ABSTRACTASEAN leaders proclaimed to create an ASEAN Economic Community by 2015. But achieving the target requires cooperation and coordination both within and among the ten ASEAN economies. Currently, with countries having varying considerations towards complete liberalization, protectionism still persists in certain sectors of the economies. A lot of work needs to be done in addressing the domestic reforms, the gaps in infrastructure, the lack of human resources and adequate institutions. Moreover, it is the businesses whose decisions and actions will help the region to achieve an effective integration. The policymakers have vital roles to play in raising the engagement of the private businesses in ASEAN matters. As time is limited, one way for ASEAN is to focus on "core" elements of integration and implement them earnestly in the shortest possible time. The rest of the process, as envisaged in the AEC Blueprint, can follow beyond 2015. This book examines the state of readiness of the member countries for regional integration and discusses the challenges to ASEAN businesses. It gives policy recommendations to address some of the issues faced by the key stakeholders. "

"Para pemimpin Negara-negara ASEAN dan 6 negara mitra FTA ASEAN (Australia, Cina, India, Japan, Korea dan Selandia Baru) meluncurkan negosisasi Regional Economic Comprehensive Partnership (RCEP) pada Akhir November 2012 dengan tujuan untuk mencapai kesepakatan kemitraan ekonomi yang modern, komprehensif, bermutu tinggi, dan saling menguntungkan antara Negara-negara Anggota ASEAN dan mitra FTA ASEAN. Penelitian ini bertujuan untuk menganalisis daya saing dan prediksi dampak keikutsertaan Indonesia dalam RCEP. Dengan menggunakan analisis Revelead Comparative Advantage (RCA), penelitian ini fokus menganalisis daya saing produk ekspor di antara anggota RCEP termasuk Indonesia. Hasil penelitian ini menunjukkan daya saing produk Indonesia masih termasuk lemah dibandingkan dengan sebagian besar Negara-negara anggota RCEP lainnya. Di sisi makro, hasil simulasi menggunakan aplikasi Global Trade Analysis Project (GTAP) dengan agregasi 17 negara/ regional dan 43 produk menunjukkan bahwa dengan diberlakukannya kesepakatan RCEP, diperkirakan akan meningkatkan kinerja perdagangan, GDP dan kesejahtaraan sebagian besar Negara-negara anggota RCEP termasuk Indonesia.
The leaders of ASEAN countries and the six partner countries of the ASEAN FTA (Australia, China, India, Japan, Republic of Korea and New Zealand) launched the Regional Comprehensive Economic Partnership (RCEP) negotiations in November 2012 with the aim of reaching a modern, comprehensive, high-quality, beneficial among ASEAN Member States and ASEAN FTA partners. This study aims to analyze the competitiveness and impact prediction of Indonesia's participation in the RCEP. Using Revealed Comparative Advantage (RCA) analysis, this study focused on analyzing of competitiveness of the export products among RCEP members including Indonesia. The results of this study show that the competitiveness of Indonesian products is still weak compared to most other RCEP member countries. Therefore, the Government of Indonesia should enhance the competitiveness of products in order to compete and take advantage of its participation in the RCEP. Furthermore, impact prediction analysis uses Global Trade Analysis Project (GTAP) application, with 17 countries/regional and 43 products aggregations. The simulation results show that with the enforcement of the RCEP agreement, it is predicted to increase trade performance, GDP and the welfare of most Member States including Indonesia."

"Penelitian ini bertujuan untuk menjelaskan alasan Indonesia belum sepenuhnya melaksanakan protokol-protokol ASEAN-SAM seperti yang ditentukan dalam Multilateral Agreement on Air Services MAAS, Multilateral Agreement on Full Liberalisation of Air Freight Services MAFLAFS, dan Multilateral Agreement on Full Liberalisation of Passenger Air Services MAFLPAS. Pada tahun 2016, Indonesia telah meratifikasi ketiga perjanjian transportasi udara ASEAN tersebut. Namun, Indonesia sampai saat ini hanya melakukan pembukaan akses kepada maskapai asal ASEAN di lima bandara utama. Implementasi parsial yang dilakukan Indonesia tersebut menjadi pertanyaan dari penelitian ini. Dalam menjawab pertanyaan tersebut, penelitian ini menggunakan konsep ACF. Penelitian ini menemukan bahwa implementasi parsial dari ASEAN-SAM merupakan hasil kontestasi politik antara koalisi-koalisi yang memiliki kepentingan berlawanan. Dalam kontestasi ini, koalisi penentang ASEAN-SAM memiliki keunggulan dalam kepentingan dan akses dibanding koalisi pendukung. Hal tersebut membuat koalisi penentang dapat memajukan kepentingannya di tingkat nasional. Hasil ini, apabila dilihat dalam konteks yang lebih luas, menggambarkan hambatan yang dialami Indonesia dalam pengembangan agenda regionalisme ASEAN. ASEAN-SAM memperlihatkan Indonesia masih memiliki agenda nasionalisme yang substansial dalam beberapa institusinya.
This research aims to explain the reason of Indonesia action not to fully implements ASEAN SAM protocols which are described in Multilateral Agreement on Air Services MAAS, Multilateral Agreement on Full Liberalisation of Air Freight Services MAFLAFS, and Multilateral Agreement on Full Liberalisation of Passenger Air Services MAFLPAS. In 2016, Indonesia has already ratified those three agreements. However, until now, Indonesia only opens access to all ASEAN airlines in five main airports. The partial implementation done by Indonesia inspite of ratification makes an intriguing question to be the base of this research. This research would use ACF to answer the problem stated above. The research found that the partial implementation of ASEAN SAM in Indonesia is the result of political struggle between competing coalitions with diverse interests. The result of the research show the resistant coalition has the competitive edges in interest and access against the competing coalitions. This made the resistant coalitions could advance its interest in national arena. The research, viewed in wider context, shows the obstacle faced by Indonesia on the development of ASEAN regionalism agenda. ASEAN SAM shows Indonesia has substantial nationalist agenda in its economic policy."

"During the 13th ASEAN Summit in November 2007, ASEAN Leaders endorsed the ASEAN Economic Community (AEC) Blueprint, which laid the foundation of creating a "single market and production base" among the ten Southeast Asian economies. Soon after that, ASEAN faced great uncertainties in the light of the 2008 global financial crisis and continues to remain cautious in the face of the ongoing global economic weakness. Despite this, the region is forging ahead with its commitment to carry out economic liberalization and cooperation as stipulated in the AEC Blueprint. The official AEC scorecard, published in March 2012, stated that ASEAN had achieved 68.2 per cent of its targets for the 2008-11 period."
