"Tesis ini membahas tentang kekuatan mengikat secara umum dan implikasi hukum penerapan Surat Keputusan Bersama TigaMenteri Nomor 3 Tahun 2008 Tentang Jemaah Ahmadiyah Indonesia (JAI) dikaji dari ilmu perundang-undangan. Berdasarkan hasil kajian ilmu perundang-undangan, SKB Tiga Menteri Nomor 3 Tahun 2008 tentang Ahmadiyah ini tidak memiliki kekuatan hukum mengikat secara umum karena bukan merupakan peraturan perundang-undangan, terbukti bertentangan dengan UUD 1945, memuat materi muatan undang-undang, dan tidak dikenal dalam hirarki peraturan perundangundangan. Implikasi hukum dari penerapan SKB Tiga Menteri Nomor 3 Tahun 2008 tentang Ahmadiyah, telah mengakibatkan fenomena pembentukan peraturan-peraturan kebijakan di daerah terkait aktifitas Jemaah Ahmadiyah Indonesia yang substansinya tidak menyelesaikan masalah sebaliknya menimbulkan diskriminasi, pelanggaran HAM, dan memicu kekerasan terhadap warga JemaahAhmadiyah Indonesia (JAI).

This thesis discusses binding power in general and legal implication of Joint Decree of Three Ministers No 3 year 2008 regarding Jemaah Ahmadiyah Indonesia (JAI) studied from Legal Theory. Based on the study result of legal theory, the Joint Decree of Three Ministers No. 3 year 2008 regarding Ahmadiyah does not have any binding legal power in general since it is not deemed as laws and regulations. It is, in fact, in contrast with the Constitution 1945, containing legal substance, not recognized in the hierarchy of laws and regulations. The legal implication of the application of such Joint Decree of Three Ministers No. 3 year 2008 regarding Ahmadiyah has resulted in the creation policy regulations in the region conflicted with Jemaah Ahmadiyah Indonesia activities, substantially failing to resolve the problems, but in contrary, bringing the rise of discrimination, human rights violations, and triggering violence against Jemaah Ahmadiyah Indonesia (JAI)."

"Penelitian ini bertujuan untuk melihat faktor-faktor yang berpengaruh terhadap penggunaan produk inovasi sistem pembayaran dan pengaruh inovasi sistem pembayaran terhadap pengukuran jumlah uang beredar di Indonesia. Dalam penelitian ini, produk inovasi sistem pembayaran direpresentasikan oleh perkembangan instrumen pembayaran elektronis, alat pembayaran menggunakan kartu (APMK) yaitu kartu debet dan kartu kredit serta emoney. Sedangkan untuk pengukuran jumlah uang digunakan metode simple sum aggregate dan divisa.
Model yang digunakan dalam penelitian ini adalah Error-Correction Model untuk melihat hubungan faktor-faktor yang berpengaruh terhadap penggunaan produk inovasi sistem pembayaran penjualan eceran, jumlah akses, resiko, suku bunga deposito, sukubunga kredit, nilai transkasi dan volume transkasi dan hubungan inovasi sistem pembayaran terhadap pengukuran jumlah uang beredar M2 simple sum dan divisia. Dari hasil studi diperoleh bahwa faktor nilai transkasi berpengaruh terhadap seluruh produk sistem pembayaran dan inovasi sistem pembayaran memiliki hubungan jangka pendek dan jangka panjang dengan pengukuran jumlah uang beredar.

The thesis is devoted to the factors that influence the use of product innovation and influence innovation payment sistem payment sistem to measure the amount of money circulating in Indonesia. In this study, innovation product of innovation represented by the development of the payment sistem of electronic payment instruments (SKN and RTGS), card payment ( APMK ) that debit cards and credit cards and emoney also . As for the money demand used simple sum aggregate and divisa method.
Error - Correction Model is applied in order to study the relationship factors that influence the use of product innovation of payment sistem, the amount of access, risk, deposit rates, loan interest rates, transaction value and volume of transaction and payment sistems innovation relationship to measure the money supply M2 simple sum and Divisia. This study showed that the transaction value factor affecting product innovation of payment sistem and payment sistems innovations have short -term relationships and long-term measurement of the money supply.

Bentuk kompleksitas dari suatu sistem yang selanjutnya dikenal sebagai entropi konfigurasi dapat diterapkan untuk menentukan batas kestabilan dari objek astrofisika. Densitas energi sebagai fungsi yang terlokalisasi secara spasial dan terikat yang merupakan solusi dari persamaan efektif bintang dijadikan input untuk menghitung entropi konfigurasi dari bintang politropik dan bintang neutron. Disini bintang politropik dipelajari dalam limit non-relativistik dari teori gravitasi: Eddington inspired Born Infeld EiBI , dan cubic Gallileon Veinstein . Sementara bintang neutron dipelajari dalam gravitasi EiBI dengan menggunakan dua jenis persamaan keadaan: gas neutron dan baryon yang saling berinteraksi. Batas kestabilan dari masing-masing objek berdasarkan metode ini selanjutnya dapat digunakan untuk mengkonstrain parameter bebas dari masing-masing teori gravitasi termodifikasi.Kata Kunci: Entropi konfigurasi, bintang politropik, bintang neutron, teori gravitasi Eddington-inspired Born Infeld, teori gravitasi cubic Gallileon.

ABSTRACT
Shape complexity of a system which is known as configuration entropy can be applied to determine stability bounds on astrophysical objects. Energy density as spatially localized bounded function as solution of stellar effective equations are used to compute configuration entropy from polytropic stars and neutron stars. Here polytropic stars are studied within non relativistic limit of these modified gravities Eddington inspired Born Infeld EiBI , and cubic Gallileon Veinstein . Meanwhile, neutron stars are studied within EiBI gravity by using two kinds of equation of state neutron gas, and interacting baryons. Stability bounds on each objects based on this method can be used to constraint free parameters of each modified gravities.
