"Meningkatknya kebutuhan akan fasilitas kesehatan harus selalu diselaraskan dengan pembangunan infrastruktur tersebut yaitu Rumah Sakit. Namun beberapa Rumah Sakit dalam tahap konstruksi atau pembangunan mengalami keterlambatan. Terdapat faktor-faktor permasalahan yang mungkin mengakibatkan keterlambatan tersebut. Faktor faktor permasalahan merupakan salah satu sumber risiko. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor risiko yang berpengaruh, penyebab risiko dominan dan rekomendasi risiko. Melalui metode survey terhadap kontraktor utama untuk mengetahui sumber risiko yang selanjutnya dianali dengan metode Analytical Hierarchy Process (AHP) untuk mengetahui peringkat risiko, kemudian dengan faktor risiko SNI dicari risk level. Untuk menganalisis risiko dominan digunakan metode korelasi antara risiko yang muncul dengan kinerja waktu proyek dari metode survey. Hasil penelitian berupa faktor risiko dominan yang berpengaruh terhadap kinerja waktu pada tahap konstruksi Rumah Sakit yaitu. Terdapat dua faktor risiko dominan yaitu"Periode Pembayaran Tidak Sesuai Kontrak" dan"Perubahan Desain". Faktor-faktor risiko tersebut dibahas secara menyeluruh dari penyebab risiko, dampak risiko hingga rekomendasi respon risiko.

The increasing need for health facilities should always be aligned with the infrastructure development ie Hospital. However, several hospitals are under construction or development has been delayed. There are factors that may lead to problems such delay. Factors issues are one source of risk.

The purpose of this study was to identify factors influencing risk, the risk causes dominant and recommendation of risk. Through survey methods against the main contractor to find out the source of risk is then analyzed by Analytical Hierarchy Process (AHP) to determine the risk rating, then the risk factor SNI sought risk level. To analyze the risk of correlation between the predominantly used method of risk that comes with the project time performance of survey methods.

The results is the dominant risk factors that affect the performance of time at the hospital construction. There are two dominant risk factor is"Payment Period that Not Suitable from The Contract" and "Change Design". The risk factors discussed thoroughly of the cause of the risk, the impact of risk until risk response recommendations."

"Pembangunan infrastruktur di wilayah perkotaan terkendala akan keterbatasan lahan dan dampak negatif pembangunan nya bagi lingkungan seperti kemacetan lalu lintas, sebagai alternatif maka konstruksi terowongan dapat diaplikasikan. Pemrakarsa konstruksi terowongan di Indonesia adalah proyek MRT Jakarta yang diharapkan menjadi solusi alternatif transportasi masyarakat Jakarta. Konstruksi terowongan merupakan lingkup kritis dalam proyek infrastruktur ini karena masalah yang terjadi akan mempengaruhi total durasi dan total biaya proyek. Hal ini terjadi jika lingkup pekerjaan tidak didefinisikan sedetail mungkin dalam bentuk Work Breakdown Structure WBS saat tahapan perencanaan. WBS merupakan komponen penting yang mempengaruhi kesuksesan dari pelaksanaan proyek. Penelitian ini menekankan pada metode pengembangan WBS yang sistematis dan menyeluruh disesuaikan dengan tipe proyek terowongan yang kompleks. Metode penyusunan WBS yang digunakan adalah secara Top Down dengan dengan pendekatan proses untuk pengembangangan nya. Dengan metode top down akan tersusun WBS yang lebih terstruktur dan logis dimana dimulai dengan dekomposisi pada proses pekerjaan konstruksi hingga ke paket pekerjaan terkecil. Selanjutnya WBS yang sudah dikembangkan akan menjadi input utama dalam integrasinya dengan pengontrolan biaya proyek. Hasil dari penelitian ini berupa WBS untuk proyek konstruksi terowongan dan dilengkapi dengan risiko dominan yang terjadi pada proyek.

Infrastructure development in urban area are restricted by limited land and its negative impact of traffic congestion. Tunnel construction is the alternative to minimize the impact of the infrastructure on the environment by shifted in the cities underground. Tunnel construction is a new project in Indonesia and this construction method adopted in the Jakarta rsquo s MRT Project. Tunnel construction is the critical scope in this project due to its impact for total project cost and duration. Therefore detail description and definition of project scope is highly required in the form of Work Breakdown Structure WBS that shall be implemented at project planning stage. This is proven that WBS is one of the important component that affect the successful of project execution. There are few published studies about the methodologies to develop WBS for tunnel construction. This study emphasizes the development of systematic and comprehensive methods of WBS that can be customized to complex tunnel projects. To address this issue, a WBS development will be applied the top down method with process approach. This method will define a structured and logical WBS by decomposition of tunneling construction process to the smallest work package. The developed WBS will be a main input of integrated budgeting control aspect. "
