Abstrak :
Krisis Qatar merupakan krisis diplomatik yang terjadi antara Qatar dengan negara-negara Arab Teluk sejak tahun 2002. Krisis Qatar mencapai puncaknya pada tahun 2017 dengan adanya pemutusan hubungan diplomatik yang dilakukan negara-negara Arab Teluk terhadap Qatar. Sebagai sekutu terdekat bagi Qatar dan Arab Saudi, Amerika Serikat selama ini tidak pernah ikut campur dalam perselisihan yang terjadi di antara kedua negara tersebut. Namun, dalam menyikapi krisis Qatar kali ini Amerika Serikat mengubah sikapnya menjadi ikut terlibat dalam perselisihan yang terjadi. Ketidakjelasan posisi Amerika Serikat yang ikut terlibat dalam krisis Qatar tentu menjadi sorotan bagi masyarakat internasional. Amerika Serikat yang seharusnya bersikap netral ketika menengahi sekutunya yang sedang berselisih tetapi di dalam krisis Qatar justru sebaliknya. Adanya indikasi keberpihakan Amerika Serikat terhadap salah satu negara yang berselisih membuat posisi Amerika Serikat dipertanyakan dalam krisis ini. Dengan menggunakan konsep negosiasi Two-Level Games Theory dari Robert Putnam sebagai model analisis. Penelitian ini bertujuan untuk mengkaji apa penyebab Amerika Serikat melakukan moderasi dalam krisis Qatar pada tahun 2017-2018.

Qatar crisis is a diplomatic dispute that occurred between Qatar and Arab countries since 2002. The Qatar crisis reached its peak in 2017 when Arab countries severed diplomatic ties against Qatar. As the closest ally for Qatar and Saudi Arabia, the United States has never interfered disputes between those countries. However, in the Qatar crisis, the United States changed its attitude to involved in resolving the crisis. The uncertainty position of the United States involved in the Qatar crisis becomes the main spotlight for the international community. The United States is supposed to be neutral when moderating its disputing allies but in the Qatari crisis, the United States shows the opposite. There are indications that the United States alignments with one of the disputing countries. With that reason this thesis questioning position of the United States in solving this crisis. Using the negotiation concept of Two-Level Games Theory from Robert Putnam as an analytical model. This thesis aims to examine what causes the United States to moderate on the Qatar crisis in 2017-2018. The results of the analysis found that there are variables at the domestic level as the main consideration for the United States to get involved in solving the Qatar crisis.
