"Kapitasi Berbasis Pemenuhan Komitmen Pelayanan (KBK) merupakan sistem pembayaran kapitasi dari BPJS Kesehatan kepada FKTP berdasarkan pencapaian tiga indikator yang diterapkan sebagai bagian dari pengembangan sistem kendali mutu pelayanan FKTP. Adapun ketiga indikator tersebut adalah Angka Kontak, Rasio Rujukan Non Spesialistik dan Rasio Peserta Prolanis Rutin Berkunjung ke FKTP. Pencapaian indikator dapat berupa zona aman, dan zona tidak aman. Besaran pembayaran dilakukan sesuai dengan pencapaian ketiga indikator yang mengacu kepada Surat Edaran Bersama Kementerian Kesehatan dan BPJS Kesehatan No.HK 01.08/III/980/2017 No.2 tahun 2017. Penelitian ini bertujuan untuk menganalisis faktor–faktor yang mempengaruhi pencapaian indikator Kapitasi Berbasis Pemenuhan Komitmen Pelayanan pada Puskesmas di wilayah kerja BPJS Kesehatan KCU Bogor berdasarkan teori Edward III. Penelitian ini merupakan penelitian dengan metode kualitatif dan telaah dokumen. Data primer dikumpulkan dengan melakukan observasi dan wawancara mendalam kepada informan penelitian ini yang terdiri dari Kepala/Wakil Puskesmas, penanggung jawab KBK di Puskesmas, Kepala Bidang PMP BPJS Kesehatan KCU Bogor, Staf Bidang PMP BPJS Kesehatan KCU Bogor. Data sekunder dikumpulkan dengan menelaah dokumen BPJS Kesehatan KCU Bogor. Hasil penelitian ini menunjukkan bahwa kebijakan pelaksanaan KBK ini telah disosialisasikan oleh BPJS Kesehatan dengan jelas kepada Puskesmas. Pada pencapaian ketiga indikator dipengaruhi oleh ketersediaan SDM, fasilitas sarana dan prasarana serta sistem pencatatan yang baik.

Pay for performance is a capitation payment system from BPJS Kesehatatan to primary health facilities based on the achievement of the three indicators applied as part of the development of the primary health facilities service quality control system. The three indicators are the Number of Contacts, the Non Specialistic Reference Ratio and the Participant Prolanis Ratio Routinely Visiting primary health facilities. Achievement of indicators can be in the form of a safe zone, and an insecure zone. The amount of payment is carried out in accordance with the achievement of the three indicators referring to the Joint Circular of the Ministry of Health and BPJS Kesehatatan No. HK 01.08 / III / 980/2017 No.2 year 2017. This study aims to analyze the factors that influence the achievement of pay for performance to primary health facilities service in working area BPJS Kesehatan Bogor based on the theory of Edward III. This research is a study with qualitative methods and document review. Primary data was collected by conducting observations and in-depth interviews with informants of this study consisting of the Head / Deputy of primary health facilities service, the person in charge of the coordinator program in the primary health facilities service, Head of PMP BPJS Kesehatatan Bogor, Staff of PMP BPJS Kesehatatan Bogor. "Tesis ini melihat gambaran mengenai kesiapan implementasi kebijakan pelatihan bidang kesehatan dengan didasarkan pada UU 36/2014 tentang Tenaga Kesehatan Pasal 31 untuk terselenggaranya pelatihan kesehatan yang bermutu, dengan mengidentifikasi regulasi yang terkait dengan pelatihan bidang kesehatan, identifikasi faktor-faktor yang berperan, serta mengetahui hambatan dan upaya yang dilakukan dalam kesiapan implementasi kebijakan bidang kesehatan. Penelitian ini merupakan studi deskriptif dengan metode analisis kualitatif dengan melakukan wawancara mendalam dan penelusuran dokumen. Penelitian dilakukan pada bulan Juni 2017, berlokasi di wilayah DKI Jakarta. Dari hasil penelitian disimpulkan bahwa penerapan kebijakan pelatihan saat ini masih ada kendala dikarenakan penyiapan kebijakan turunan UU 36/2014 tentang Tenaga Kesehatan masih dalam proses penyusunan, kendala lain terutama dalam hal SDM, kuantitas sosialisasi kebijakan terhadap pelaksana kebijakan, dan perlunya penyesuaian instrument/pedoman yang ada terhadap kebijakan yang berlaku saat ini.

This thesis conducted a review of UU 36 2014 about Health Workers Article 31 to perceive readiness of health training implementation for the implementation of quality health training, by identifying regulations related to health sector training, identification of contributing factors, and to know the obstacles and efforts made in the readiness of health policy implementation. This study is a descriptive study with qualitative analysis method by conducting in depth interviews and document tracking. The research was conducted in June 2017, located in DKI Jakarta area. The result of the study concluded that the implementation of the current training policy is still a problem because the preparation of the operational policy of UU 36 2014 is still in the process of drafting, other obstacles in the matter of human resources, the quantity of policy socialization to the policy implementer, and the need for adjustment of the instrument guidelines against current policies."

"Implementasi kebijakan pembelajaran tatap muka terbatas menjadi salah salah alternatif solusi guna mengatasi learning loss. Kendati demikian, dalam implementasinya ditemukan sejumlah permasalahan, salah satunya yaitu gap antara regulasi kebijakan dengan implementasinya dikarenakan sejumlah faktor yang mempengaruhinya. Maka dari itu, penelitian ini bertujuan untuk mengetahui dan memberikan gambaran mengenai faktor apa saja yang mempengaruhi implementasi kebijakan pembelajaran tatap muka terbatas di DKI Jakarta: studi kasus pada SMAN 90 Jakarta, MAN 10 Jakarta, dan SMAN 69 Jakarta. Teori yang digunakan dalam penelitian ini adalah teori model implementasi kebijakan Merilee S. Grindle pada tahun 1980. Adapun pendekatan dalam penelitian ini yaitu pendekatan post-positivist dengan metode pengumpulan data berupa wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukkan bahwa faktor yang mempengaruhi implementasi kebijakan pembalajaran tatap muka terbatas adalah faktor kepentingan yang terpengaruh; jenis manfaat yang diperoleh; kedudukan letak pengambilan keputusan; pelaksana program; dan tingkat kepatuhan dan daya tanggap memberikan pengaruh signifikan terhadap implementasi kebijakan. Kelima faktor tersebut memberi pengaruh yang signifikan terhadap implementasi kebijakan pembelajaran tatap muka di DKI Jakarta. Sedangkan faktor derajat perubahan yang diharapkan; sumber daya yang dilibatkan; kekuasaan, kepentingan, strategi aktor yang terlibat; dan karakteristik lembaga tidak memberikan pengaruh signifikan terhadap implementasi kebijakan pembelajaran tatap muka di DKI Jakarta.

The implementation of the limited face-to-face learning policy is one of the alternative solutions to learning loss. However, in its implementation several problems were encountered, such as the gap between the established policy regulations and the implementation. Therefore, this study aims to find out and provide in-depth description of what factors influence the implementation of limited face-to-face learning policy in DKI Jakarta: A case study of SMAN 90 Jakarta, MAN 10 Jakarta, and SMAN 69 Jakarta. The theory used in this study is Merilee S. Grindle’s theory of policy implementation models in 1980. The research approach is a post-positivist with qualitative data collection methods through in-depth interviews and literature studies. The results show that the factors that influence the policy are interest affected; the type of benefits; site of decision making; program implementator; and compliance and responsiveness has a significant influence on policy implementation. All five factors provide a significat impact on the implementation of the limited face-to-face learning policy in DKI Jakarta. While the extent of change; resources comitted; power, interests, and strategies of the actors involved; and institution and regime characteristics do not have a significant impact on the success of the policy implementation"

"Dalam implementasi kebijakan pembentukan Account Representative terdapat berbagai permasalahan yang terjadi, sehingga perlu dilakukan analisis terhadap implementasi kebijakan tersebut. Analisis yang dilakukan dibatasi pada Kantor Pelayanan Pajak Madya Jakarta Utara. Penelitian yang dilakukan menggunakan metode penelitian kualitatif dengan desain deskriptif dan menggunakan teknik pengumpulan data berupa penelitian pustaka dan penelitian lapangan melalui pengamatan terlibat dan wawancara mendalam.
Dari analisis yang dilakukan diperoleh hasil bahwa: 1) terdapat penyimpangan pengertian dari konsep kebijakan pembentukan Account Representative, 2) ditemukan banyak permasalahan yang terjadi dalam implementasinya, dan 3) telah banyak upaya yang dilakukan oleh Direktorat Jenderal Pajak dalam mengatasi permasalahan yang ada, sedangkan upaya yang dilakukan oleh Kantor Pelayanan Pajak Madya Jakarta Utara masih belum maksimal.

In the implementation of policy about Accounts Representative formation, there are various problems occurred, so we need to analyze the implementation of the policy. The analysis conducted is limited to the Tax Office Madya Jakarta Utara. Research conducted using qualitative research methods and descriptive design using data collection techniques such as library research and field research that involved observation and depth interviews.
The analysis shows that: 1) there was a deviation from the concept of understanding policy about Account Representative formation, 2) many problems were found occur in implementation, and 3) The Directorate General of Taxes have made a lot of effort to overcome the existing problems, while efforts conducted by the Tax Office Madya Jakarta Utara still not maximal."

Penelitian ini ingin melihat implementasi Manajemen Berbasis
Sekolah/Madrasah (MBS/M) di dua madrasah swasta di Lampung dan
mendeskripsikan proses partisipasi masyarakat dalam kegiatan madrasah. Dengan
menggunakan metode studi kasus, penelitian ini menemukan bahwa implementasi
MBS/M di dua madrasah swasta ini berbeda berdasar latar belakang, iklim,
otonomisasi, tenaga pengajar, dan gaya kepemimpinan. Partisipasi masyarakat
masih terbatas hanya pada keikutsertaan masyarakat dalam implementasi atau
penerapan berbagai program pendidikan yang diselenggarakan oleh madrasah.
Meski demikian, ada peluang untuk peningkatan partisipasi ketika muncul kapital
sosial yang mempunyai fungsi bonding dan bridging diketengahkan sebagai
strategi implementasi kebijakan MBS/M di madrasah. Oleh karena itu, madrasah
masih memerlukan pembinaan yang berkesinambungan terkait aspek pelibatan
masyarakat sehingga dapat meningkatkan mutu madrasah yang berkelanjutan.

This study wants to examine the implementation of School/Madrasah
Based Management? (MBS/M) in two private islamic school (madrasah) in
Lampung and the process of public participation in these two madrasah. Using the
method of case study, this study found that the implementation of MBS/M in two
private madrasah is different based on their background, climate, autonomy,
teachers, and leadership style. Community participation in these two madrasah is
limited to the implementation or application of a variety of educational programs
organized by the madrasah. However, there are opportunities for increased public
participation when the social capital appears at the process of participation. It has
the function of bonding and bridging among community. Therefore, a madrasah
still require continuous guidance related to the involvement of the community in
order to improve the quality of madrasah sustainable.;This study wants to examine the implementation of ?School/Madrasah

"Penelitian ini bertujuan menganalisis pelaksanaan kebijakan Jabatan Fungsional Administrator Kesehatan di lingkungan Kantor Kementerian Kesehatan dengan menggunakan model analisis Edward III. Implementasi kebijakan berjalan baik bila pelaksanaanya telah sesuai dengan peraturannya. Penelitian ini menggunakan metode kualitatif dengan wawancara mendalam pada pelaksana kebijakan Jabatan Fungsional Adminkes di lingkungan Kantor Kemenkes. Informan dipilih berdasarkan purposive sampling.
Hasil penelitian menunjukkan bahwa implementasi kebijakan belum berjalan dengan baik terkait komunikasi, sumber daya, disposisi dan struktur birokrasi. Faktor-faktor yang menghambat implementasinya adalah sosialisasi; penempatan dan kewenangan Adminkes dalam Unit Kerja; dukungan pimpinan; fasilitas; beban kerja Unit Pembina; koordinasi internal di Kemenkes; dan sistem pengarsipan.

This research aimed to analyze the implementation of Health Administrator Functional Position policy at Ministry of Health office using analytical model from Edward III. Implementation of the policy is assumed to be going well when in accordance with the regulations. This research used qualitative method using in-depth interviews to the executive staff implementing the above decrees at the Ministry of Health office.
The results showed that the policy implementation of Health Administrator as Functional Position at the Ministry of Health needs to be improved in terms of communications, resources, disposition and bureaucratic structure. Factors that hinder the implementation is socialization; placement and Adminkes authority; leadership support; facilities; workload of Unit Supervisors; internal coordination in the Ministry of Health; and archiving systems.

"[ABSTRAK
Diperkirakan 15-20% kehamilan dan persalinan akan mengalami komplikasi.
Puskesmas mampu Pelayanan Obstetri Neonatal Emergensi Dasar (PONED)
sebagai sarana untuk mendekatkan pelayanan terhadap ibu hamil, bersalin dan
nifas. Kabupaten Bogor mempunyai 40 Puskesmas dan 22 diantaranya termasuk
kategori Puskesmas PONED. Puskesmas mampu PONED Parung mempunyai
cakupan penanganan komplikasi yang tinggi (77,7%) , sedangkan Puskesmas
mampu PONED Cileungsi mempunyai cakupan penanganan komplikasi
kebidanan yang rendah (50,7%). Menurut teori Edwards III , implementasi
kebijakan berfokus pada 4 variabel yaitu : komunikasi, sumber daya, disposisi,
dan struktur birokrasi.Rancangan penelitian yaitu penelitian kualitatif. Lokasi
penelitian di Dinas Kesehatan Kabupaten Bogor, Puskesmas mampu PONED
Parung dan Puskesmas mampu PONED Cileungsi.
Hasil penelitian menunjukkan untuk variabel sumber daya, Faktor sumber daya
manusia (kompetensi yang tidak merata) menjadi faktor dominan dalam
penanganan komplikasi kebidanan di Puskesmas mampu PONED. Untuk variabel
komunikasi Faktor koordinasi menjadi faktor dominan dalam penanganan
komplikasi kebidanan di Puskesmas mampu PONED. Untuk variabel struktur
birokrasi didapatkan, struktur organisasi di Puskesmas mampu PONED Parung
dan Cileungsi belum lengkap karena tidak melibatkan perawat dan belum adanya
pemisahan strukur organisasi PONED di Puskesmas Cileungsi. Untuk variabel
disposisi diperlukan peningkatan komitmen petugas Puskesmas terutama di
Puskesmas mampu PONED Cileungsi terkait dengan penanganan komplikasi
kebidanan di PONED.

ABSTRACT
An estimated 15-20% of pregnancies and childbirth can develop into
complications. Basic Emergency Obstetric and Neonatal Care (BEONC) facilities
as a means to bring services to mothers during pregnancy, labor or delivery, and
post partum period. Bogor Regency has 40 Primary Health Cares (PHCs), 22 of
them categorized as BEONC. Parung PHC is a BEONC facility with a high
coverage in complication handling (77,7%), while Cileungsi PHC is a BEONC
facility with a low coverage in complication handling (50,7%). According to the
theory of Edwards III, policy implementation focuses on four variables, such as :
communication, resources, disposition, and bureaucratic structure.The design of
the research is a qualitative research. The location of the research in Bogor
District?s Health Office , Parung and Cileungsi BEONC PHC .
The results of the study showed that in the variables of Resources, the human
resources (uneven competence) becomes the dominant factor in complications
handling BEONC facilities. In the communication variables, the dominant factor
in BEmOC facilities complications handling is coordination. In the variables of
bureaucratic structure, the organization?s structure in both Parung and Cileungsi
PHC is incomplete because it does not include nurses, and in Cileungsi PHC the
BEONC structure has not separated yet. In the variables of disposition, an
increased commitment of health officers in complication handling is required
