Tesis im membahas mengenai implementasi kebijakan pengawasan pada Inspektorat Jenderal Kementenan Hukum dan. Flak Asasi Manusia yaitu dengan menganalisis implementasi kebijakar pengawasan pada Inspektorat Jenderal Kementenan Hukum dan Hak Asasi Manusia ditinjau dan faktor komunikasi sumberdaya disposisi struk ir birokrasi serta komitmen dan kualitas kepemimpinan dan pejabat pelaksana dalam pelaksanaan tugas dan fungsi internal audit.

Penelitian dilaksanakan dengan menggunakan gabungan pendekatan penelitian kuantitatif dan kualitatif (Mix Method) terkait 5 faktor yang terdm dan 4 faktor yang mempengaruhi implementasi kebijakan menurut George C Edwards III yaitu komunikasi sumberdaya disposisi dan struktur birokrasi ditambah dengan faktor komitmen dan kualitas kepemimpinan dan pejabat pelaksana sebagaimana dikemukakan oleh Damel Mazmaman dan Paul k Sabatier.

Hasil penelitian menujukkan implementasi kebijak_an pengawasan Inspektorat Jenderal Kementenan Hukum dan HAM RI di tinjau dan faktor komunikasi faktor sumberdaya faktor disposisi/kecenderungan pelaksana faktor struktur birokrasi serta faktor komitmen dan kualitas kepemimpinan pejabat pelaksana masih belum mencapai kondisi yang ideal khususnya faktor sumberdaya ketersediaan sumber daya manusia yang memadai baik dalam segi jumlah keahlian pengetahuan dan persyaratan untuk mendukung pelaksanaan kebijakan pengawasan serta sarana dan prasarana yang memadai dalam mendukung implementasi kebijakan pengawasan dan konsistensi perintah perintah untuk mengimplementasikan kebijakan pengawasan sehingga perlu diperbaiki dan dievaluasi.

ABSTRACT
This thesis discusses the implementation of control policies on the Inspectorate General of the Mimstry of Law and Human Rights is to analyze the implementation of control policies on the Inspectorate General of the Mimstry of Law and Human Rights m tenns of factors of commumcation resources disposition the bureaucratic structure and the leadership quality and commitment of implementmg officials m the perlormance ot duties and mtemal audit runctions.

This study uses a combination of quantitative and qualitative research approach (Mix Method) 5 related factor consistmg of four factors that mfluence the implementation of policies by George C Edwards III namely commumcation resources disposition and bureaucratic structure ccupled with the commitment and the quahty factor of the leadership of executive officers as argued by Damel Mazmaman and Paul A Sabatier.

The results showed that the implementation of control policies of the Inspectorate General of the Mimstry of Law and Human Rights m terms of commumcation factors resource factors factors disposition / mchnation executi /e bureaucratic structure factors and factors of commitment and leadership qualities executive officer has yet to reach the ideal condihons particularly resource factors , availabihty of adequate human resoui ces both m terms of the number expertise knowledge and requirements to support the implementation of control policies anu facilities that are adequate to support the implementation of control policies and consistency of commands to implement conUol policies so lt needs to be improved and evaluated.
