Abstrak :
Tugas karya akhir ini membahas mengenai terbentuknya Yellow Vests Movement sebagai gerakan populis bottom-up di Prancis pada masa pemerintahan Emmanuel Macron. Penelitian ini merupakan penelitian kualitatif dengan teknik pengumpulan data berupa studi literatur. Dengan menggunakan konsep populisme, dapat diketahui bahwa Yellow Vests Movement dapat terbentuk karena adanya dampak berkepanjangan dari kondisi krisis berupa krisis ekonomi yang pernah terjadi di tahun 2008-2009 serta adanya nilai anti-elitisme di masyarakat yang dapat lahir karena adanya kegagalan pemerintah untuk mengatasi kondisi krisis yang ada serta terputusnya hubungan dengan masyarakat. Disaat yang bersamaan banyak tuntutan masyarakat terdahulu yang tidak direspon oleh pemerintah sehingga semakin memperkuat nilai anti-elitisme yang ada. Dengan kondisi yang demikian, sebagai sebuah gerakan populis maka tuntutan yang diajukan oleh Yellow Vests Movement semakin meluas. Mereka menuntut kedaulatan rakyat sebagai prioritas utama melalui pengadaan referendum nasional sebagai bentuk kurangnya suara rakyat yang didengar selama ini. ......This final project examines the formed of the Yellow Vests Movement as a bottom-up populist movement in France during the reign of Emmanuel Macron. This study is a qualitative study that applies literature studies as a data collection technique. By using the populist concept, it is possible to see that the Yellow Vests Movement was formed in response to the prolonged impact of the crisis, specifically the economic crisis of 2008-2009. Furthermore, the emergence of anti-elitism values in society is due to the government's failure to address the existing crisis conditions and the society's disconnection. Simultaneously, the government has failed to respond to several community demands, thereby reinforcing existing anti-elitism values. Under these circumstances, the Yellow Vests Movement demands are gaining traction as a populist movement. They demand people's sovereignty as a top priority, calling for a national referendum in response to the lack of public hearings thus far.
