Abstrak :
Tesis ini membahas Peranan Pendapatan Asli Daerah dalam mendukung Pemekaran Daerah Kabupaten Cilacap Barat dari Kabupaten Cilacap. Tesis ini bertujuan untuk menganalisis kapasitas dan peranan Pendapatan Asli Daerah dalam mendukung rencana pemekaran Kabupaten Cilacap Barat. Penelitian ini menggunakan metode deskriptif melalui kombinasi pendekatan kuantitatif dan kualitatif dengan menggunakan teori derajat desentralisasi fiskal. Pendapatan Asli Daerah Kabupaten Cilacap Barat terlalu kecil untuk membiayai fungsi pemerintahan dan kebutuhan pelayanan masyarakat, sedangkan posisi fiskal Wilayah Cilacap Barat nilainya lebih kecil dibanding nilai posisi fiskal Kabupaten Cilacap maupun nilai posisi fiskal rata-rata kabupaten/kota di Jawa Tengah, jadi Pendapatan Asli Daerah yang dimiliki tidak mendukung pemekaran Kabupaten Cilacap Barat.

This thesis discusses about the role of Regionally Generated Revenue to support Proliferation of West Cilacap District of Cilacap. This thesis aims to analyze the role and capacity of Regionally Generated Revenue to support proliferation plans of West Cilacap. This study use a descriptive method through a combination of quantitative and qualitative approach using the theory of fiscal decentralization degree. The Regionally Generated Revenue of West Cilacap too small to fund the functions of government and public service needs, while the fiscal value position of the West Cilacap is smaller than Cilacap and also the value of the average fiscal position regencies/municipalities in Central Java, so Regionally Generated Revenue of this district doesnot support of the division of West Cilacap District.
