"ABSTRAKA program titled "Operation Valkyrie" and implemented by the Illinois State Police for the purpose of interdicting drugs is presented as a study that illustrates reciprocity between a police organization and its institutional milieu. Information regarding this program was obtained from interviews with state police officials, from defense counsel who represented plaintiffs in interdiction cases, and from court records of Valkyrie interdictions. It is suggested that two aspects of its institutional environment, the environment of legal precedent in which the program is embedded and the network of state and federal agencies using similar interdiction strategies, influence the organization and activity of Operation Valkyrie. The article argues that current program activity reveals the way in which Operation Valkyrie is, in turn, affecting these two aspects of its institutional environment. "

"Pemahaman Konsep Pemasyarakatan sampai saat ini masih tetap dianggaphanya sebagai hukuman. Lembaga Pemasyarakatan Anak sebagai ujung tombakpelaksanaan asas pengayoman tidak dapat melindungi derajat kemanusiaan serta tidakdapat mengedepankan perlindungan hak - hak Narapidana Anak. Hal ini terlihat daribanyaknya penyimpangan - penyimpangan yang terjadi di sebahagian besar LembagaPemasyarakatan Anak dalam pelaksanaan hak - hak Narapidana Anak.Penelitian ini mempunyai 3 (tiga) permasalahan, yaitu : bagaimana pelaksanaan hak -hak Narapidana Anak di Lembaga Pemasyarakatan Anak Tangerang, kendala - kendalaapa saja yang ditemukan dalam pelaksanaan hak - hak Narapidana Anak, danbagaimana peran Lembaga Pemasyarakatan Anak dalam mewujudkan tujuan SistemPeradilan Pidana. Penelitian ini menggunakan metode penelitian normatif (penelitiankepustakaan) dan Empiris (penelitian lapangan).Kesimpulan dari penelitian ini bahwa tujuan utama Lembaga Pemasyarakatan Anakyaitu untuk merehabilitasi dan meresosialisasi Narapidana Anak berdasarkan nilai -nilai yang terkandung dalam Pancasila, masih jauh dari cita - cita yang diharapkan. Halini dikarenakan minimnya kemampuan infrastruktur pendukung sarana dan prasaranapembinaan, serta minimnya dukungan dari keluarga dan masyarakat serta instansipemerintah yang lain. Berdasarkan uraian diatas, maka penulis menyarankan bahwa jikaingin menerapkan pemasyarakatan sebagai tujuan pemidanaan, yang memandangNarapidana Anak sebagai makhluk Tuhan, individu dan anggota masyarakat makainfrastruktur Lembaga Pemasyarakatan Anak harus ditingkatkan secara maksimal.

Rehabilitation Concept understanding up until now is still considered as a penalty

only. Children Correction Services as the spearhead on the implementation of care basis has

not been able to protect the humanity level as well as not able to prioritize the Child

Convict’s rights. This is seen from the many deviations occurring in the majority of

Children Correction Services on the performance of Child Convict’s rights. This research

has 3 (three) problems, they are : how the Child Convict’s rights implementations in

Tangerang Children Correction Services, what are the obstacles found in the Child

Convict’s rights implementation, and what is the role of Children Correction Services in

manifesting the objectives of Criminal Justice System. This research uses normative

research method (library research) and empirical research method (field research).

The conclusion from this research is that the main objective of Children Correction

Services to rehabilitate and re-socialize Child Convicts based on the values contained in

Pancasila is still far from the expected aims. This is resulted from the lack of infrastructures

supporting the facilities and infrastructures for the care as well as the lack of supports from

the family and society also from other governmental institutions. Based on the above

mentioned descriptions, therefore the writer recommends that if we do want to apply the

rehabilitation as the objective of this criminal punishment, considering the Child Convicts

as God’s creature, individual and member of society, then the infrastructures of this

Children Correction services must be improved to its maximum measure."
