Penelitian ini bertujuan mengimplementasikan profit planning dengan metode three wheels untuk menguji strategi POS akan dijalankan PT. XYZ pada tahun 2015 serta menguji apakah ROE, profit dan kas yang ditargetkan pada tahun 2015 tercapai atau tidak. Metode yang digunakan dalam penelitian ini adalah metode studi kasus. Melalui strategi POS, PT. XYZ akan menambah bidang usaha yaitu bidang usaha truck and bus dengan menjual ban Goodyear. Produk Goodyear untuk bidang usaha truck and bus memang memberikan dampak yang cukup signifikan untuk menghasilkan pendapatan bagi PT. XYZ. Namun, penjualan produk Michelin, Bridgestone, Belshina, Alcoa, Pettibone IMT, Wheel RIM serta Aksesoris yang memiliki persediaan banyak tidak cukup membantu untuk menutupi biaya COS yang terjadi. Melalui ROE Wheel, PT. XYZ menghasilkan net loss sebesar US 17.421. Hal ini menyebabkan ROE yang dihasilkan hanya sebesar -0.08 . Meskipun kedua metode tersebut menunjukkan hasil yang negatif, kas yang dihasilkan pada tahun 2015 masih positif sebesar US 3.638.444. Dengan menggunakan metode three wheels, hasil menunjukkan bahwa strategi POS belum mampu untuk memberikan hasil yang diharapkan oleh PT. XYZ.

ABSTRACT
This research is conducted to implement profit planning with third wheel method in order to test POS strategy ran by PT. XYZ in 2015 and to test wether the if ROE, profit, and cash target in 2015 is achieved. The method that is used in this research is case study. By using POS strategy, PT. XYZ will expand their business into truck and bus sector by selling Goodyear wheel. Goodyear brand for bus and truck sector has been giving a great revenue increment for PT. XYZ. However, sales from other brands with big supply such as Michelin, Bridgestone, Belshina, Alcoa, Pettibone IMT, Weel RIM and Accessories didn 39 t manage to cover COS expense. Through ROE wheel, PT. XYZ generated US 17.421 of net los. This resulted in 0.08 of ROE. Although those two methods showed negative results, there was still positive cash flow generated in 2015 with amount US 3.638.444. By using three wheels method, result showed that POS strategy was not able to give expected result for PT. XYZ.

Penelitian ini menguji pengaruh aspek keuangan (rasio aktivitas dan rasio efektivitas) dan aspek non keuangan (kinerja kesehatan dan kinerja perumahan) terhadap skor kinerja pemprov di Indonesia tahun 2007-2010. Skor kinerja menggunakan skor kinerja Evaluasi Kinerja Penyelenggaraan Pemerintah Daerah (EKPPD) yang sumber utamanya adalah Laporan Penyelenggaraan Pemerintah Daerah (LPPD) tahun 2007-2010. Dengan menggunakan metode uji regresi berganda terhadap 93 sampel, hasilnya menunjukkan bahwa hanya kinerja kesehatan yang berpengaruh positif sedangkan variabel yang lain tidak memiliki pengaruh terhadap skor kinerja pemprov. ......This research test the influence of the financial aspects (activity ratio and effectiveness ratio) and non financial aspects (the performance of health, the performance of housing) from the score of the performance of province in Indonesia years 2007-2010. Performance score using the performance scores of Regional Government Performance Evaluation (EKPPD) the main source is the Report of Local Government Orgranization (LPPD) in 2007-2010. The result of multiple regression of 93 sample showed that only the performance of health have positive impact while other variables have no influence to performance scores.
