Abstrak :
The Asia-Europe meeting (ASEM) officially established in 1996 an inter-regional forum that consist of ten members of the Association of Southeast Adian Nations (ASEAN),China, Japan and South Korea as well as twenty five member states of the European Union (EU) and the European commision (EC). Is ASEM an exercise in building a region or is it an institution for creating a regime ? ASEM is more than a summit.It is also more that just a process.Though it is far from developing into a formal organization, it has acquired a certain structure.This article explains the wider Asia-Europe relationship .ASEM has contributed to multi -level governance in international politics through encouraging inter-regional cooperation,promoting regional identity-building and enhancing multi lateralism. ASEM process has also enhanced the role of the EU in encouraging multi dimensinal dialoque and cooperation building a regime, and emphasizing cross-cultural comprehension and mutual respect. It might be too early to have a definitive judgment about the success and failure of ASEM after a decade of its existence,this article puts in perspective some of the modest contributions that ASEM has brought about conceptually in the debate on multi -level governance, and more concretely to the level of interactions between Asia and Europa

European nation-states have a great interest in integration to give up on the organization they have spent over half a century building. There is a Europe's growing need to ensure its own security that will call for more cooperation on the political level. European Union has reached a crossroad, where it must choose between liberalizing its economy or pursuing the dirigiste policies that have held back growth in some of its largest member and between enhancing,its historic alliance with the United States or attempting to play the role of a geopolitical "counterweight" to America. For more than half a century, the atlantic alliance has been the basis for European security and a cornerstone of global stability.Now Europe is beginning to develop a collective military identity of its own, without the participation of the United States.This article will discuss European power as hard and soft power, its common foreign and security policy, Euro-Gaullist versus Euroatlanticist as well as the future of the Atlantic partnership .What will be the dangers and opportunities arising from the European Union's growing authority in security and defense? Will Europe be the next superpower?

Abstrak :
Is ASEM simply an exercise in summitry, or is it an exercise in region building? Is ASEM a forum diplomatic niceties, or is it an institution for regime creation? ASEM is more than a summit also more than just a process. Though it is far from developing into a formal organization,] acquired a certain structure. This article explains three theoretical frameworks that can be discuss ASEM and provides three scenarios for ASEM's future as viewed by the realists, the liberal-institutionalists and the social-constructivists. For the realists, ASEM is seen primarily as a res changes in the distribution of power and the interest calculations of key actors in the ASEM, pro Liberal-institutionalists, on the other hand, are inclined to see ASEM as part of the rising regionalism and the increasing reliance on inter-regional forums to cope with the challenge globalization. Finally, some scholars argued that the East Asia used ASEM as an instrument regional integration or building a regional identity. This social-constructivist approach emphasis the process of identity-formation through inter-regional interaction. It also offers a reflection possible developments of ASEM, taking into account the nature of current concerns and the future uncertainties surrounding it. ASEM is very much a work in progress. Its future is not yet certain and its development will certainly be influenced by the clusters of factors.

French people celebrate the reawakening of French interest in national politics following the high voter turnout for the first round of the presidential election on 22 April 2007. The near record turnout as erasing the memory of 2002 when huge numbers abstained and a high vote for extremists led to National Front leader jean-Marie Le Pen qualifying for the second round. Centre-right candidate Nicolas Sarkozy faced Socialist Segolene Royal in the run-off of France's presidential election. The battle between these two very different visions for the future of France has commenced in earnest, ahead of the final and decisive round on 6 May. For the first time, one of the top candidates is a woman. Segolene Royal's bid has ignited a debate about the place of women in a country traditionally dominated by men. Nicolas Sarkozy is the youngest president since Valery Giscard d'Estaing won in 1974 at the age of 48 - Jacques Chirac and Francois Mitterrand were both in their 60s when they entered the Elysee Palace. French praise their country's democratic performance in second round presidential election and express the hope that the victor, Nicolas Sarkozy, can unite a divided France. The election of Nicolas Sarkozy was based on the desire to turn the page, the wish for renewal. It creates a new order. The victory of 6 May is a victory of progress for the France.
