"Globalisasi ekonomi di abad 21 memunculkan tantangan baru, karena ketatnya persaingan terutama ditingkat pekerja dengan masuknya tenaga kerja asing yang tentunya mempunyai semangat kompetitif dan kemampuan intelektual yang unggul yang terbuka untuk bersaing dengan pekerja lokal, realitas yang tidak bisa dihindari ini tentunya hams direspons dengan Sumber Daya Manusia Indonesia yang juga siap bersaing dalam artian mempunyai kualitas yang kompetitif. Pembentukaan Sumber Daya Manusia Indonesia yang mempunyai kemampuan intelektualitas juga religisiutas maka Perguruan Tinggi Negeri merupakan salah satu institusi formal yang dapat diharapkan perannya dalam membentuk Sumber Daya Manusia Indonesia yang unggul dan kompetitif. Pemerintah telah memodifikasi Status Hukum pada PTN menjadi Badan Hukum untuk memberi ruang agar PTN dapat melakukan usaha-usaha komersil dengan sebagian kekayaannya dalam rangka mendapatkan laba untuk mencukupi pembiayaan mahasiswa yang menurut penelitian Dirjen Dikti untuk membentuk mahasiswa yang berkualitas dibutuhkan Rp. 18 Juta/Mahasiswa untuk satu tahun (unit cost) atau Rp. 14 Triliun untuk 48 PTN yang ada di seluruh Indonesia, sementara yang dapat dibiayai oleh pemerintah hanya 2/3 dari Rp. 14 Triliun atau dengan unit cost Rp. 5-6 Juta/mahasiswa untuk satu tahun, defisit ini akibat krisis ekonomi yang berkepanjangan, kekurangan ini yang dicoba disiasati lewat konsep Badan Hukum pada PTN dalam rangka mencukupi dana yang tidak mencukupi."

"ABSTRAKPenelitian ini bertujuan untuk mengevaluasi proses pertanggungjawaban atas pelaporan dana hibah di Organisasi XYZ. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Metode pengumpulan data dilakukan dalam bentuk observasi data sekunder dan wawancara terhadap responden kunci. Teori yang digunakan dalam penelitian ini adalah Teori Akuntabilitas Accountability Theory dan Teori Keagenan Principal-Agency Theory . Hasil penelitian menyarankan Organisasi XYZ membentuk tim penilaian untuk mengukur kelayakan dan kesiapan Pelaksana Proyek, dan memperbaiki prosedur pengiriman dana hibah, prosedur kegiatan pemantauan dan evaluasi proyek, dan prosedur administratif atas pengelolaan proyek-proyek dana hibah.

ABSTRACTThis study aims to evaluate the grant reporting process in XYZ Organization. This study uses descriptive qualitative research method with case study approach. Method of data collection is in the form of secondary data observation and interviews with key respondents. Accountability Theory and Principal Agency Theory have been employed in this study. Results of the study suggest XYZ Organization to form an assessment team to conduct survey on the feasibility and readiness of the project implementer, and to improve the grant disbursement procedures, monitoring and evaluation procedures, and the administrative procedures for the management of grants in XYZ Organization."
