"Industri Farmasi adalah badan usaha yang memiliki izin sesuai dengan ketentuan peraturan perundang-undangan untuk melakukan kegiatan pembuatan obat atau bahan obat. Pada pembuatan obat, pengendalian menyeluruh  sangat esensial untuk menjamin bahwa konsumen menerima obat yang bermutu tinggi. Pembuatan secara sembarangan tidak dibenarkan bagi produk yang digunakan untuk menyelamatkan jiwa, atau memulihkan atau memelihara kesehatan. Tidaklah cukup bila produk jadi hanya sekedar lulus dari serangkaian pengujian, tetapi yang lebih penting adalah bahwa mutu harus dibentuk ke dalam produk tersebut. Mutu obat tergantung pada bahan awal, bahan pengemas, proses produksi dan pengendalian mutu, bangunan, peralatan yang dipakai dan personel yang terlibat.

Berdasarkan UU No. 40 tahun 2004, bangsa Indonesia telah memiliki sistem Jaminan Sosial bagi seluruh rakyat Indonesia. Salah satu program jaminan sosial yang diadakan pemerintah jaminan kesehatan nasional, yaitu jaminan berupa perlindungan kesehatan agar peserta memperoleh manfaat pemeliharaan Kesehatan dan perlindungan dalam memenuhi kebutuhan dasar kesehatan yang diberikan ke setiap orang yang telah membayar iuran atau iurannya dibayar oleh pemerintah.

"Kuersetin merupakan flavonoid yang ditemukan pada banyak buah dan sayuran seperti apel, sayuran hijau, tomat, dan buah beri. Senyawa ini memiliki efek farmakologis yang luas, seperti mencegah penyakit kardiovaskuler, antioksidan, antitumor, dan lain-lain. Namun, aplikasi farmakologis kuersetin sangat dibatasi oleh hidrofobisitas yang sangat tinggi dan bioavailabilitas yang rendah. Potensi terapeutik kuersetin dapat direalisasikan dengan meningkatkan kelarutannya melalui pembentukan kompleks inklusi dengan siklodekstrin. Siklodekstrin merupakan senyawa oligosakarida siklik yang memiliki susunan melingkar yang dengan rongga hidrofobik dan bagian luar yang bersifat hidrofilik. Kompleksasi kuersetin dengan siklodekstrin dapat meningkatkan kelarutan kuersetin dalam air, meningkatkan ketersediaan hayati kuersetin serta menutupi rasa pahitnya. Tujuan dari review artikel ini adalah untuk membandingkan metode kompleksasi serta penggunaan jenis siklodekstrin karena kedua faktor tersebut sangat mempengaruhi hasil akhir dari kompleks inklusi. Metode kompleksasi terbaik yaitu freeze-dry dengan penggunaan derivat β-siklodekstrin seperti hidroksipropil β-siklodekstrin atau sulfobutil eter β-siklodekstrin. Hasil menunjukkan bahwa kompleksasi kuersetin dengan siklodekstrin dapat meningkatkan kelarutan kuersetin dalam air.

Unfortunately, the pharmacological application of quercetin is very limited due to extreme hydrophobicity and low bioavailability. The therapeutic potential of quercetin can be obtained by increasing its solubility through the formation of an inclusion complex with cyclodextrin. Cyclodextrin is a cyclic oligosaccharide compound which has a circular arrangement with a hydrophobic cavity and a hydrophilic exterior. Complexation of quercetin with cyclodextrin is expected to increase the solubility of quercetin in water, increase the biological availability of quercetin and improve its bitter taste. From the latest research results, the best complexation method was freeze drying with cyclodextrin derivatives such as hydroxypropyl β-cyclodextrin or sulfobutyl ether β-cyclodextrin. The results showed that the complexation of quercetin with cyclodextrins increases its solubility in water."
