Tesis ini bertujuan untuk menginvestigasi lokasi dan luasan dari kebakaran berulang dengan informasi spasial. Penelitian ini mengunakan data lokasi kebakaran, lahan gambut dan perusahaan IUPHHK (Izin Usaha Pemanfaatan Hasil Hutan Kayu), kawasan hutan dari Kementerian Lingkungan Hidup dan Kehutanan dari tahun 2015 sampai 2018. Analis data menggunakan probit dan tobit dengan menghasilkan keterkaitan positip (negatip) antara lokasi dan luasan dengan kebakaran berulang (atau tidak) dan hubunganya dengan kawasan hutan, lahan gambut dan perusahaan IUPHHK. Hasil kedua adalah luasan dari lahan terbakar akan berkurang saat berulang. Temuan ini mengindikasikan bahwa lokasi dan luasaan kebakaran berulang erat hubungannya dengan IUPHHK dan karakteristik area sehingga Indonesia harus merumuskan kebijakan tentang perusahaan yang memanfaatkan hasil hutan untuk memimalisir kebakaran hutan.
This research addresses the reoccurrence of forest fires and their size with regional-spatial information. To this end, Probit and Tobit regression analyses are applied to the regional-spatial panel data from 2015 to 2018 in Indonesia with the observations of forest-fire events, peatland, and concession on the annual bases, characterizing the possible determinants for reoccurrence of forest fires as well as their sizes. The regression results reveal the following outcomes. The first outcome is whether forest fires repeat or not is positively (negatively) associated with peatland and forest areas (concession). Second, the size of forest fires tends to decrease with the repetition of past forest fires but increases with concession, peatland, and forest areas. Overall, these results imply that the reoccurrence of forest fires and their sizes are highly concerned with concession and types of areas, suggesting that Indonesia should be able to organize the policies regarding forest concession and areas for further reduction of forest fires and the associated damage.
