"Penelitian ini membahas peranan partisipasi masyarakat dalam pelaksanaan Program Pengembangan Kecamatan di Kecamatan Cibadak, Kabupaten Sukabumi Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menyarankankan bahwa sosialisi program bagi masyarakat perlu diperkuat, yakni dengan memastikan tersedianya paket informasi secara luas dan mudah dipahami, serta sosialisasi bagi aparat dan elit dengan penerapan pelaksanaan kuota kehadiran bagi masyarakat miskin dan perempuan.

his focus of this study is the community participation on the implementation of District Development Program in Cibadak Sub-district. This research is qualitative descriptive interpretive method. The result recommends that program socialization for the community need to be strengthen by ensuring the wider availability of information package and easier to understand. Furthermore, socialization is also required for the officers by applying attendance quota for the poor and women."

"Artikel ini membahas mengenai partisipasi komunitas perdesaan dalam pembangunan desa. Berdasarkan studi-studi terdahulu partisipasi komunitas dalam proses pembangunan desa dapat berjalan secara aktif maupun pasif. Partisipasi berjalan secara aktif karena adanya keinginan individu maupun dorongan dari pemerintah desa. Sedangkan, partisipasi pasif disebabkan karena pemerintah desa kurang mendorong partisipasi masyarakat. Penelitian sebelumnya hanya membahas partisipasi dengan melihat relasi antara pemerintah tingkat desa dengan masyarakat, tanpa melihat adanya peran tokoh masyarakat pada tingkat wilayah RT/RW. Oleh karena itu, penelitian ini akan menjelaskan relasi antara masyarakat desa, tokoh masyarakat pada tingkat wilayah RT/RW, dan perangkat desa (Kepala Desa dan Sekretaris Desa). Penelitian ini berargumen bahwa partisipasi masyarakat dalam tahap pembangunan desa juga ditentukan oleh relasi antara masyarakat desa, tokoh masyarakat pada tingkat RT/RW, dan perangkat desa (Kepala Desa dan Sekretaris Desa). Hal tersebut muncul karena tokoh masyarakat pada tingkat RT/RW juga memiliki peran penting dalam keikutsertaan masyarakat pada proses pembangunan. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus proses pembangunan di desa Cingebul, Banyumas.

This article discusses about citizen participation in rural development. Recent studies show that citizen participation in rural development process could be active or passive. Citizen participation can be active because of individual desire and mobilization from village government. Meanwhile, passive participation is caused by the village government that does not encouraging community participation. Previous studies only discussed participation by looking at the relations between village level government and community, without see the role of community leaders in RT/RW (Rukun Tetangga/Rukun Warga). Therefore, this study will explain the relationship between village communities, community leaders in RT/RW leaders, and village officials (village head, and village secretary). This study argues that community participation in the village development stage is also determined by relations between village communities, community leaders in RT/RW, and village officials (village head and village secretaries). It is because the community leaders in RT/RW also having an important role in community participation on the village development process. This study uses a qualitative approach with a case study of the development process in the village of Cingebul, Banyumas."

"Gender based family planning (FP) services implies the improvement of the equity and the role of men/husbands in FP and reproductive health. However, after 30 years of government-supported FP program in Indonesia, the participation of men is tow. Few studies have been conducted in effort to understand the causes of low male participation in FP in wide-diverse regions of Indonesia. To understand these causes in its intervention districts (OKI in South Sumatera, Tasikmalaya in West Java, Singkawang in West Kalimantan and Kupang in East Nusa Tenggara) . The United Nations Population Fund Country Office Indonesia Guided a study of the causes of low male participation in FP. Field data coiiection was conducted during December 2004 through January 2005. The number of reproductive age couples in the study is 639. The results of the study show that the percentage of husbands who were practicing a male FP method was higher among couples whose wives were older, who had no children, whose wives or husbands had senior high school education or higher, who came from higher income families, whose wives were currently working or ever worked and husbands were currently working, who believed that socio-cultural norms or religions values were against FP practice, who had easy access to male sterilization services and to male condom, who lived in urban areas and whose wives approved of male FP practice. After controlling the other factors, the background characteristics that statistically and significantly affect the probability ever or currently practicing a male FP method in the study location are wife's age, husband's education, household income district of residence, access to male condom and wife's attitude toward male FP practice."

"Skripsi ini membahas faktor-faktor yang Memengaruhi rendahnya partisipasi pegawai dalam program Knowledge Lynx di Direktorat Pengelolaan Sistem Informasi di Bank Indonesia di DKI Jakarta. Penelitian ini menggunakan pendekatan penelitian kualitatif dengan jenis penelitian deskriptif. Hasil penelitian yang didapat menunjukan bahwa terdapat enam faktor yang Memengaruhi partisipasi pegawai dalam program Knowledge Lynx di Direktorat Pengelolaan Sistem Informasi Bank Indonesia di DKI Jakarta yaitu faktor tidak adanya reward and punishment dalam pelaksanaan program, faktor adanya pemberlakuan program lain yang lebih menarik, faktor keterbatasan sumber daya manusia, faktor kurangnya sosialisasi program, faktor pegawai yang belum terbiasa melakukan knowledge sharing, faktor tidak adanya standar penulisan dalam program K-Lynx, faktor tampilan menu yang tidak mudah dipahami, serta faktor Community of Practice yang belum berfungsi dengan baik.

The focus of this study is the factors that influence the low employee participation in Knowledge Lynx program in the Directorate of Information Systems Management at Bank Indonesia in DKI Jakarta. This study uses a qualitative research approach with the type of descriptive research. The results obtained show that there are six factors that influence employee participation in Knowledge Lynx program in the Directorate of Information Systems Management at Bank Indonesia in DKI Jakarta. Those factots are the lack of reward and punishment in the implementation of the program, the appearance of similar program that is more interesting, the constrains of human resource, the lack of program socialization, the employees have not been accustomed to knowledge sharing, the absence of standardized writing in Knowledge Lynx program, the display menu is not easy to understand, and the Community of Practice has not been functioned properly."

"Kehadiran beberapa ruang kota yang didesain eksklusif untuk sebagian kalangan telah menjadi hal yang sering terlihat di Jakarta. Hal ini membuat saya mempertanyakan tentang social equity yang diharapkan hadir di dalam kota oleh Hamid Shirvani 1985 . Social equity tidak tercermin dengan eksklusif-nya ruang-ruang kota. Idealnya, ruang-ruang kota lebih inklusif agar semua kalangan, termasuk yang berhubungan dengan informalitas, bisa menggunakannya. Informalitas, yang sudah memiliki perwujudan dalam ruang-ruang kota dan bahkan sudah dianggap sebagai gaya hidup berkota khususnya di kota-kota 'global south', belum bisa terakomodasi dengan eksklusivitas ruang-ruang kota tersebut. Hal ini menunjukkan bahwa informalitas penting untuk dijadikan pertimbangan pada perancangan kota untuk menciptakan ruang-ruang kota yang lebih inklusif.Melihat pandangan Ananya Roy 2004, 2005 , Nezar AlSayyad 1981, 2004 , Loukaitou-Sideris dan Mukhija 2015 tentang informalitas bahwa negosiasi menjadi sesuatu yang penting dalam prosesnya, saya mendapati bahwa perlu untuk memartisipasikan informalitas dalam proses desain untuk menghasilkan sebuah desain yang inklusif. Untuk memartisipasikan informalitas, saya melakukan observasi langsung, wawancara, dan diskusi bersama pelaku informalitas untuk mengerti sejauh mana cakupan, kebutuhan, dan perwujudan dari informalitas dalam suatu ruang kota. Selain itu, analisis tentang letak kehadiran informalitas menunjukkan bahwa dibutuhkan intervensi 'penunjang' kebutuhan yang akan 'diisi' dan dipakai oleh pelaku informalitas untuk mengakomodasi informalitas di dalam suatu ruang kota. Tesis perancangan ini menawarkan alternatif lain bagi perancangan perkotaan untuk memeransertakan informalitas sebagai salah satu syarat proses desain yang harus diakomodasi dalam kebijakan kota. Dengan begitu, desain yang dihasilkan akan mampu mencakup lebih banyak pengguna kota terutama para pelaku informalitas sehingga lebih inklusif.

The presence of public spaces that designed exclusively for some segment of city users only has become more common practices in Jakarta. This leads to the question of social equity in the city. With the exclusivity of urban spaces, social equity in the city is hardly attainable. Ideally, urban spaces in the city should be designed to be more inclusive so every segment of city users, including from informal sectors, can utilizes those spaces. While informality already has manifestations in city spaces and even has been considered as one of urban way of lifes notably in ldquo global south rdquo cities, its presence cannot be accomodated by the city rsquo s public spaces which designed for exclusivity. Therefore, there is a need to considerate informality in the designing of urban spaces to create more inclusive urban spaces.By reviewing Ananya Roy 2004, 2005 , Nezar AlSayyad 1981, 2004 , Loukaitou Sideris and Mukhija rsquo s 2015 notions on informality that negotiation is an essential feature of its process, I find that it is necessary to participate informality in the design process to create an inclusive design. In order to achieve that, I do direct observations, interviews, and discussions with the informality practicioners to determine the scope, needs, and manifestations of informality in urban spaces. Furthermore, analysis of the informality rsquo s presence location shows that it requires the need supporting intervention which will be ldquo filled rdquo and used by informality practicioners to accomodate informality in urban spaces. This design thesis offers an alternative design of urban space which considers the informality as one of the requirements in the design process that must be accommodated in urban policy. Therefore, the produced design will be able to accomodate more city users, informality practicioners in particular, making it more inclusive. "

"Abstract. This research focused on the influence of both simultaneous and partial administrative reform towards the community's participation in rural development within the National Program of Rural Self-help Community Empowerment (NPR-SCE) in the Province of West Java. This study used a combination of qualitative and quantitative research methods. The findings of this research revealed that the community's participation increased inthe development of rural areas through four major activities included in the administrative reform. The results of this research aimed at increasing the participation of the community in rural development through administrative reform, which can be introduced and explained by good governance.
Abstrak. Penelitian ini difokuskan pada pengaruh reformasi administrasi, baik secara simultan maupun parsial, terhadap partisipasi masyarakat dalam pembangunan pedesaan dalam program nasional pedesaan swadaya masyarakat pemberdayaan (npr-sce) di propinsi jawa barat. Penelitian ini menggunakan metode kombinasi penelitian, yaitu metode kualitatif dan kuantitatif. Temuan penelitian menunjukkan bahwa peningkatan partisipasi masyarakat dalam pembangunan pedesaan melalui reformasi administrasi yang dilakukan terdapat dalam empat kegiatan utama. Hasil penelitian ini adalah meningkatkan partisipasi masyarakat dalam pembangunan pedesaan melalui reformasi administrasi, dapat dijelaskan melalui perkenalan pendekatan tata kelola pemerintahan yang baik."

"Abstract. This article attempts to give the picture concerning the importance of public accountability and citizen
participation as one of the instruments to eradicate bureaucratic corruption, seen from various theories. This
paper provides equal and adequate understanding of the role of public accountability and citizen participation
in the eradication process of corruption and the various efforts that can be done to strengthen it. The results
of this literature review shows that the efforts taken to eradicate corruption in Indonesia is still partial and
tend not to have a clear design strategy so that in many cases is not able to reduce signi cantly the level of
corruption that occurred. Besides that, the important role of public accountability and citizen participation
in the eradication of corruption has not received much attention as well as has not been thoroughly studied.
Therefore we need further study of the various aspects of public accountability and citizen participation in the
eradication of corruption in Indonesia."

"Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi partisipasi tenaga kerja perempuan perkotaan. Dalam hal ini partisipasi tenaga kerja perempuan perkotaan merupakan proporsi penduduk perempuan yang bekerja terhadap jumlah penduduk perempuan usia kerja. Selain itu pengaruh faktor-faktor ini juga akan dibandingkan pengaruhnya pada partisipasi tenaga kerja laki-laki. Hal tersebut dilakukan untuk mengetahui apa yang mempengaruhi kesenjangan pastisipasi tenaga kerja perempuan dan laki-laki di pasar tenaga kerja. Data dalam penelitian ini berasal dari data kor gabungan individu dan rumah tangga yang berasal dari Susenas 2014. Estimasi dilakukan menggunakan analisis model logistik karena variabel dependennya adalah kategorik yaitu partisipasi perempuan perkotaan untuk bekerja atau tidak.
Hasil penelitian menunjukkan bahwa karakteristik rumah tangga (status perkawinan, keberadaan balita dan jumlah anak) merupakan faktor-faktor dominan yang menurunkan probabilitas partisipasi tenaga kerja perempuan perkotaan di Indonesia. KUR, PNPM, umur dan tingkat pendidikan menjadi faktor yang berpengaruh signifikan dan positif terhadap probabilitas partisipasi tenaga kerja perempuan perkotaan di Indonesia. Hasil berkebalikan karakteristik rumah tangga tersebut justru meningkatkan partisipasi tenaga kerja laki-laki perkotaan. Selain itu peningkatan pendapatan regional juga meningkatkan partisipasi tenaga kerja laki-laki perkotaan namun tidak terjadi peningkatan pada partisipasi tenaga kerja perempuan perkotaan. Sedangkan variabel upah justru menurunkan probabilitas partisipasi baik pada tenaga kerja laki-laki maupun perempuan, namun dampaknya lebih besar pada perempuan perkotaan.

This study aimed to analyze the factors that affect the urban female labor participation. In this case the urban female labor participation is the proportion of working female against the population of working age female. In addition the influence of these factors also are compared to the effect on the urban male labor participation. This is done to find out what affect labor participation gap among female and male in the labor market. The data in this study come from a combination of core data of individuals and households from Susenas 2014. Estimated done using logistic model analysis as dependent variables of the problems faced by urban categorical that female's participation to work or not.
The results showed that the household characteristics (marital status, presence of children under five years and the number of children) are the dominant factors that decrease the probability of urban female labor participation in Indonesia. KUR, PNPM, age and education level are also factors that significant and positive impact on the probability of urban female labor participation in Indonesia. Results contrasts characteristic variables such households actually increase the probability of urban male labor participation. In addition, increasing regional revenues also increase urban male labor participation but no increase in the urban female labor participation. While wages actually reduce the probability of participation in the labor both male and female, the greater impact is on urban female.
