Abstrak :
Inovasi menentukan daya saing suatu bangsa, untuk meningkatkan daya saing bangsa yang mandiri melalui penyelenggaraan keantariksaan merupakan upaya bersama yang tidak mudah, karena bangsa Indonesia masih menghadapi permasalahan di dalam Riset & Inovasi di Indonesia. Tingkat inovasi di LAPAN masih dirasa rendah, struktur organisasi yang belum hierarchyless dan belum boundaryless. Tesis ini mencoba untuk menganalisis faktor-faktor yang mempengaruhi Ekosistem Inovasi dan Budaya Inovasi di LAPAN. Penelitian ini menggunakan pendekatan Mix Method (Kualitatif dan Kuantitatif), mengambil lokus di Lembaga Penerbangan dan Antariksa Nasional (LAPAN). Teknik pengumpulan datanya melalui penyebaran kuesioner dan wawancara mendalam. Pemilihan responden hanya pada Peneliti/Perekayasa dengan Non-Probability Sampling. Pengolahan data penelitian Budaya Inovasi menggunakan Analisis Kuantitatif Statistik Deskriptif dengan aplikasi SPSS versi 22. Analisis proses bisnis melalui BPMN (Bussiness Process Modeling Notation) menggunakan Software Sybase Power Design 16.0. Untuk penelitian Ekosistem Inovasi menggunakan wawancara mendalam dan Social Network Analysis (SNA) serta menggunakan aplikasi UCINET versi 6. Hasil penelitian menunjukkan bahwa pada aspek budaya inovasi di LAPAN ada 2 variabel yang mempengaruhi budaya inovasi yaitu Struktur dan Budaya Organisasi. Sedangkan pada penelitian Ekosistem Inovasi didapat hasil bahwa Kepala LAPAN memiliki peran yang penting dalam penciptaan sebuah inovasi sekaligus sebagai pembangkit ide. Aktor yang berperan dalam komersialisasi adalah Pusispan, sedangkan yang berperan sebagai peran sentral serta aktor riset dan pengembangan adalah Pusat Teknis yang dibantu oleh Peneliti/Perekayasa. ......nnovation determines the competitiveness of a nation, to increase the competitiveness of an independent nation through the implementation of space is a joint effort that is not easy, because the Indonesian people are still facing problems in Research & Innovation in Indonesia. The level of innovation at LAPAN is still considered low, the organizational structure is not hierarchyless and boundaryless. This thesis tries to analyze the factors that influence the Innovation Ecosystem and Innovation Culture at LAPAN. This study used a Mix Method (Qualitative and Quantitative) approach, taking the locus at the National Institute of Aeronautics and Space (LAPAN). The data collection technique is through distributing questionnaires and in-depth interviews. The selection of respondents is only for Researchers / Engineers with Non-Probability Sampling. Research data processing Innovation Culture using descriptive quantitative statistical analysis with SPSS version 22 application. Business process analysis through BPMN (Business Process Modeling Notation) using Sybase Power Design 16.0 software. Research on Innovation Ecosystems uses in-depth interviews and Social Network Analysis (SNA) and uses the UCINET application version 6. The results show that in the aspects of innovation culture in LAPAN there are 2 variables that affect the culture of innovation, namely organizational structure and culture. Meanwhile, the research on Innovation Ecosystems showed that the Head of LAPAN has an important role in creating an innovation as well as generating ideas. The actor who plays a role in commercialization is Pusispan, while the actor who plays a central role as well as research and development actors is the Technical Center assisted by Researchers / Engineers.
