Abstrak :
Berdasarkan hasil penilaian kinerja tahun 2011 Kantor Pelayanan Percontohan A (KPP A) mendapatkan nilai yang rendah dibandingkan 31 Kantor Pelayanan sejenis. Berdasarkan analisis penyebab rendahnya hasil penilaian kinerja ini dikarenakan stres kerja dan motivasi berprestasi yang rendah. Untuk mengetahui dan membuktikan kebenaran dugaan tersebut, peneliti mengukur korelasi antara stres kerja dan motivasi berprestasi (nAch) dengan kinerja pada pegawai KPP A. Hasil perhitungan korelasi menunjukkan aspek responsibility for people pada stres kerja dan nAch yang berkorelasi terhadap kinerja. Dari hasil intepretasi data maka bisa ditarik kesimpulan bahwa motivasi berprestasi (nAch) Pegawai KPP A rendah. Oleh karena itu, program intervensi yang disusun untuk dapat memperbaiki kondisi tersebut adalah dengan achievement motivation training yang dapat dilakukan oleh pihak internal organisasi.
......Based on the results of performance assessment in 2011 Pilot Services Office A (KPP A) gain value that is lower than other 31 offices similar services. Based on assessment results analysis causes of low performance is due to the stress of work and low motivation. Correlation was used to determine the relationship between variables. Correlation analysis result showed that work stres aspect of responsibility for people and need for achievement are correlated to performance. The interpretation result can be concluded that the motivation of employees KPP A low achievers. Therefore, intervention program develop to address the matter is achievement motivation training that will be arranged by internal division of the organization.

Reformation in Indonesian government offices leads to many substantial changes, and demands
improved job performances while arguably loading employees with more work. This research aims
to understand factors that potentially influence job performance in Indonesian government offices
that carries on such reformation. Using adapted scales from previous studies, this research
investigates the role of workload, responsibility for others (level of responsibility to care for other
people) and need for achievement on employee?s performance. A survey to all full-time workers in
an Indonesian government office is conducted. Contrary to expectation, workload does not influence
employee?s performance. Instead, regression analysis demonstrates that, employee?s need for
achievement and responsibility for others are significant factors affecting individual performance.
These results are important because they highlight the significance of need for achievement for the
success of reformation in this office, and by extension for reformation in Indonesia. The results are
also interesting because this is the first study that points out to the role of responsibility for others in
influencing individual performance in Indonesia which is characterized by collectivistic culture. This
paper discusses the contributions of these results for theory and practice.
