AbstrakThis study tries to describe how an application, called ASCA (Accumulating Saving & Credit Association) developed its mobile application on the Android platform
for empowering the poor. Microfinance has an important role in alleviating poverty, reducing income inequality and increasing economic growth. Community access to the formal financial system is only 52% of the total population, informal 31% and 17% of the population experience exclusivity unable to access the financial system. Based on the high level of poverty and the low access of the public to the financial system, WVI developed a savings group model, which is ASCA. Build upon monitoring and focused the discussion, the ASCA model proves to be a learning tool for the poor to save money, be disciplined to manage family finances, build good character of the borrower and change behavior in spending money. The application overcomes the weaknesses of manual recording, builds a transparent and independent information system, as well as records good financial footprint."

ABSTRAKOne of the agendas and results of the I until IV Amendment to the 1945 Constitution is to strengthen the Presidential system. Strengthening the presidential system synergized with reforming the party and election system must be carried out in order to achieve the objectives of governance and institutions in the framework of Indonesia 2045. The 2019 elections are simultaneously legislative and presidential elections as stipulated in Law Number 7 of 2017 concerning General Elections. The purpose of this article, the first simultaneous election should be legislative, presidential and regional head elections simultaneously. Secondly, there are 4 objectives 1. Effectiveness and efficiency, 2. Righteous democracy, 3. creating a solid and effective government, 4. period that is more organized. Using the optics of constitutional law studies, and socio legal, strengthened and enriched historical studies of presidential, party and election systems in Indonesia and comparisons with the United States, Brazil, Argentina. There are seven recommended strategies offered in the article 1. Synergizing the Presidential Election, Legislative Elections and Regional Head Elections simultaneously in 2029, 2. Preparing the Draft Law for Regional Head Election Courts, 3. Making a blueprint of the Presidential Institution Bill, 4. Simplify party systems with an electoral threshold, 5. Simplify the number of parties in parliament with parliamentary threshold, 6. Implement a threshold presidential order to create balance in a multi party presidential system, 7. Make changes to the Election Law and Evaluate the Proposal Election system with the Sainte Lague calculation method."

ABSTRAKThe government system running in Indonesia is a combination of presidential systems and parliamentary systems. Based on the 1945 Constitution, Indonesia adheres to a presidential system, but Indonesia, in implementing there are many parts of the parliamentary system that are included in the Indonesian presidential system. The strengthen presidential system effort is still carried out, one of which is the rule of threshold number in Article 222 of Law Number 7 of 2017 about General Elections. However, the presidential threshold is assumed that it will strengthen the presidential system in the Indonesian government system and experience anomalies, irrational and irrelevant. With the presidential threshold, political parties can nominate the presidents and the vice by the provision of the political party or joint political party having 20 percent of seats or 25 percent of nationally legitimate votes in the previous legislative elections. With the existence of the presidential threshold, it will give a positive value, namely First, directing political parties to the coalition with other parties. Secondly, political parties after the general election will form two shafts. Those are the bearer axis and the opposition axis. Third, the presidential threshold comes up with a new understanding that is political parties only bearers, so in the 2019 simultaneous elections, there will be elected strong president and vice figures regardless of the small voice of the party that carries them. This paper uses critical discourse analysis toward the opportunities and realization problem challenges of the threshold presidential in Indonesia. The purpose of this writing is the first, how the threshold presidential relevance in Indonesia is, second, how to create an ideal government system thought of the threshold presidential system to reduce parliamentary in the Indonesian presidential system."

ABSTRAKThis study aims to describe narrative texts held by Islamic boarding schools to fight terrorism or violence narratives and to describe activities carried out to support existing narrative texts. This study uses the Discourse Analysis method and divides the two stages of analysis. At the text analysis stage, the Islamic boarding schools narratives were analyzed using the Presidential Identity Prisma, while in the context analysis phase, the results of interviews and research observations were analyzed with Communication Performance to determine organizational cultureand routine activities in Islamic Boarding Schools. The main theory used in this study is Fishers Narrative Theory, which describes human decisions in believing in a narrative or story and acting on the belief in the story. According to Fisher, humans believe a narrative is influenced by the rationality of narratives, where the narrative has consistency and truth. The results of this study indicate that narrative texts have dominant Islamic boarding schools having coherence in the aspect of objectives that focus on the production of a message of peace so that Indonesia remains a country with a tolerant society and can manage existing differences. The figure of the Prophet Muhammad in the narrative is described as a person who prioritizes deliberation in solving problems. The Nahdlatul Ulama organization is also an organization that has the task of maintaining the unity of the people and nation of Indonesia in the midst of differences. Whereas, the efforts made to support narration are to routinely teach Islamic values as a religion of love in each forum, Reforming the education system, checking curriculumsourced from the government or from outside, Caregivers of Islamic boarding schools routinely form narratives to prevent terrorism, which are printed into books, sent to the media and so on so that the audience can easily access."

ABSTRAKPermasalahan ibukota semakin hari semakin meningkat dimana permasalahan tersebut meliputi berbagai aspek, baik sosial, ekonomi maupun lingkungan. Untuk menyelesaikan permasalahan tersebut dibutuhkan solusi yang tidak hanya mampu mengatasi masalah tetapi juga dapat mengembangkan potensi Jakarta. Selain itu, solusi penyelesaian tersebut harus mampu mendukung tercapainya pembangunan kota Jakarta yang berkelanjutan yang mengacu pada pencapaian target Sustainable Development Goals (SDGs) 2015 sampai 2030. Salah satu langkah yang diambil dari permasalahan tersebut adalah perencanaan pembangunan Waduk Lepas Pantai yang diusulkan sebagai solusi holistik dan berkelanjutan dari permasalahan yang dihadapi di Teluk Jakarta. Dalam Konsep Waduk Lepas Pantai direncanakan akan dibangun tanggul sepanjang 50,6 km pada kedalaman mencapai 20 m membentang dari Muara Sungai Cisadane (Provinsi Banten) sampai Muara Gembong (Provinsi Jawa Barat). Tanggul tersebut akan menciptakan sistem pertahanan banjir yang andal, kolam tampungan dan pengolah air baku, dan sekaligus pengembangan kawasan pesisir di Teluk Jakarta."

ABSTRAKTo overcome the problem of fuel dependence from imports and reduce the burden of fuel subsidies in the APBN, starting in 2007 the Government has implemented a conversion program for fuel use in the household sector from kerosene to LPG. The program has been running successfully. However, the same problem as before reappeared. The higher LPG needs depend on imports, reaching 70 percent of total consumption. Likewise, the burden of LPG subsidies in the state budget is even higher. Indonesia has the potential to produce abundant biomass energy and has been used as household fuel, especially in rural areas. However, the utilization is still by burning firewood using traditional inefficient combustion stoves that produce air pollutant that causing a negative impact on family health. Changes in the way biomass energy are used through the transformation of biomass into pellets and the use of technology biomass stoves can overcome the problems. This paper aims to analyze and provide policy recommendations to develop biomass energy utilization in households in a healthy manner and can improve combustion efficiency. The widespread use of biomass energy by households will reduce the dependence on LPG imports and reduce the burden of subsidies in the state budget."

ABSTRAKIndonesia is the worlds largest archipelagic country in the world, therefore demand for sea transportation is very important. Sea transport being very strategic since it plays a role in connecting one island to another island and marine transport is a tool for economic activity. As a subsystem of national shipping, traditional shipping plays a role in the distribution of goods to and from isolated areas. In addition, traditional shipping also acts as a feeder for larger vessels. Nowadays, traditional shipping is experiencing obstacles concerning cargo and lack of wood as the main material for the ship. In order to maintain the traditional shipping as a national cultural heritage, policies are needed, especially revitalization of traditional shipping and rejuvenating existing vessels with stronger material (non wood). This Paper discusses how scenarios are made in order to identify, anticipate and assess policy choices in the future. In the end, the policy can be analyzed to what extent the Traditional Shipping can support Sea Tolls."

Pembangunan energi terbarukan berhadapan dengan tantangan koordinasi pusat daerah, geografi, teknologi biaya, regulasi insentif, dan kapasitas institusi. Target peningkatan pangsa energi terbarukan sulit dicapai. Diusulkan untuk memperkokoh kapasitas institusi, membentuk BP Energi Terbarukan, dan mengembangkan peraturan perundangan energi terbarukan."

ABSTRAKAfter four years of implementation of the Village Fund Program, although there were concrete results from the implementation of programs such as the establishment of various basic infrastructures in many villages, the number of cases of misuse of village funds by village heads showed that there were still serious problems in the governance of program implementation and accountability. In many cases, this is due to the ineffective participation of the village community in implementing the program. There is no community participation at all, or even if the community participate, their inability to support the weak village governments in managing village funds properly has resulted in the ineffective implementation of programs and uncontrolled corruption. In this regard, there is a strong correlation of the level of competence and public education with the effectiveness of community participation. A better level of community knowledge will not only increase the level of community participation in the process of policymaking and the implementation of the program but also the quality of the policies made and the results of programs that affect the community. To implement the Village Fund Program effectively and to derive better results through more effective community participation, the Indonesian Government must focus its efforts on increasing communitys capacity to participate in program implementation both through formal and informal education or enhance the role of Non Governmental Organizations in community empowerment. "
