"Artikel ini membahas mengenai penanganan fenomena FTF yang terjadi saat ini di Suriah dan Irak. Indonesia menjadi salah satu negara yang memiliki warga negara yang menjadi FTF di Irak dan Suriah untuk bergabung dengan ISIS. Tulisan ini memfokuskan pada bagaimana respon yang dimiliki pemerintah Indonesia khususnya BNPT sebagai lembaga kontra terorisme di Indonesia. Bagaimana arah kebijakan dan strategi kebijakan BNPT dalam melakukan penanggulangan terorisme. Kemudian bagaimana arah kebijakan dan strategi tersebut dibandingkan dengan penanganan Global Counter-Terrorism Forum GCTF sebagai penanganan FTF. Untuk membandingkan upaya penanangan FTF oleh BNPT, penulis menggunakan rekomendasi praktik yang dibuat oleh GCTF mengenai masalah FTF. Dengan acuan tersebut penulis akan melihat mana yang belum dilakukan oleh BNPT dan apakah semua rekomendasi tersebut dapat diimplementasikan dan sesuai sebagai kebijakan yang dimiliki BNPT dalam masalah FTF. Tulisan ini menunjukan terdapat beberapa rekomendasi GCTF yang sudah menjadi strategi dan arah kebijakan BNPT, begitu juga dengan yang belum terdapat dalam strategi dan kebijakan BNPT namun memiliki potensi untuk dilakukan oleh BNPT.

This article discusses the handling of current FTF phenomena in Syria and Iraq. Many countries including Indonesia have their citizens become FTF in Iraq and Syria to join ISIS. This paper focuses on how the response of the Indonesian government, especially BNPT as a counter terrorism institution in Indonesia, what is the policy direction and policy strategy of BNPT in counter terrorism, then how the direction of these policies and strategies compared to Global CounterTerrorism Forum GCTF strategy on FTF.

To compare the handling efforts of FTF by BNPT, the author uses the practice recommendations made by GCTF on FTF issues. With these references the author will see what has not been done by BNPT and whether all recomendations can be implemented and appropriate as a policy owned by BNPT on FTF problem. This paper shows there are some GCTF recommendations that have become BNPT 39 s strategy and policy direction, as well as those not yet contained in BNPT 39 s strategies and policies but have potential to be undertaken by BNPT."
