Abstrak :
Pola inovatif distribusi zakat produktif dalam tataran empiris proses Islamisasi sistim income distribution masih terbilang baru dengan volume yang sangat kecil, namun sudah nampak sebagai "bola salju" yang melaju ke arah optimisme. Metwally (1995) menekankan bahwa etika perilaku konsumsi dari pihak surplus maupun defisit mempunyai peranan yang tidak bisa diabaikan dari prinsip redistribusi Islami. Peneliti bekerja di bawah asumsi bahwa dana ZIS yang bermutan normatif berbeda dengan bentuk pinjaman produktif lainnya. Untuk melihat hal tersebut, rumusan masalah disusun mengikuti definisi yang dikemukakan Hawkins (1992) dan hierarki kebutuhan Moslow yang diformulasikan susunannya dengan skala prioritas mendekati sistematika logis maqosid syariah. Hasil penal itian menunjukkan bahwa tingkat pendapatan dan konsumsi responden mengalami perubahan secara signifikan antara sebelum dan sesudah menerima dana zakat. Hanya saja, belum terlihat secara signifikan perubahan mustahiq menjadi muzakki.

Effect of Zakah, Infaq, Shadaqah Productive Distribution to the Change of Zakah User Consumption Behavior (Case Study: 36 Respondents of Those Who Participate in the Small Merchants Development Program Executed by BAZIS DKI Jakarta)The innovative system of productive distribution of zakah has been considered as new and infrequently conducted. Yet it seems like a snowball, rolling towards optimistic direction. Metwally (1995) emphasized that ethics of consumption behaviors of both the surplus side (Zakah Payers) and the deficit side (Zakah Users) play an un-ignorable role in the matter of Islamic income distribution. Based on an assumption that ZIS's fund, in which the normative values exist and differ from any other kinds of productive loans. Hence, the behavior formulation is arranged on the light of Hawkins' (1992) definition of consumption behavior and also covering the Moslow needs, which formulated by priorities scales close to the logical systematic of Muqasid Syariah. The survey shows that respondent's income and consumption have changed significantly after receiving the Zakah fund. Unfortunately, the turnings of Zakah users to Zakah payers have not happen yet significantly.
