Abstrak :
Penelitian ini membahas tentang Strategi Politisi Muda Pada Pemilihan Kepala Daerah Tingkat Kabupaten dan Tantangan Primordialisme. Adnan Purichta Ichsan Yasin Limpo sebagai pemuda yang ikut dalam kontestasi pilkada di kabupaten Gowa menggunakan jalur independen, melekat unsur primordialisme dalam dirinya dan melawan Raja Gowa. Metode yang digunakan dalam penelitian ini adalah metode kualitatif (design studi kasus) yang bersifat deskriptif. Pengumpulan data dilakukan melalui wawancara mendalam (in-depth interview) dan dokumentasi. Esensi penelitian ini adalah Adnan Purichta Ichsan Yasin Limpo sebagai Bupati Gowa terpilih pada pemilihan kepala daerah tahun 2015 merupakan potret keberhasilan pemuda dalam kontestasi pemilihan Bupati dalam suatu daerah. Selain itu, Ia sebagai pemuda memiliki hubungan darah dengan bupati sebelumnya sehingga dirinya selalu dikritik sebagai calon yang dipundaknya melekat unsur primordialisme dan memiliki lawan politik yang sangat berat yaitu Raja Gowa yang terlibat dalam kontestasi tersebut. Realitas itu mengharuskan dirinya dan timnya menyiasati dan merancang strategi kampanye berupa mengandalkan seorang komunikator yang memiliki kapasitas dan kapabilitas yang mumpuni, mengemas kampanye dalam bentuk persuasif melalui pertemuan langsung dengan masyarakat dan membuat program program zikir dan doa sebagai medium untuk menampilkan image dirinya sebagai kandidat terbaik yang religius. Ia juga menggunakan strategi pelibatan relawan yang dari berbagai kalangan untuk menaikkan popularitasnya sebagai kandidat, melibatkan berbagai media untuk menayangkan berita tentangnya secara positif dan yang sangat fenomenal yaitu Ia mampu menentukan pilihannya kepada Karaeng Kio sebagai wakilnya dengan pertimbangan pengalaman birokrasi dan popularitas. Selain itu, dalam kontestasi Pilkada di kabupaten Gowa, citra primordial dikonstruksi melalui simbol-simbol dan praktek politik sehingga kontestasi sesungguhnya hanyalah sebuah pertempuran antara klan Yasin Limpo dan Raja Gowa untuk memperebutkan ruang kekuasaan tertinggi di kabupaten Gowa yaitu menjadi seorang Bupati.

This study discusses about the Strategy of Young Politicians in District Head Election and Primordialism Challenges. Adnan Purichta Ichsan Yasin Limpo as a youth took a part in Gowa elections used an independent way, attached a primordialism to himself and stood out against Gowas King. The method used in this study is a qualitative method (case study design) that is descriptive. Collecting the data has been done by interveiew (in-depth interview) and documentation. The essence of this research is that Adnan Purichta Ichsan Yasin Limpo as the Gowa Regent elected in the 2015 regional head election is a portrait of the success of youth in the contestation of the Regents election in a region. In addition, Ichsan as a youth who has a blood relation with the previous regent was always criticized as candidate whose shoulder was attached to an element of primordialism and had a very heavy political opponent, namely King Gowa who was involved in the contestation. That reality requires him and his team to get around and design a campaign strategy in the form of relying on a communicator who has capable capacity and capability, packing campaigns in a persuasive manner through direct meetings with the community and making remembrance and prayer programs as a medium to present his image as the best faithful candidate. He also used the strategy of volunteer involvement from various circles to increase his popularity as a candidate, involving various media to broadcast the news about him positively and a very fantastic point from Ichsans way is that he made a big decision to choose Your Honour Kio as his vice in consideration of bureaucratic experience and popularity. Otherwise, in the regional election in Gowa district, primordial images were constructed through political symbols and practices so that the actual contestation was only a battle between the Yasin Limpo clan and the King of Gowa to fight for the highest power space in Gowa district, namely becoming a regent.

The government system running in Indonesia is a combination of presidential systems and parliamentary systems. Based on the 1945 Constitution, Indonesia adheres to a presidential system, but Indonesia, in implementing there are many parts of the parliamentary system that are included in the Indonesian presidential system. The strengthen presidential system effort is still carried out, one of which is the rule of threshold number in Article 222 of Law Number 7 of 2017 about General Elections. However, the presidential threshold is assumed that it will strengthen the presidential system in the Indonesian government system and experience anomalies, irrational and irrelevant. With the presidential threshold, political parties can nominate the presidents and the vice by the provision of the political party or joint political party having 20 percent of seats or 25 percent of nationally legitimate votes in the previous legislative elections. With the existence of the presidential threshold, it will give a positive value, namely First, directing political parties to the coalition with other parties. Secondly, political parties after the general election will form two shafts. Those are the bearer axis and the opposition axis. Third, the presidential threshold comes up with a new understanding that is political parties only bearers, so in the 2019 simultaneous elections, there will be elected strong president and vice figures regardless of the small voice of the party that carries them. This paper uses critical discourse analysis toward the opportunities and realization problem challenges of the threshold presidential in Indonesia. The purpose of this writing is the first, how the threshold presidential relevance in Indonesia is, second, how to create an ideal government system thought of the threshold presidential system to reduce parliamentary in the Indonesian presidential system.
