"This paper posits an opinion that the state of philosophy in comtemporary world including in academic milieu is quiet unsatisfying in terms of how it is formulated and perceived. Though only lightly touched here and there, similar situation happens in Indonesia. Philosophy has been notoriously accused of corrupting young generations, of continously irritating establishments, or at best leaves the world unchanged. Con-sidering that even music, for example, which satisfies only a few human sence, could have such enormous effect to human life, philosophy which claims to cover all traces of human existence could basically do something much much more, rather than simply uninfluencial or harming humanity. By elucidating initial and a little further meaning of philosophy, this paper try to build a foundation for such claim. In between such elucidation, it is briefly mentioned certain reasons why philosophy has been, is and will exist as long as human being exist. All in all, however, this article is only a beginning or at least the first part to explain the existensial nature of philosophy. A further article is needed to expound that."

"Research Target is to analysis of government development of organization execution area in improving public service specially service in area of administration and to analyse strategy that conducted to develop organization of area government in improving public service specially service in area of administration in South East Regency Muna Provinsi Sulawesi. Framework raises its argument about criteria successfullness of an organization by depict managerial activity ( Managerial The core activities ) that consist of Strategy, structure, system, style, Staff,Skill and Shared Value. And to bear strategy in developing organization local government (PEMDA) then writer uses analyze SWOT. Research that used by to answer problem of research must in exact accord with research problem. Research method this is the descriptive by research design qualitive. Analysis show has not yet been existence of strategy planning, have not yet the of dissociation either duty or workplace in accordance with working organisation rule, responsibility exceeds, authority given there is no employee motivation are added next has not yet been existence of vision and mission of every organization also area government service not prima. In ability of Local Government organization activity that service to public to society have had strategy that either although has not yet been optimal in supporting target creation,seen from operating expenses that minim service tariff that expensive relative, handling complai that has not yet been maximal , while output that prodiced by show result that less maximal with still existence of society sigh espicially in the case of time in service execution. "The article discusses institutional structure of Depok municipality as a consequence of Government Regulation number 22/1999's implementation. concerning current socio-economics condition of depok municipality, the institutional structured is framed around suburbanization process. the process is largely a consequence of Depok suburbanization of Depok toward Jakarta which in turn transform socio--economic condition of Depok into its current anatomical structure of Depok city, increase in population, and increase of economic activities. this dramatic change requires economy autonomy in order to facilitate government of Depok to efficiently manage the changes. this was further accommodated in structuring and strengthening executive structure of Depok municipality. the structure is an institutional effort made to improve Depok Municipality 's performance."

"Order in which the rising impact of regional expansion in high interest areas to spread them
selves. In Sulawesi from 1999 to 2009 recorded around 33 district /city and formed two new
provinces. Results of research on six areas in Sulawesi by using descriptive qualitative approach
method shows that these areas of regional expansion in Sulawesi grounded by a variety of factors,
such as the size of the territory holding districts, geo-easy to grow, and the ability of the economy as
well as the potential area pemekaran considered capable enough to stand it self as an autonomous
district. Portrait of education and health at six loci scrutiny, Kota Palopo, Moutong Parigi District,
North Minahasa regency, North Mamuju District, Regency South Konawe and Bone Regency
Bolango show that the district focused on two things, namely improvement of facilities and
infrastructures, as well as increased quality of education and health. Implications of these portraits
is the estimated increase, improve quality, and equality of education and health. In addition to many
constraints facing the district in providing public services in both sectors, but the facilities and
opportunities that are already pretty up to the district gradually able to overcome the barriers that
exist through the facilities and opportunities available."

"Penelitian dilakukan dengan tujuan untuk menggambarkan : 1) kualitas pelayanan yang diberikan oleh PDAM Enrekang, dilihat dari sisi kepuasan pelanggan; 2) akuntabilitas PDAM Enrekang terhadap layanan yang diberikan kepada masyarakat sebagai pelanggan.
Metode penelitian yang digunakan dalam penelitian ini merupakan penggabungan antara kuantitatif dan kualitatif Dimana data kuantitatif disajikan dalam bentuk table frekuensi kemudian dianalisa secara deskriptif Untuk mengukur kepuasan masyarakat sebagai pelanggan, pengukurannya mempergunakan sistem penilaian yang dikembangkan oleh Zeithaml dick, yaitu metode service quality (Servqual) yang berpedoman kepada lima 5 (lima) dimensi yaitu Tangibles, Reliabilitiy, Responsivenees, Assurance dan Empathy. Untuk mengetahui akuntabilitas publik dipergunakan metode distribusi persentase.
Hasil penelitian menuniukkan bahwa pelanggan relatif belum puas terhadap pelayanan yang diberikan oleh Kantor PDAM Enrekang. Hal ini dikarenakan masih terdapatnya kesenjangan/gap antara harapan dengan persepsi pelanggan tersebut. Meskipun belum dapat dikatakan ideal bagi pelanggan, namun harapan dari beberapa pelanggan terhadap pelayanan yang diberikan kantor PDAM Enrekang telah direalisasikan walaupun belum pada tahap menyeluruh. Akuntabilitas PDAM Enrekang terhadap pelanggan sebagai konsumen pads umumnya sudah baik, namun ada sebagian masyarakat yang merasa bahwa pihak PDAM Enrekang belum akuntabel seperti pada saat penetapan tarif air minum, masih ada masyarakat yang merasa tidak dilibatkan, pada dimensi pengelolaan teknis, masih ada konsumen yang merasa bahwa kernudahan dan biaya untuk melakukan penyambungan baru dirasakan relatif besar dan berbelit-belit serta pada saat pembayaran perbulan masih saja ada konsumen yang selalu menunggak Pada dimensi hak dan kewajiban, terlihat bahwa masih ada konsumen yang merasa belum mengetahui sepenuhnya apa hak dan kewajiban sebagai seorang pelanggan PDAM dan terakhir pada dimensi informasi langganan, didapatkan suatu kenyataan bahwa ada sebahagian besar konsumen yang merasakan adanya hambatan dalam menyelesaikan keluhan-keluhan yang disampaikan kepada pihak PDAM Enrekang.
Untuk mencapai hasil yang maksimal dalam pemberian layanan dan akuntabilitas kepada konsumen, diperlukan tindakan : mengganti peralatan dan perlengkapan yang digunakan dalam pengelolaan air bersih yang sudah usang dan tua dengan peralatan dan perlengkapan yang baru atau berteknologi tinggi, menepati janji yang telah diberikan kepada konsumen, harus sering memberikan informasi-informasi pelayanan kepada pelanggan melalui berita, pamflet/brosur ataupun papan informasi pada ruang pelayanan, memperhatikan dan lebih meningkatkan kualitas kerja para karyawan khususnya karyawan tennis, meningkatkan akuntabilitas dengan memperhatikan kebutuhan dan keinginan pelanggan serta apa yang menjadi hak dan kewajiban pelanggan, melakukan penelitian yang lebih mendalam dan bersifat kontinyu (setiap tahun), sehingga dapat diketahui seberapa besar kualitas pelayanan dan akuntabilitas yang telah diberikan kepada pelanggan, Disamping usaha tersebut diatas, juga diharapkan adanya pembentukan forum pelanggan dibawah binaan badan pengawas yang berfungsi sebagai mediator dan pembawa aspirasi antara pelanggan dan PDAM sendiri dalam rangka meningkatkan kualitas pelayanan dan akuntabilitas publik PDAM."

"Penelitian ini adalah penelitian operasional riset dengan pendekatan masalah melalui analisis deskriftif, mengenai Perencanaan Strategis Untuk Pelayanan Publik di Rumah Sakit Daerah Besemah Kota Pagar Alam Provinsi Sumatera Selatan Tahun 2011 - 2015.
Hasil penelitian menunjukkan perlunya dikembangkan Rencana Strategi Bisnis (RSB) dalam rangka penetapan PPK BLU/ BLUD. Rencana Strategi Bisnis harus dibuat dengan mengacu pada tujuh strategi terpilih yang dihasilkan dari Consensus Decision Making Group (CDMG) berdasarkan positioning Rumah Sakit Daerah Besemah yaitu market development dan product development.
Diperlukan komitmen yang kuat dari seluruh pegawai Rumah Sakit Daerah Besemah untuk mengimplementasikan perencanaan strategis rumah sakit. Dalam rangka meningkatkan kualitas SDM, sebaiknya Rumah Sakit Daerah Besemah menerapkan manajemen SDM yang berorientasi pada kompetensi, memiliki sistem rekruitmen dan promosi yang jelas serta perlu dilakukan pelatihan prajabatan tentang peraturan perundang-undangan yang terkait dengan kesehatan dan rumah sakit dan pelatihan tentang pendokumentasian data yang baik.
Selain daripada itu perlu dilakukan penambahan jumlah/kapasitas tempat tidur dan peningkatan kualitas pelayanan agar pemanfaatan pelayanan kesehatan yang diberikan oleh Rumah Sakit Daerah Besemah lebih optimal dan proses advokasi yang kuat dengan menggunakan justifikasi akademis dan strategi yang cerdas oleh pihak manajemen Rumah Sakit Daerah Besemah ke DPRD agar Perencanaan Strategis yang dibuat dapat menjadi RAPERDA.

This research is an operational research with descriptive analysis approach, it`s about Strategic Planning for Public Service at Besemah Regional Hospital, Pagar Alam City of South Sumatera Province in 2011-2015.
The result of this research showed the need to developed Business Strategic Plan (SBP) in order to implement PPK BLU/BLUD system. The Business Strategic Plan must be designed by referring to seven chosen strategies through Consensus Decision Making Group (CDMG) based on the positioning of Besemah Regional Hospital, that are market development and product development.
To implement the Business Strategic Plan, strong commitments are needed from all Besemah Regional Hospital employees. In order to improve human resources quality Besemah Regional Hospital should implement competency oriented human resources management, have clear recruitment and promotion systems, pre positioning training about health care and hospital bills and also training a bout good data documentation.
In addition, it is necessary to add the amount/capacity of beds and to improve the quality of health service provided by Besemah Regional Hospital as well as to strengthen the process of advocacy with academic justification and smart strategy by the management of Besemah Regional Hospital to the Regional People`s Representative Council in order that the strategic planning could be adopted into the Draft of Local Goverment Regulation."
