Pada saat ini kita berada pada tahun terakhir Pelita V. Dalam waktu yang tidak seberapa lama lagi kita akan segera memasuki masa Pembangunan Jangka Panjang Kedua (Bangkajang II), yaitu periode 1993-2018. Sebagaimana telah digariskan dalam Garis-Garis Besar Haluan Negara (GBHN), hakikat pembangunan nasional adalah pembangunan manusia Indonesia seutuhnya dan pembangunan seluruh masyarakat lndonesia. Ini berarti bahwa pembangunan itu tidak hanya mengejar kemajuan lahiriah atau kepuasan batiniah saja, tetapi juga memerlukan keselarasan, keserasian, dan keseimbangan di antara keduanya. Pembangunan kesehatan merupakan salah satu unsur dari kemajuan lahiriah dan kepuasan batiniah tersebut. Dalam Pelita-pelita lalu arah dan kebijaksanaan pembangunan bidang kesehatan adalah untuk mewujudkan perbaikan kualitas manusia dan kehidupan masyarakat. Dalam Bangkajang II mendatang tema sentral pembangunan bidang kesehatan akan tetap dipertahankan, yaitu upaya peningkatan mutu dan pemerataan pelayanan kesehatan. Tidak berlebihan kiranya bila saya kemukakan bahwa keberhasilan pembangunan bidang kesehatan merupakan indikator yang paling mudah diterima dan dirasakan oleh masyarakat.

Dalam konteks menyambut era Bangkajang lI tersebut, perkenankan saya menyampaikan beberapa pokok pikiran yang saya beri judul “Peningkatan Kualitas Manusia Indonesia melalui Upaya Kesehatan Wanita". Melalui uraian ini saya ingin mengajak hadirin sekalian, khususnya para dokter spesialis obstetri dan ginekologi, untuk memikirkan peran apa yang dapat kita sumbangkan dalam upaya mencapai tujuan nasional tersebut.

Ada beberapa indikator yang digunakan untuk mengukur kualitas manusia. Pertama, Indeks Mutu Hidup atau Physical Quality of Life Index (POLI). Kedua, Human Development Index (HDI) yang dikembangkan oleh UNDP, Ketiga, Social Development Index (SDI) yang sedang dikembangkan oleh Bappenas.2 Derajat kesehatan selalu merupakan salah satu unsur ketiga indikator tersebut, yang menunjukkan bahwa derajat kesehatan merupakan kontributor penting bagi kualitas manusia.

Tujuan pembangunan kesehatan adalah tercapainya kemampuan hidup sehat sehingga setiap warga negara dapat menikmati derajat kesehatan yang setinggi-tingginya. Dalam kebijakan dasar pembangunan kesehatan, tercapainya kemampuan hidup sehat memerlukan arah dan kebijaksanaan pembangunan yang menempatkan masalah kualitas manusia dalam kaitannya dengan kecenderungan perkembangan sosial ekonomi, pertumbuhan penduduk, penurunan fertilitas, penurunan morbiditas, dan penurunan mortalitas. Peningkatan kualitas manusia merupakan bagian tidak terpisahkan dari masalah pengendalian kependudukan.
