah dalam beberapa tahun terakhir terutama pada proyek pembangunan stadion. Akan tetapi, dalam pelaksanaannya banyak terjadi dispute. Hal ini terjadi karena banyaknya perbedaan pada tahap audit pasca proyek yang dilakukan oleh Badan Pemeriksa Keuangan (BPK). Tidak adanya metode audit standar berbasis risiko adalah masalah yang menjadi fokus peneliti. Risiko, oleh karena itu bertindak sebagai variabel independen sementara dispute menjadi variabel dependen. Strategi penelitian yang digunakan adalah survey, studi literatur dan diskusi pakar, untuk menggambarkan konstruk dari setiap kategori yang diberikan. Konstruk-konstruk tersebut, yang dibagi menjadi beberapa indikator yang menyusun setiap variabel, yang telah divalidasi oleh para ahli dari BPK. Selanjutnya dilakukan survey dan pengumpulan data primer dan diolah dengan Software Statistical Product and Service Solutions (SPSS) dan Structural Equation Modeling untuk menguji indikator masing-masing variabel. Ditemukan bahwa variabel risiko signifikan terhadap dispute, dan dari faktor risiko dominan dan mitigasi risiko dari tiap aktifitas audit yang telah divalidasi oleh pakar diharapkan dapat digunakan sebagai metode standar berbasis risiko yang dapat diterima oleh berbagai pihak, baik pengguna jasa, penyedia jasa maupun auditor. ......The Design and Build method has been widely used in government projects in recent years, especially in stadium construction projects. However there are many disputes during the implementation. This Dispute occurred because of the differences in the post-project audit stage conducted by the the Audit Board of Indonesia (BPK). There are no standard risk-based audit method is an issue that has been the focus of this research. Risk, therefore acts as an independent variable while dispute as the dependent variable. The research strategy used is survey, literature study and discussion, to describe the construct of each given category. These constructs, which are divided into indicators on each variable, have also been validated by experts from BPK. Furthermore, surveys and primary data collection were carried out and processed with Statistical Product and Service Solutions (SPSS) software and structural equation modeling (SEM) to test the indicators for each variable. It was found that risk variables have significant affect on dispute, and from dominant risk factors and risk mitigation from each audit activity that has been validated by BPK experts are expected to be used as standard risk-based methods that can be accepted by parties, both service users, service providers and auditors.
