"Perubahan iklim mendorong tren penggunaan Kendaraan Listrik. Penerbitan regulasi untuk mendukung program Kendaraan Bermotor Listrik Berbasis Baterai di Indonesia melalui Peraturan Presiden Republik Indonesia Nomor 55 Tahun 2019. Percepatan program tersebut mencakup instansi Pemerintah. Namun, tingginya harga pembelian Kendaraan Bermotor Listrik Berbasis Baterai di Indonesia menjadi rintangan utama pada implementasinya. Sedangkan, kenaikan harga Bahan Bakar Minyak akan berdampak pada biaya operasional dari Kendaraan Perorangan Dinas saat ini. Penelitian ini menganalisis kebijakan melalui perhitungan total biaya kepemilikan antar jenis kendaraan. Total Cost of Ownership consumer-oriented diterapkan sebagai model matematis dan data primer diperoleh dari Pemerintah Kota Bekasi. Dalam perhitungan tersebut didapatkan nilai TCO tertinggi yaitu pada Kendaraan Bermotor Listrik Berbasis Baterai walaupun memiliki biaya operasioanl yang terendah selama periode kepemilikan lima tahun. Hal tersebut disebabkan oleh tingginya harga pembelian dari Kendaraan Bermotor Listrik Berbasis Baterai. Dimana, adanya tambahan insentif dapat menekan tingginya biaya kepemilikan dari Kendaraan Bermotor Listrik Berbasis Baterai.

Climate change pushes the trend of EV implementation. The regulation issuances to support the Battery Electric Vehicle program in Indonesia states in Presidential Regulation Number 55 of 2019. The acceleration program also covers Government Institutions. However, the high price of Battery Electric Vehicle becomes the main obstacle to its implementation. At the same time, the increasing fuel price will impact the official car's operational cost. This study analyzes the policy by estimating the total cost of ownership among powertrains. Total Cost of Ownership consumer-oriented was applied as the mathematical model and primary data was obtained from The City Government of Bekasi. Briefly, BEV has the highest TCO despite owning the lowest operational cost over the five years. That is because the high price of Battery Electric Vehicle still dominates other costs. Therefore, more incentives will lower the Battery Electric Vehicle cost of ownership."
