Tujuan dalam penelitian ini adalah agar para Buruh Migran Indonesia (BMI) di Hongkong dapat menemukan prioritas masalah serta solusi yang tepat dalam implikasi pemberdayaan BMI setelah pulang ke tanah air. Dengan metode modifikasi Analytic Network Process (ANP) yang dikombinasikan dengan konsep maqoshid syariah. Penelitiaan ini bertujuan untuk mengetahui dan menganalisis problematika kemandirian ekonomi BMI di Hongkong secara komprehensif, kemudian menemukan solusi dari setiap permasalahan demi pengembangan kemandirian ekonomi BMI Hk. Prioritas masalah kemandirian ekonomi BMI Hk dalam perspektif maqashid syariah dari aspek BMI adalah tekanan keluarga dan rendahnya keinginan untuk berkembang. Prioritas masalah dari aspek lembaga pemberdayaan adalah kurangnya SDM pendamping dan sistem pelatihan yang kurang profesional. Prioritas masalah dari aspek pemerintah adalah minimnya dana untuk kemandirian dan konsep kemandirian dari pemerintah yang belum optimal. Prioritas solusi kemandirian ekonomi BMI Hk dalam perspektif maqashid syariah dari aspek BMI adalah penguatan orientasi kemandirian dan menyiapkan bekal kemandirian. Prioritas solusi dari aspek lembaga pemberdayaan adalah kerja sama antar lembaga dan meningkatkan kapasitas. ABSTRAK
The purpose of this study is that the Indonesian Migrant Workers (BMI) in Hong Kong could find the best solutions based on the priority of the problem in the empowerment implications of BMI after returning home. With the modified method of Analytic Network Process (ANP) and combined with the concept of Maqoshid Sharia. This research can determine and analyze the problems of self-reliance economic for BMI in Hong Kong comprehensively, and find the solution of any problem in the self-reliance economic development of BMI Hk. The priority issues of the self-reliance economic of BMI Hk in the Maqhasid Sharia perspective for BMI aspect is family pressure and lack the desire to evolve. While the priority of the problem for the empowerment institution aspect is the lack of Human Resources's assistant and the training system that is less professional. While the priority problem from the government aspect is the lack of funding for self-reliance as well as the concept itself is not optimal. The solution priority of the self-reliance economic of BMI Hk in the Maqhasid Sharia perspective from BMI aspect is to strengthening and preparing the self-reliance orientation. While the solution priority for the aspect of institutions of empowerment is cooperation between institutions and capacity building. And the solution priority from the government aspect is to optimize the socialization as well as increasing the budget for self-reliance
