[ABSTRAK
Reformasi dalam tata kelola penyelenggaraan pemerintah kita kenal dengan istilah reformasi birokrasi. Beberapa permasalahan yang dihadapi adalah perbedaan pemahaman terhadap peraturan dan manajemen sumber daya manusia aparatur belum dilaksanakan secara optimal untuk meningkatkan profesionalisme, kinerja pegawai dan organisasi. Tunjangan kinerja merupakan cara yang digunakan untuk meningkatkan profesionalisme kinerja pegawai sebagai bentuk penghargaan terhadap prestasi kerja Aparatur Sipil Negara dalam rangka pelaksanaan reformasi birokrasi. Tesis ini berupaya untuk mengetahui kesesuaian PERMEN KP Nomor 30/PERMEN-KP/2013 dalam hal penilaian dan pemberian tunjangan kinerja sebagaimana Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara mengaturnya dalam Manajeman Aparatur Sipil Negara (ASN) serta menganalisis dampak pemberian tunjangan kinerja dapat mempengaruhi peningkatan kinerja pegawai Inspektorat Jenderal (Itjen KKP) apabila dikaitkan dengan asas akuntabilitas dalam hukum administrasi kepegawaian. Penulisan tesis ini menggunakan metode penelitian yuridis normatif dengan melihat, menelaah dan menginterpretasikan hal-hal yang bersifat teoritis yang menyangkut asas-asas hukum berupa konsepsi, peraturan perundangundangan, pandangan, doktrin hukum dan sistem hukum yang berkaitan. Berdasarkan analisis, perbedaan pemahaman mengenai peraturan pada tingkat pusat terhadap pengisian penilaian kinerja yang dilakukan berdampak tidak berjalannya penilaian kinerja secara teratur dan tertib. Pemberian tunjangan kinerja pada lingkup Itjen KKP belum menunujukkan peningkatan kinerja yang signifikan. Hal ini berakibat terhadap terhambatnya pelaksanaan reformasi birokrasi sebagai perubahan besar dalam tata kelola pemerintahan (good governance) di lingkup Itjen KKP.
ABSTRACT
Reform of governmental performance management so called Bureaucracy Reform. Some faced problems are the difference between comprehension to regulation and human resource (apparatus) management had not been implemented to increase professionalism, employees performance and organization optimally. Performance support/allowance is any method to increase professionalism of employees performance as any appreciation/award to achievement of State Civil Servant within framework of bureaucracy reformation implementation. This thesis had endeavored to know suitability of Governmental Regulation of Marine and Fishery No. 30/PERMEN-KP/2013 regarding evaluation and performance awarding/supporting as Law No.5 of 2014 on State Civil Apparatus regulating in State Civil Apparatus (ASN) management and impact analysis of such performance awarding/supporting may influence employees performance increasing of General Inspectorate of Maritime and Fishery Ministry if it is related with accountability principles in employee administrative law. This thesis writing uses normative and juridical research method by observing, studying and interpreting theories relating to legal principle such as conception, rules and regulation, legal doctrine and related law system. Based on analysis, comprehension on regulation at central/state level against performance evaluation completing having impact that performance evaluation may not be implemented regularly and orderly. Performance awarding/supporting at scope of General Inspectorate of Ministry of Marine Affairs and Fisheries had not indicated significant performance increasing. It result in the hindrance of bureaucracy reform implementation of good governance at scope of General Inspectorate of Ministry of Marine Affairs and Fisheries.;Reform of governmental performance management so called Bureaucracy Reform. Skripsi ini membahas tentang makna kata sake dalam lirik lagu enka. Penelitian ini menggunakan sampel lima lagu populer yang mengandung kata sake karya Ishimoto Miyuki dan dinyanyikan oleh Hibari Misora. Penelitian ini adalah penelitian kualitatif. Hasil penelitian menyatakan bahwa kata sake dalam lagu enka tidak hanya berarti minuman khas Jepang yang terbuat dari beras saja, tetapi mempunyai arti lain seperti lambang perpisahan, sebagai pelipur lara dan lain-lain. ......The focus of this study is the meaning of sake word in enka’s lyrics. This study using a sample of five popular songs that contain the sake word, written by Ishimoto Miyuki and sung by Hibari Misora. This research is a qualitative study. The results of this study is the sake word in enka’s song is not just a Japanese drink made from rice, but it has a different meaning: a symbol of separation and others.

Ligan 4',4'''-Bis(2-thiophenyl)-2,2':6',2'':6'',2''':6''',2''''-quinquepyridine telah berhasil disintesis melalui metode Krӧhnke. Hasil yang diperoleh berupa endapan sebesar 56,21% kemudian dikarakterisasi menggunakan spektrometer NMR, spektrofotometer IR dan spektrofotometer UV-Visible. Aplikasi ligan sebagai fluorosensor untuk logam berat dilakukan dengan menggunakan spektroflurometer. Hasil studi menunjukkan bahwa ligan dapat dijadikan fluorosensor tipe on-off untuk ion Pb2+ karena penambahan ion ini menyebabkan penurunan intensitas fluoresens dan pergeseran puncak emisi maksimum ligan. Ligan dapat mendeteksi ion Pb2+ pada konsentrasi 5x10-8 M. Pergeseran puncak maksimum ligan sebesar 20 nm menunjukkan terbentuk kompleks antara ligan dan ion logam. Hasil ini didukung oleh data spektrofotometer UV-Vis terbentuknya kompleks ditandai munculnya puncak baru pada daerah 370 nm. Ligan juga dapat dijadikan sebagai fluorosensor tipe off-on untuk ion Cd2+ karena penambahan ion ini menyebabkan peningkatan intensitas fluoresensi seiring meningkatnya konsentrasi ion Cd2+. Ligan mampu mendeteksi ion Cd2+ dengan konsentrasi 5x10-8 M karena ligan masih memberi respon dengan intensitas 6 %. Pergeseran puncak emisi maksimum ligan sebesar 10 nm menunjukkan terbentuk kompleks antara ligan dan ion logam. Hasil ini didukung oleh data spektrofotometer UV-Vis terbentuknya kompleks ditandai munculnya puncak baru pada daerah 370 nm. ......Ligand 4',4'''-Bis(2-thiophenyl)-2,2':6', 2'': 6'', 2'' ': 6''', 2''''-quinquepyridine have successfully synthesized by Krӧhnke method. Results obtained in the form of precipitate was 56.21%, and then characterized using NMR spectrometers, spectrophotometers IR and UV-Visible. Application ligands for heavy metal as fluorosensor done using spectroflurometer. The study results showed that the ligands can be used as an on-off type fluorosensor for Pb2+ ions due to the addition of these ions causes a decrease in fluorescence intensity. Ligand can detect Pb2+ ions at a concentration of 5x10-8 M. The maximum emission peak shift of 20 nm showed ligand interaction between ligands and metal ions. This interaction support by study spectroscopy UV-Vis, there is new peak at 370 nm. Ligand can also be used as an off-on type fluorosensor for Cd2+ ions due to the addition of these ions causes an increase in fluorescence intensity on the concentration. Ligand is able to detect Cd2+ ions with a concentration of 5x10-8 M for the ligand still responds at 6 %. Shift of the maximum emission peaks at 10 nm showed that ligand interaction between ligand and metal ions. This interaction support by study spectroscopy UV-Vis, there is new peak at 370 nm.

Studi ini meneliti potensi perdagangan Indonesia dengan negara anggota TPP. Meliputi 23 tahun 1992 ndash;2014 unbalanced data panel, studi ini menggunakan model gravitasi dimana potensi perdagangan dihitung dari hasil estimasi dengan menggunakan rasio prediksi dan aktual perdagangan P/A dan metode speed of convergence SC atau kecepatan konvergensi. Potensi perdagangan Indonesia terbagi menjadi sektor pertanian dan industri, dan perbandingan dibuat antara perdagangan Indonesia dengan TPP, ASEAN, dan ASEAN 6. Menurut rasio P/A , mitra dagang potensial tertinggi adalah dengan Meksiko, sementara berdasarkan metode SC, Indonesia memiliki konvergensi dalam perdagangan dengan Peru di kedua kelompok produk tersebut. Meski demikian, dalam konteks kecepatan konvergensi, Indonesia memiliki waktu terpendek untuk mencapai potensi perdagangannya dengan Peru, sementara waktu terpanjang untuk mencapai konvergensi terbukti Vietnam di sektor pertanian. ......This study investigates Indonesia rsquo s trade potential with the TPP economies. Covering 23 years 1992 ndash 2014 unbalanced panel data, this paper utilizes a gravity model where the trade potential is calculated from the estimated equation using the ratio of predicted and actual trade P A and the speed of convergence SC method. Indonesia rsquo s trade potential is divided into agricultural and industrial goods, and comparison is made between Indonesia rsquo s trade with each of the TPP, ASEAN, and ASEAN 6 in turn. According to the ratio P A , the highest potential trading partner is with Mexico, while based on the SC method, Indonesia has convergence in trade with Peru in both product groups. Nevertheless, in the context of speed of convergence, Indonesia has the shortest time to reach its potential trade with Peru, while the longest time to reach convergence is shown to be Vietnam in the agricultural sector.

Namun, sektor konstruksi, terutama dalam proyek jalan tol, masih menunjukkan tingkat kecelakaan yang tinggi. Faktor penyebab utamanya adalah penggunaan metode konvensional, perencanaan yang kurang baik, serta sistem organisasi proyek yang belum efektif, yang menghambat komunikasi dan kolaborasi antar pemangku kepentingan. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor kunci yang dapat meningkatkan keselamatan konstruksi dan menganalisis pengaruh integrasi The Last Planner System (LPS) dengan Building Information Modeling (BIM) pada fase desain proyek jalan tol. Metode penelitian mencakup studi literatur, validasi pakar, survei kuesioner, dan analisis data dengan Structural Equation Modeling - Partial Least Squares (SEM-PLS). Hasil penelitian menunjukkan bahwa integrasi BIM dalam LPS dapat meningkatkan kinerja keselamatan konstruksi secara signifikan. Oleh karena itu, integrasi LPS dan BIM direkomendasikan untuk diterapkan dalam proyek-proyek infrastruktur guna meningkatkan keselamatan kerja dan efisiensi proyek. ......Toll road construction projects play an important role in Indonesia's infrastructure development. However, the construction sector, especially in toll road projects, still shows a high accident rate. The main contributing factors are the use of conventional methods, poor planning, and ineffective project organization systems, which hinder communication and collaboration between stakeholders. This research aims to identify key factors that can improve construction safety and analyze the effect of integrating The Last Planner System (LPS) with Building Information Modeling (BIM) in the design phase of toll road projects. The research methods included literature study, expert validation, questionnaire survey, and data analysis with Structural Equation Modeling - Partial Least Squares (SEM-PLS). The results showed that the integration of BIM in LPS can significantly improve construction safety performance. Therefore, the integration of LPS and BIM is recommended to be applied in infrastructure projects to improve work safety and project efficiency.
