"Badan Usaha Milik Negara (BUMN) mengelola porsi yang signifikan dari ekonomi dunia, termasuk di negara-negara berkembang (The Economist, 2014). Indonesia termasuk negara yang memiliki proporsi BUMN terbesar jika dibandingkan dengan ukuran ekonominya (Kowalski et al, 2013). BUMN sebagai motor ekonomi suatu negara, diharapkan dapat berperan aktif dan signifikan dalam meningkatkan kinerja ekonomi dan kesejahteraan negara melalui peningkatan kinerja inovasi. Globalisasi, lingkungan pasar yang semakin kompetitif dan dinamika perkembangan teknologi pada akhirnya mempengaruhi proses inovasi menjadi lebih mahal, kompleks, menantang, dan berisiko. Daya saing dan kinerja inovasi BUMN Indonesia yang masih relatif rendah dan tidak merata dipengaruhi oleh proses inovasinya yang masih cenderung tertutup dan berjalan sendiri-sendiri. Paradigma open innovation membuka jalan bagi perusahaan untuk mengeksplorasi inovasi di luar lingkungan internalnya secara efisien dan efektif (Chesbrough, 2003). Perusahaan di berbagai industri saat ini mencari format sinergi, kemitraan dan kolaborasi baru dalam rangka membangun keunggulan model bisnis dan daya saing (Linde et. al., 2021). Untuk itu BUMN membutuhkan cara kerja sistematis dalam beradaptasi dan mengorkestrasi proses inovasinya dalam konteks ekosistem inovasi bisnis untuk membangun keunggulan daya saing melalui keunggulan kolaborasi di tengah lingkungan yang dinamis dan kompleks. Aktivitas eksplorasi dan eksploitasi peluang inovasi perlu dilakukan dalam kerangka kerja kewirausahaan strategis berbasis pendekatan ekosistem inovasi bisnis. Studi terkait inovasi terbuka, kewirausahaan strategis dan dampak ekosistem inovasi terhadap kapabilitas dinamis dan inovasi model bisnis dalam orkestrasi proses inovasi terintegrasi di BUMN masih sangat terbatas. Penelitian ini menguraikan peran ekosistem inovasi dalam proses kewirausahaan strategis dengan instrument proses inovasi terintegrasi, sejak proses eksplorasi yang direpresentasikan oleh kapabilitas sensing yang kemudian memperkuat eksploitasi peluang inovasi melalui orkestrasi sumber daya yang dioperasionalisasikan melalui strategi inovasi dan model bisnis. Inisiatif inovasi model bisnis BUMN akan memberi fondasi kuat dalam berbagai inovasi produk atau jasa yang dihasilkannya, yang pada gilirannya akan berdampak pada meningkatnya collaborative advantage bagi BUMN sebagai proxy daya saing yang juga akan memberi manfaat kepada ekosistem inovasinya.

State-Owned Enterprises (SOEs) manage a significant portion of the global economy, including in developing countries (The Economist, 2014). Indonesia is one of the countries with the largest proportion of SOEs relative to the size of its economy (Kowalski et al., 2013). As the economic engine of a country, SOEs are expected to play an active and significant role in enhancing economic performance and national welfare through improved innovation performance. Globalization, increasingly competitive market environments, and the rapid development of technology have made the innovation process more expensive, complex, challenging, and risky. The competitiveness and innovation performance of Indonesian SOEs, which remain relatively low and uneven, are influenced by their innovation processes, which tend to be closed and operate in silos.

The open innovation paradigm opens pathways for companies to efficiently and effectively explore innovations outside their internal environments (Chesbrough, 2003). Companies across industries are now seeking new formats for synergy, partnerships, and collaborations in order to build business model advantages and competitiveness (Linde et al., 2021). In response, SOEs need systematic ways to adapt and orchestrate their innovation processes within the context of a business innovation ecosystem, to build competitive advantages through collaborative excellence in a dynamic and complex environment. The exploration and exploitation of innovation opportunities must be conducted within the framework of strategic entrepreneurship, based on a business innovation ecosystem approach. Research on open innovation, strategic entrepreneurship, and the impact of innovation ecosystems on dynamic capabilities and business model innovation in the orchestration of integrated innovation processes within SOEs remains very limited. This study elaborates on the role of the innovation ecosystem in the strategic entrepreneurship process using the integrated innovation process framework, beginning with the exploration process represented by sensing capabilities, which subsequently strengthen the exploitation of innovation opportunities through resource orchestration operationalized via innovation strategies and business models. SOE business model innovation initiatives will provide a strong foundation for various product or service innovations they produce, which in turn will enhance the collaborative advantage of SOEs as a proxy for competitiveness, ultimately benefiting their innovation ecosystem."
