Abstrak :
Berdasarkan Undang-Undang No 14 Tahun 2005 dalam melaksanakan tugas keprofesionalan, dosen, serta tenaga pendidikan berhak memperoleh rasa aman dan jaminan keselamatan. Pemerintah, pemerintah daerah, masyarakat, organisasi profesi, dan/atau satuan pendidikan wajib memberikan perlindungan terhadap dosen dalam pelaksanaan tugas. Perlindungan tersebut diantaranya adalah perlindungan keselamatan dan kesehatan kerja yang mencakup perlindungan terhadap risiko gangguan keamanan kerja, kecelakaan kerja, kebakaran pada waktu kerja, bencana alam, kesehatan lingkungan kerja, dan/atau risiko lain. Penelitian ini bertujuan untuk menganalisis implementasi Keselamatan, Kesehatan Kerja, dan Lingkungan (K3L) di Universitas Indonesia dan National University of Singapore berdasarkan ISO 45001:2018. Penelitian ini bersifat deskriptif dengan metode studi komparatif semi kuantitatif dengan pendekatan cross sectional. Hasil penelitian menunjukan adanya perbandingan antara Universitas Indonesia dan National University of Singapore. Universitas Indonesia dan National University of Singapore telah memenuhi persyaratan ISO 45001, terdapat 3 elemen yang memiliki perolehan skor tidak terpenuhi, sedangkan elemen lainnya memperoleh skor penilaian terpenuhi dan melebihi ekspektasi.
Based on Law Number 14 of 2015, while implementing professional responsibility, lecturer and teacher have rights to obtain security and safety. Government, local government, community, professional organization, and/or educational institution have to give safety to lecturer while on duty. The security is occupational health and safety security. The security of occupational health and safety includes the security of occupational safety disruption, working incident, working hours fire hazard, natural disaster, occupational health and environment, and/or the other risk. The aim of this research is analysis of occupational health and safety implementation in Universitas Indonesia and National University of Singapore against ISO 45001. This study is a descriptive research with semi quantitative and qualitative method. The approach of the study is cross sectional. The result of this research is a comparative implementation on occupational safety, health and the environment based on ISO 45001 in University of Indonesia, and National University of Singapore. Universitas Indonesia and National University of Singapore have met ISO 45001:2018 requirements and there are 3 elements that have assessment scores review, while other elemets that have meet and exceed.

Sistem pembiayaan kesehatan memainkan peran kunci dalam kesuksesan jaminan kesehatan nasional, terutama dalam memastikan akses yang merata ke layanan kesehatan. Indonesia, Thailand, Singapura, dan Malaysia memiliki pendekatan yang berbeda dalam mengelola fungsi pembiayaan kesehatan untuk mencapai Universal Health Coverage (UHC). Penelitian ini membandingkan fungsi pembiayaan kesehatan di keempat negara tersebut melalui metode literature review dengan menggunakan data dari artikel jurnal akademik dan laporan resmi dari kementerian kesehatan masing-masing negara. Hasil penelitian menunjukkan bahwa Indonesia mengelola Jaminan Kesehatan Nasional (JKN) melalui BPJS Kesehatan dengan dana dari kontribusi peserta dan alokasi pemerintah. Thailand memiliki tiga skema utama: UCS (Universal Coverage Scheme), CSMBS (Civil Servant Medical Benefit Scheme), dan SSS (Social Security Scheme), yang didanai oleh kombinasi anggaran pemerintah dan kontribusi tripartit. Singapura menggunakan sistem 3M (Medisave, Medishield Life, dan Medifund) yang menggabungkan tabungan wajib dan subsidi pemerintah. Malaysia menerapkan sistem dua pilar, yaitu layanan kesehatan publik yang didanai pajak dan layanan kesehatan swasta yang didanai oleh berbagai sumber termasuk jaminan sosial dan asuransi kesehatan swasta. ......The health financing system plays a crucial role in the success of national health insurance programs, particularly in ensuring equitable access to healthcare services. Indonesia, Thailand, Singapore, and Malaysia each employ distinct approaches in managing health financing functions to achieve Universal Health Coverage (UHC). This study compares the health financing functions in these four countries through a literature review method, using data from academic journal articles and official reports from the respective ministries of health. The findings reveal that Indonesia manages its National Health Insurance (JKN) through BPJS Kesehatan, funded by participant contributions and government allocations. Thailand operates three main schemes: UCS (Universal Coverage Scheme), CSMBS (Civil Servant Medical Benefit Scheme), and SSS (Social Security Scheme), funded by a mix of government budgets and tripartite contributions. Singapore employs the 3M system (Medisave, Medishield Life, and Medifund), which combines mandatory savings with government subsidies. Malaysia utilizes a dual-pillar system, comprising publicly funded healthcare services supported by taxes and private healthcare services funded by various sources, including social insurance and private health insurance.

Reklamasi pantai yang dilakukan oleh pemerintah Singapura telah merubah daratan dan bentuk garis pantai Singapura. Singapura telah melakukan kegiatan reklamasi sejak tahun 1966. Reklamasi yang dilakukan oleh Singapura berkaitan dengan Konvensi PBB tentang Hukum Laut Tahun UNCLOS 1982, sebagai referensi untuk negara-negara yang mengalami masalah atau konflik mengenai wilayah laut. Pada September 2003, Malaysia mengajukan permohonan penegasan Provisional Measures atau perintah interim sesuai dengan Pasal 290 dari Konvensi PBB tentang Hukum Laut Tahun 1982, International Tribunal for the Law of the Sea ITLOS berhak menentukan perintah provisional jika dianggap perlu untuk mempertahankan hak dari suatu pihak/negara, atau untuk mencegah ancaman yang serius bagi lingkungan maritim yakni perintah untuk menentukan batas-batas wilayah, berkaitan dengan kegiatan reklamasi pantai oleh Singapura yang mengancam hak-hak Malaysia di wilayah perbatasan yang memisahkan Malaysia dan Singapura.
ABSTRACT
Coastal reclamation by the Singapore government has changed the shores and shapes of Singapore 39 s coastline. Singapore has undertaken reclamation activities since 1966. Reclamation undertaken by Singapore relates to the 1982 United Nations Convention on the Law of the Sea UNCLOS , as a reference for countries experiencing problems or conflicts over marine areas. In September 2003, Malaysia filed a request for affirmation of the Provisional Measures or interim order in accordance with Article 290 of the United Nations Convention on the Law of the Sea of 1982, the International Tribunal for the Law of the Sea ITLOS has the right to set provisional orders if deemed necessary to defend the right of an Or to prevent serious threats to the maritime environment to set boundaries, in connection with Singapore 39 s coastal reclamation activities that threaten Malaysia 39 s rights in the border region that separates Malaysia and Singapore.

Skripsi ini meneliti tentang bagaimana faktor-faktor domestik mempengaruhi arah kebijakan luar negeri Indonesia dalam rangka merespons dinamika situasi internasional, dengan menggunakan teori Neoclassical Realism. Situasi internasional yang terjadi pada masa itu adalah modernisasi militer yang terjadi di kawasan Asia Tenggara, diintervensi oleh keempat faktor domestik, yakni persepsi pemimpin, budaya strategis, hubungan negara dan masyarakat, dan institusi domestik. Dalam kurun waktu sepuluh tahun 1997-2007 , negara-negara di Asia Tenggara ndash; Singapura, Malaysia, Thailand, Vietnam, Myanmar, dan Indonesia ndash; melakukan modernisasi militer. Dibandingkan negara yang lain, Indonesia belum bisa melaksanakan modernisasi militer dengan optimal. Pada 27 April 2007 Indonesia dan Singapura sepakat untuk menandatangani Perjanjian Kerja Sama Pertahanan atau Defense Cooperation Agreement DCA . Perjanjian ini akan memberikan akses terhadap Singapura ke beberapa wilayah kedaulatan Indonesia untuk digunakan sebagai Military Training Area MTA . Selain itu, DCA juga memungkinkan untuk dilakukannya latihan militer bersama, pertukaran personil militer, dan pembangunan fasilitas militer Indonesia oleh Singapura. Namun demikian, DPR RI justru mengecam penandatanganan DCA dan memutuskan untuk menolak untuk meratifikasi kesepakatan tersebut. Satu dekade setelah DCA ditandatangani, belum ada kelanjutan proses ratifikasi perjanjian pertahanan tersebut. Tulisan ini berargumen bahwa DCA merupakan bentuk external balancing yang dilakukan pemerintah Indonesia terhadap modernisasi negara-negara di Asia Tenggara. Hasil penelitian ini menunjukkan bahwa usaha pemerintah Indonesia untuk melakukan external balancing gagal dikarenakan oleh empat variabel perantara, yakni persepsi DPR RI, budaya strategis, hubungan negara masyarakat, dan institusi domestik.
ABSTRAK
This thesis examines how domestic factors influence the direction of Indonesian foreign policy in order to respond to the dynamics of the international situation using the Neoclassical Realism theory. The international situation occurring during that period was the military modernization that occurred in Southeast Asia, which was interfered by the four domestic factors, namely leader 39 s perception, strategic culture, state and society relations, and domestic institutions. Within ten years 1997 2007 , countries in Southeast Asia Singapore, Malaysia, Thailand, Vietnam, Myanmar, and Indonesia implementing military modernization. Compared to other countries, Indonesia has not been able to carry out military modernization optimally. On April 27, 2007 Indonesia and Singapore agreed to sign a Defense Cooperation Agreement DCA . This Agreement will grant Singapore access to several sovereign territories of Indonesia as a Military Training Area MTA . In addition, the DCA also allows for joint military exercises, military personnel exchanges, and the construction of Indonesian military facilities by Singapore. However, the DPR RI House of Representatives criticized the signing of the DCA and decided to refuse to ratify it. Up to a decade after the DCA was signed, there has been no continuation of the ratification process of the defense agreement. This paper argues that DCA is a form of external balancing by the Indonesian government towards the military modernization of countries in Southeast Asia. The results of this study indicate that the Indonesian government 39 s attempts to perform external balancing failed due to four intermediate variables, namely the perception of DPR RI, strategic culture, state and society relations, and domestic institutions.

Skripsi ini membahas mengenai hukum perjanjian jual beli di Indonesia, termasuk pengertian mengenai perjanjian, asas hukum perjanjian, syarat sah perjanjian, akibat hukum perjanjian, berakhirnya perjanjian, defini dan terjadinya jual beli, kewajiban penjual dan pembeli, hak-hak penjual, risko, serta penjualan barang orang orang lain yang kemudian dibandingkan dengan hukum perjanjian jual beli yang berlaku di Singapura. Penelitian ini menunjukkan bahwa terdapat persamaan dan perbedaan dalam hukum perjanjian jual beli antara Indonesia dengan hukum perjanjian jual beli di Singapura. Metode yang digunakan dalam penelitian ini adalah metode perbandingan hukum yang menghasilkan bentuk penelitian yuridis- normatif. Hasil penelitian ini menyarankan bahwa Indonesia perlu merevisi ketentuan perjanjian jual beli dalam Kitab Undang-Undang Hukum Perdata mengenai perjanjian jual beli yang lebih komprehensif untuk menciptakan kepastian hukum bagi para pelaku kegiatan ekonomi khusunya jual beli. ......This thesis discuss the law and regulation of sell and purchase agreement in Indonesia, including the understanding of the agreement, the legal terms of the agreement, the conseqences of agreement, the termination of the agreement, the definition of sell and purchase, the seller's and buyer's account, the right of the seller, the risks and sal of other goods which are compared with the applicable law of the sale and purchase agreement in Indonesia and Singapore. The research method is used in this thesis is a legal comparative study that resulting a juridical normative form of research. The result of this research is to suggest that Indonesia needs to revise the terms of the sale and purchase agreement that is stipulated in the Indonesian Civil Code, the law should be comprehensive to create a legal certainty for the person who conduct an economy activity, especially sell and purchase.

Pertumbuhan gedung bertingkat tinggi berpotensi terhadap meningkatnya emisi yang disebabkan oleh penggunaan energi, air dan listrik dalam pengoperasian gedung tersebut. Dalam rangka mewujudkan Net Zero Emission, gedung yang sudah terbangun perlu meminimalisir dampaknya terhadap lingkungan dengan cara green retrofitting. Dengan begitu pada penelitian ini dilakukan komparasi regulasi pelaksanaan green retrofitting di Indonesia dengan negara lain yaitu Singapura, Malaysia dan Hong Kong, dengan harapan ditemukannya perbedaan yang dapat menjadi rekomendasi dalam mendorong pelaksanaan green retfotting di Indonesia. Menurut hasil penelitian,  penerapan penilaian green retrofitting di Indonesia perlu adanya tolok ukur mengenai inovasi, insentif dalam bentuk non-finansial, serta perlu adanya kolaborasi dalam penyusunan regulasi antar pemerintah dan pihak swasta dalam mengintegrasikan sertifikasi. ......The growth of high-rise buildings has the potential to increase emissions caused by the use of energy, water and electricity in the operation of the building. In order to encourage Net Zero Emissions, buildings that have been built need to minimize their impact on the environment by means of green retrofitting. Therefore, in this study a comparison was made of regulations implementing green retrofitting in Indonesia with other countries, namely Singapore, Malaysia and Hong Kong, with the hope that in the end, the differences that are found with the hope of finding differences that can be a recommendation in encouraging the implementation of green retrofitting in Indonesia. According to the results of the research, the implementation of green retrofitting assessment in Indonesia needs benchmarks regarding innovation, incentives in non-financial forms, and the need for collaboration in drafting regulations between the government and the private sector in integrating certification.

Karya tulis ini membahas perihal penggunaan indirect evidence oleh KPPU dalam berbagai kasus kartel di Indonesia. Karena polah KPPU yang mendasarkan penggunaan bukti tersebut pada OECD Policy Brief, maka dilakukanlah analisis terhadap maksud sebenarnya dari brief tersebut dengan menjelaskan negara-negara yang dijadikan model dalam brief tersebut (Amerika dan Brazil), serta membandingkan polah KPPU dengan polah otoritas persaingan usaha di negara lain yang ?sama seperti Indonesia? bukan anggota maupun peserta OECD Roundtable terkait (Singapore). Kemudian, dibahas juga mengenai hukum acara yang berlaku untuk hukum persaingan usaha di Indonesia, serta pendapat para ahli mengenai penggunaan indirect evidence yang sepantasnya. ......This thesis analyses the use of indirect evidence by KPPU in many of its effort to prove the conduct of cartel. Since KPPU has the tendency to base its use of indirect evidence on OECD Policy Brief, a thorough explanation on the legal reasoning and intention of the brief is provided by giving examples of some countries which were the models of the OECD Roundtable (United States and Brazil), as well as comparing KPPU?s conduct to other countries? anti-competition authorities (Singapore) which ?like Indonesia? is not a member of nor a party to such roundtable. The procedural law of competition law and the experts? opinions on the proper use of indirect evidence are also analyzed in relation to this matter.

This book explores the differences in cultural attributes and management factors to enable managers working for Japanese contractors to reduce misunderstandings and misinterpretations when communicating with project team members from different cultural backgrounds. It focuses on Japanese contractors operating in Singapore, since the Singapore construction industry has, for many years, been one of the largest overseas construction markets for the top-5 Japanese contractors. Using Hofstedes national cultural framework for the cultural studies in construction project management, it reveals various real-world management practices and discusses national cultural differences relating to managers working for Japanese contractors in Singapore as well as the communication weaknesses of current management practices and styles. The results presented provide useful lessons for Japanese contractors operating in Singapore, as well as other parts of the world, to bridge cultural and communication gaps.
