Abstrak :
Skripsi ini membahas tindakan ketanggapan anggota dewan perwakilan rakyat (congressman) yang mewakili Kota Tacloban (Distrik 1 Provinsi Leyte) pada pasca-bencana Taifun Haiyan (2013-2015). Dengan menggunakan Teori Representasi Politik dari Hanna Pitkin yang menjelaskan tentang empat pola representasi yaitu representasi formal, representasi deskriptif, representasi simbolik, dan representasi substantif serta Konsep Politik Distributif, skripsi ini mengidentifikasi implikasi pola representasi terhadap tindakan ketanggapan Martin Romualdez kepada konstituennya. Penelitian ini merupakan penelitian kualitatif dan menggunakan strategi studi kasus. Temuan skripsi ini adalah tindakan ketanggapan Martin Romualdez ini meliputi (1) pelayanan terhadap konstituen, (2) responsifitas kebijakan dan (3) alokasi bantuan bencana alam. Skripsi ini menegaskan bahwa pola representasi politik Martin Romualdez berimplikasi terhadap tindakan ketanggapan dirinya dan menghasilkan penguatan fungsi representasi pada kasus pasca-bencana Taifun Haiyan.

This thesis examines the responsiveness action of Martin Romualdez as Tacloban City, First District of Leyte's Representative on post Typhoon Haiyan (2013-2015). By using Hanna Pitkin's Theory of Political Representation which pointed out four patterns of representation: formal representation, descriptive representation, symbolic representation and substantive representation and the Concept of Political Distributive, this paper identifies the implications of pattern representation to the responsiveness Martin Romualdez to his constituents. This research used qualitative approach and used the case study strategy. This responsiveness actions includes (1) service to constituents, (2) the responsiveness of policy and (3) the allocation of disaster relief. This thesis confirms that the pattern of Martin Romualdez representation has implications for his responsiveness action and resulting the strengthening of political representation functions in the case of post-Typhoon Haiyan.
