Pemerintah Indonesia membuat sistem lelang secara elektronik untuk meningkatkan transparansi, termasuk mencegah korupsi dan kolusi. Akan tetapi, beberapa penelitian sebelumnya mengenai e-procurement di Indonesia masih menunjukkan bahwa terdapat pihak-pihak tertentu yang melakukan persaingan usaha tidak sehat. Penelitian ini pun mencoba melakukan analisis terhadap salah satu indikasi dari persekongkolannya itu melalui interaksi antarpeserta lelang di mana perusahaan-perusahaan yang melakukan persaingan usaha tidak sehat dapat cenderung mengikuti proyek bersama-sama untuk menjatuhkan perusahaan lain di luar kelompok mereka. Penilitian ini memfokuskan pada cara pendeteksian komunitas dalam jaringan interaksi peserta-peserta LPSE di mana anggota-anggota dalam satu kelompok dinilai berpotensi melakukan persaingan usaha tidak sehat. Cara melakukan pendeteksian dan analisis komunitas peserta-peserta lelang pada sistem Layanan Pengadaan Secara Elektronik adalah dengan melakukan data acquisition, graph representation, descriptive analysis, community detection, dan community analysis. Kelompok-kelompok yang terbentuk sebagai hasil deteksi komunitas merupakan kelompok-kelompok yang cukup sering terlibat dalam proyek secara bersama, namun belum pasti merupakan kelompok persekongkolan. ......The Indonesian government created an electronic auction system to increase transparency, including preventing corruption and collusion. However, some previous research on e-procurement in Indonesia still shows that there are certain parties who conduct unfair business competition. This research also tries to analyze one of the indications of conspiracy, namely through interaction between auction participants where companies that engage in unfair business competition can tend to join projects together to bring down other companies outside their groups. This research focuses on how to detect communities in the interaction network of LPSE participants where members in one group are considered to have the potential to carry out unfair business competition. The way to detect and analyze the community of bidders in the Electronic Procurement Services system is to do data acquisition, graph representation, descriptive analysis, community detection, and community analysis. The groups or communities that are formed as a result of community detection are groups that are quite often involved in the project together, but are not yet certain to be a conspiracy group.
