"This paper aims to scrutinize the bilateral relation between the people's republic of china and republic of singapore with a specific case of environemental cooperation in their collaborative project known as "sino-singapore tianjin eco city" (SSTEC). "Tesis ini menganalisis mengenai Singapore Convention on Mediation yang merupakan solusi bagi beberapa pihak yang tidak memilih penyelesaian sengketa perdagangan internasional melalui mediasi karena tidak memiliki kekuatan legitimasi internasional. Konvensi ini diterbitkan oleh UNCITRAL pada tanggal 7 Agustus 2019 dan secara resmi diberlakukan terhitung tanggal 12 September 2020. Dalam perkembangannya, konvensi ini semakin diminati dalam upaya sebagai alternatif penyelesaian sengketa di luar pengadilan yang sampai saat ini masih belum sepenuhnya mengakomodasi kebutuhan untuk menyelesaikan sengketa secara cepat, sederhana, dan biaya ringan. Mengingat konvensi ini baru saja disepakati dan belum diterapkan secara efektif oleh negara-negara lain, dan untuk itu, dalam penelitian ini akan dibahas mengenai pertimbangan-pertimbangan Indonesia dalam menentukan sikap keikutsertaan dalam konvensi ini sebagai solusi penyelesaian sengketa yang efektif dan efisien. Metode penelitian yang digunakan adalah penelitian yuridis normatif. Singapore Convention on Mediation adalah salah satu upaya untuk meningkatkan Ease of Doing Business (EODB) di Indonesia, namun tetap harus mempertimbangkan apakah proses aksesi dibutuhkan oleh negara Indonesia, atau merupakan kepentingan negara lain untuk memudahkan proses eksekusi dari kesepakatan hasil mediasi yang dilakukan di luar negara Indonesia.

This thesis discusses the Singapore Convention on Mediation which is a solution for some parties who do not choose to settle international trade disputes through mediation because they do not have the power of international legitimacy. This convention was published by UNCITRAL on 7 August 2019 and officially entered into force on 12 September 2020. In its development, this convention is increasingly in demand as an alternative to out-of-court dispute resolution which until now has not fully accommodated the need to resolve disputes quickly, simple, and low cost. Considering that this convention has just been agreed upon and has not been effectively implemented by other countries, and for that, this research will discuss Indonesia's considerations in determining its participation in this convention as an effective and efficient dispute resolution solution. The research method used is normative juridical research. The Singapore Convention on Mediation is one of the efforts to increase the Ease of Doing Business (EODB) in Indonesia, but still has to consider whether the accession process is required by the Indonesian state, or is in the interest of other countries to facilitate the execution process of the mediation result agreement conducted outside the Indonesia."

"ABSTRAK
Skripsi ini bertujuan untuk menganalisa perilaku investasi Singapura sebagai negara-kota ke negara berkembang seperti Vietnam. Fokus penelitian ini adalah untuk menganalisis faktor yang melatarbelakangi Singapura dalam pembentukan VSIP. Berdasarkan penelitian tersebut, penulis menemukan dua faktor yang melatarbelakangi, faktor internal dan eksternal. Faktor internal terdiri dari kepentingan ekonomi Singapura dan filosofi Pemerintah Singapura. Kedua faktor ini merupakan hal yang menggambarkan kepentingan Singapura, seperti keterbatasan lahan, SDA, SDM, dan visi Pemerintah Singapura yang mendorong Singapura dalam mengalokasi industrinya ke Vietnam. Kemudian terdapat faktor eksternal yang terdiri dari keterbukaan ekonomi Vietnam, faktor geopolitik, dan perekonomian dunia. Faktor ini menggambarkan kondisi eksternal yang mendorong Singapura dalam pembentukan VSIP. Faktor tersebut diantaranya adalah reformasi ekonomi Vietnam yang menarik investasi asing dan menghapus sejumlah larangan bagi investor, keinginan Singapura untuk tetap menonjol di kawasan, dan fenomena meledaknya investasi pada periode pembentukan VSIP. Faktor-faktor tersebut di atas menunjukkan kecenderungan Singapura terhadap Vietnam dalam kerja sama ekonomi.

ABSTRAK
This thesis aims to analyze the state behaviour of Singapore?s investment as city-state to developing countries, especially Vietnam. The focus of this research is to analyze the background of Vietnam Singapore Industrial Park (VSIP) establishment in Vietnam. According to the data, the writer found, at least, two determining factors, which are internal and external factors. The internal factors consist of [1] Singapore?s economic interest, [2] Singaporean government?s philosophy. The first one describes Singapore?s interests such as limited land, natural resources, and human resources. Meanwhile, the second one explains the vision of Singapore that led the country to build the industry in Vietnam. The external factors are ranging from economic openness, geopolitics to global economy. These factors show the external influence that pushes Singapore to build VSIP in Vietnam. These factors are including [1] economic reform taking place in Vietnam which boost foreign investment, [2] Singapore?s intention to maintain its sphere of influence across the region, [3] the peak of investment during the establishment of VSIP. Those factors above show the tendency of Singapore to have closer economic cooperation with Vietnam."

In the three Southeast Asian countries, the different governments have distinctive methods of utilizing the parties according to their needs. The more democratic the country usually the less control the government has on the parties. The more reliant the government on its party, the more systematic its control over it. Consequently, the stronger control of government the less likely the parties would be able to reach democracy."
