Peraturan Komisi Pengawas Persaingan Usaha Nomor 1 Tahun 2019 telah dicabut Peraturan Komisi Pengawas Persaingan Usaha Nomor 1 Tahun 2010 yang mengatur prosedur perebutan di sisi lain dalam keputusan KPPU yang telah sudah final dan mengikat tidak termasuk daftar aset atau objek yang menjamin impleme keputusan. Dalam perkembangannya ada petisi untuk ditinjau Mahkamah Agung atas putusan KPPU yang sudah final dan mengikat bahkan Pengadilan Negeri Jakarta Pusat dalam kasus Temasek menyatakan bahwa KPPU tidak bisa mengeksekusi keputusan karena keputusan tersebut masih diajukan untuk ditinjau. Itu hasil menunjukkan bahwa tanggung jawab perdata yang dilakukan oleh KPPU adalah penyitaan pelaksanaan dan pelaksanaan putusan KPPU yang masih bisa ditunda, yaitu dalam Kasus Temasek Holdings dan Emi Music Indonesia sehingga Putusan KPPU tidak dapat segera dilaksanakan setelah putusan itu sah mengikat.
