Pelaksanaan sistem pay as you go sebagai sistem pembiayaan pensiun Pegawai Negeri ini telah berjalan selama 43 tahun terakhir ini. Permasalahannya adalah belum adanya analisis sistem ini secara menyeluruh dari pemerintah mengenai sistem ini sehingga banyak permasalahan yang muncul. Penelitian ini bertujuan untuk menggambarkan mengenai latar belakang dipilihnya sistem ini, pengaruh sistem ini bagi pemerintah dan Pegawai Negeri Sipil (PNS) dan hubungan lembaga-lembaga pemerintah dalam merumuskan dan menerapkan sistem ini. Pendekatan penelitian yang dilakukan adalah kualitatif dengan metode wawancara mendalam dan studi dokumen. Hasil dari penelitian ini adalah bahwa berdasarkan hasil evaluasi dari sistem pay as you go dalam pembiayaan pensiun Pegawai Negeri memiliki banyak permasalahan dari segi pemerintah yaitu pembebanan sepenuhnya pada Anggaran Belanja Pendapatan Negara sehingga sistem ini untuk ke depannya tidak dapat diterapkan lagi sebagai sistem pembiayaan pensiun Pegawai Negeri Sipil (PNS).

ABTRACT
Implementation of the system of pay as you go as civil servants pension financing system has been running for the last 43 years. The problem is the absence of a thorough analysis of the government about this system so many problems arise. This research aims to describe the background of the system chosen., influence of these systems for government and civil servants (PNS) and the relationship of government agencies in formulating and implementing these systems. Approach is a qualitative study conducted by the method of in depth interviews and document studies. The results of this study is that based on the evaluation of pay-as-you-go system of financing pensions in the Civil Service has a lot of problems in terms of the imposition of government entirely on the State Budget Revenue so that the system is for the future no longer applicable as a Civil Service pension financing system civil (PNS).
