Abstrak :
Tesis ini membahas mengenai keterbatasan penerapan norma-norma internasional di Indonesia secara efektif dalam konteks standar keselamatan dan kesehatan kerja pada industri tekstil dan produk tekstil. Data yang diperoleh diproses dengan menggunakan metode process-tracing (penelusuran proses) untuk dapat menganalisis perkembangan norma-norma keselamatan dan kesehatan kerja baik di tingkat internasional maupun nasional. Hasil penelitian menyarankan bahwa masih terdapat banyak permasalahan struktural dan teknis yang harus dibenahi oleh Pemerintah Indonesia dan para pemangku kebijakan lainnya secara menyeluruh. Selain itu, Program Keselamatan dan Kesehatan Kerja Nasional 2020-2024 yang dicanangkan oleh Kementerian Ketenagakerjaan harus lebih berfokus kepada para pelaku usaha tekstil dan produk tekstil yang berasal dari Usaha Mikro, Kecil, dan Menengah (UMKM). Keinginan politik Pemerintah Indonesia untuk mengubah dan memperbaharui status quo yang ada sangat penting dalam upaya untuk dapat memperbaiki kondisi keselamatan dan kesehatan kerja dalam menghadapi ekonomi dunia yang semakin terglobalisasi dan saling bergantung satu dengan yang lainnya. ......This thesis discusses the limitations of applying international norms in Indonesia effectively in the context of occupational safety and health standards in the textile and textile products industry. The data obtained in this thesis is processed using the process-tracing method to be able to analyze the development of occupational safety and health norms both at international and national levels. The results of the study suggest that there are still many structural and technical problems that must be addressed by the Government of Indonesia and other stakeholders as a whole. Also, the National Occupational Safety and Health Program 2020-2024 that was initiated by the Ministry of Manpower must focus more on the entrepreneurs of textile and textile products that are originating from Micro, Small and Medium Enterprises (MSMEs). The political will of the Government of Indonesia to change and renew the status quo is very important in order to improve the conditions of occupational safety and health in the face of an increasingly globalized and interdependent world economy.
