"Development planning is one of the important functions of government in the implementation of the state administration. Progress of a country depends on the quality of its development planning implemented by goverment agencies (public sector), which will determine the success of achieving national development goals. The problems of development planning are inherently in the development planning system itself. There are still some weaknesses in strategic planning in the public sector such as: planning as a legal-formal process; errors in goal setting; difficulty in predicting the future; less strategic participatory planning processes; difficulties in formulating systematic, tiered performance indicators; difficulties in measuring the impact and benefit performance; and difficulties in prioritization in programming and budgeting. There are short-term problems that are difficult to overcome, but form some other problems can be made to overcome them by adding refinements to existing mechanisms as well as adding new mechanisms in strategic planning practice."

ABSTRAKIndonesia still relies heavily on energy derived from fossil fuels, especially petroleum and coal. The large share of fossil energy in the national energy mix can have a negative impact on national development, as it increases the dependence of national energy supplies from imports and increases in green house gas emissions, carbon dioxide. The Government of Indonesia has issued a national energy policy whose goal is to achieve an optimal national energy mix, which is to reduce the share of fossil fuels and icrease the use of renewable energy and can use it to replace fossil fuels. However, the development and utilization of biomass as an energy source is still very small compared to its potentioal. Biomass energy development policy has begun to receive attention from the government, although it is still focused on the development policy has begun to receive attention from the government, although it is still focused on the development and use of liquid biofuels, especially palm oil-based biodiesel. There is no clear policy to support the development and utilization of solid biomass to meet national energy needs. Meanwhile, foreign countries, Korea for example, have developed a strategy to utilize Indonesia's biomass as fuel for their power plants. As a country with huge biomass potential, it is ironic that Inodnesia has not used biomass as a source of energy to support development, while other countries use it. This paper aims to provide policy recommendations for developing biomass energy, both in terms of production capacity and demand for use in the country."

ABSTRAKThe purpose of this study is to capture the importance of emotional intelligence for internal auditors in the public sector in Indonesia, considering the advantages of emotional intelligence at the workplace. The research utilises descriptive survey research as a basis for analysis and found that emotional intelligence was important for internal auditors. Particularly, higher importance was found in conducting consulting activity than assurance services. While communication, trustworthiness, and teamwork and collaboration were the top three most important competencies for internal auditors ampathy was the least crucial one."

In line with the increasingly open global economy, SMEs are beginning to expand their market to the international scale, and compete competitively with other SMEs as well as big businesses. This is only possible if SMEs adopt and utilize information, communication, and technology (ICT) and various application such as e-commerce and e-business. This paper describes a literature study on the role of ICT on the performance of SMEs and constraints in the adoption of ICT which has the potential to inhibit the optimization of ICT utilization by SMEs. AbstrakThis study aims to determine the inter-actor relationships at the Ministry of Marine Affairs of Fisheries (KKP) and outside the KKP in implementing the One Marine and Fishery Data system. The goal, of achieving unified standardized data are unified standardized metadata and a single data portal and the role of the actor in solving data issues that existed in the previous KKP. The approach adopted is to use a networking model to find out more about networking principles such as collective action, degree of sharing and interdependency. The research result states that network relations among the activity factors of the One Marine Fishery Data are driven more by the regulations that applied before. Although this is counterproductive to the spirit of network, interactor network relationships can be realized based on the characteristics of the network. It is also supported by strong leadership at the KKP. There is the need to improve coordination in communication, particularly with parties outside the KKP, strengthen strategies by network managers, and reframe perceptions of actors related to the objectives of the One Marine and Fishery Data so that networking relationships in these activities will grow."

AbstrakThe purpose of this study is to see how to determine the BUMDes (Village-owned Enterprises) development strategy through optimizing the use of village funds in South Lampung District, Lampung Province. The study is conducted with interviews and questionnaires to the community in the village who would develop BUMDes. The methods used are descriptive analysis and SWOT. Some findings indicate that village-owned companies are needed to control the economy in the village."

AbstrakThis paper aims to determine the effectiveness of the Village Fund management in Sibulue District, Bone Regency, South Sulawesi Province. With Village Funds, village governments are given sufficient authority and resources to improve the economy and the welfare of rural communities. The results of the study show that the use of village funds is quite good and effective to develop the economic potential of the village. The main problem that arises in the management of village funds is the lack of knowledge of human resources related to village financial planning and management."

AbstrakThis study tries to explore how the implementation of the Agroforestry system that is initiated by the Ministry of Forestry. The study took place in Cibulao Village, Bogor District, West Java Province, which is in a forest area. The study approach is carried out qualitatively through in-depth interviews. The Agroforestry system is intended to try to reduce forest conversion and destruction as an alternative to protect the forest and at the same time give people around the forest an opportunity to exploit the economic potential of the forest."

AbstrakThis study aims to describe the economic potential of islands in Sumenep District. This study uses a qualitative descriptive approach, carried out by collecting data through observation, in-depth interviews, and data tracking. Sumenep District has the largest number of islands in East Java, 287 islands, spread across nine subdistricts. These islands have considerable economic potential, from oil and gas to fisheries, epinephelinae, cromileptes altivelis, and lobster. This area has a great need for the existence of a transportation network as a means of economic mobility of the community, which also affects the price of basic necessities far higher than the area of Sumenep Regency on the mainland, Madura Island and Java Island."
