Abstrak :
Estimasi biaya konseptual merupakan hal yang fundamental dalam suatu proyek konstruksi. Estimasi ini menentukan kelayakan, evaluasi desain dan pendanaan proyek. Namun, kurangnya informasi dan gambar desain yang belum lengkap pada tahapan konseptual, membuat estimasi ini sulit untuk dilakukan. Penelitian ini mencoba membuat suatu permodelan estimasi biaya konseptual pada proyek rusunawa dengan mengintegrasikan metode Case-based reasoning (CBR) dan Analytical Hierarchy Process (AHP). Penelitian ini menggunakan 55 data historis proyek rusunawa yang tersebar di 19 kota di Indonesia pada tahun 2008 sampai 2011. Hasill penelitian ini menunjukkan bahwa metode CBR-AHP dapat menghasilkan permodelan estimasi biaya konseptual yang memiliki keakurasian yang baik dengan tingkat error rata-rata sebesar 2,88% dan dapat digunakan untuk mengestimasi biaya proyek rusunawa di masa mendatang. ...... Conceptual cost estimation plays an important role in the construction projects. This estimation will determine the project‟s feasibility, design evaluation and preliminary budget for a projects. However, due to the lack of information and incomplete construction drawings during the conceptual phase, the cost estimation becomes difficult task to do. This research aims to develop a conceptual cost estimation modeling in the low-cost housing projects using integrated method of Case-based reasoning (CBR) and Analytical Hierarchy Process (AHP). This study is conducted using 55 low-cost housing projects in 19 cities throughout Indonesia in year 2008 to 2011. The result shows CBR-AHP method can produce accurate model result with average testing error rates of 2,88% which can be used to predict low-cost housing projects cost later on.

Estimasi biaya konseptual merupakan hal yang fundamental dalam suatu proyek konstruksi, dimana akan menentukan kelayakan dan budget pendanaan suatu proyek. Namun, kurangnya informasi dan gambar design yang belum lengkap pada tahapan konseptual, membuat estimasi ini sulit untuk dilakukan. Penelitian ini membahas faktor-faktor yang mempengaruhi biaya konstruksi suatu gedung perkantoran dan membuat suatu permodelan estimasi biaya konseptual pada gedung perkantoran dengan fuzzy logic. Hasil penelitian ini menunjukkan bahwa terdapat enam faktor utama yang mempengaruhi biaya konseptual pada konstruksi gedung perkantoran. Dengan keenam faktor ini, suatu permodelan estimasi biaya konseptual akan dibentuk dan dapat digunakan untuk memprediksi suatu proyek di masa mendatang. ...... This research identifies office building factors that significantly influence the cost of construction projects using fuzzy logic and develop a reasonably accurate conceptual cost prototype that can be used in the office building construction projects The results showed that there are six main factors affecting significantly conceptual cost estimation in office building construction. Along with these factors, a conceptual cost prototype is identified and can be used in construction projects later on.
