"Tenaga kesehatan yang bertugas di IGD memiliki tugas siaga selama 24 jam untuk menangani pasien yang jumlah dan tingkat keparahannya tidak dapat diprediksi. Dalam interaksi antara tenaga kesehatan dan pasien di IGD harus ada kesepakatan setiap langkah tata laksana penyakit. Kesepakatan tersebut dibangun dari saling berkomunikasi. Melalui komunikasi antara tenaga kesehatan dan pasien dengan berbagai latar belakang, maka diperlukan keterampilan komunikasi yang baik untuk mengatasi salah tafsir. IGD terdapat tiga kategori derajat keparahan penyakit pasien,  yaitu triase merah, triase kuning, dan triase hijau. Tekanan kepada tenaga kesehatan paling banyak berasal dari kategori triase merah, disusul dengan triase kuning dan kemudian triase hijau. Penilaian pasien dilakukan dengan cepat dan segera untuk mengetahui tingkat kegawatan. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus dan menggunakan Model Komunikasi Antarpribadi Joseph A DeVito. Informan pada penelitian ini ada 11 informan, pengambilan data dengan wawancara mendalam menggunakan pedoman wawancara dan observasi non partisipatif. Penentuan informan mengacu pada prinsip kesesuaian (appropriateness) dan kecukupan (adequacy) yang kemudian dilakukan analisis data dengan analisis konten. Hasil yang didapatkan yaitu tidak ada perbedaan pola komunikasi pada triase merah setiap shift. Terdapat perbedaan pola komunikasi triase kuning shift pagi dengan shift sore. Kemudian, tidak terdapat perbedaan pola komunikasi pada triase hijau shift pagi dengan shift malam. Informan mengakui bahwa derajat keparahan penyakit membuat adanya perbedaan dalam berkomunikasi. Peneliti menemukan bahwa perbedaan pola komunikasi selain dari tingkat keparahan penyakit juga dipengaruhi oleh tingkat pendidikan pasien.

Health workers on duty at the emergency room have a 24-hour standby duty to treat patients whose number and severity cannot be predicted. In the interaction of health workers and patients in the emergency room, there must be agreement on every step of disease management. The agreement was built from communicating with each other. Through communication between health workers and patients with various backgrounds, good communication skills are needed to overcome misinterpretation. In the Emergency Room, there are three categories of patient severity, namely red triage, yellow triage, and green triage. Most of the pressure on health workers comes from the red triage category, followed by the yellow triage and then the green triage. Patient assessment is carried out quickly and immediately to determine the level of emergency. This research is a qualitative research with a case study approach and uses Joseph A DeVito's Interpersonal Communication Model. Informants in this study there were 11 informants, data collection by in-depth interviews using interview guidelines and non-participatory observation. The determination of informants refers to the principles of appropriateness and adequacy, which are then analyzed by means of content analysis. The results obtained are, there is no difference in communication patterns in the red triage for each shift. There are differences in the yellow triage communication pattern for the morning shift and the afternoon shift. Then, there are no differences in communication patterns in the green triage of the morning shift and the night shift. Informants acknowledged that the degree of severity of the disease made a difference in communicating. Researchers found that differences in communication patterns apart from the severity of the disease were also influenced by the patient's education level."

"Komunikasi merupakan bagian penting dari perilaku caring perawat. Penelitian ini mengidentifikasi perilaku caring perawat pelaksana selama penerapan standarisasi komunikasi dalam timbang terima dengan metode SBAR. Desain penelitian ini quasi eksperimental pretest posttest with control group pada 62 responden yang dipilih secara purposive sampling. Hasil penelitian menunjukkan perilaku caring perawat pelaksana meningkat 5,13 poin lebih tinggi pada kelompok intervensi dibandingkan kelompok kontrol (p < 0,005). Penerapan standarisasi komunikasi dalam timbang terima dengan metode SBAR perlu diaplikasikan di seluruh unit rawat inap. Pengarahan kepala ruangan seperti supervisi dan pelatihan secara berkala perlu dilakukan untuk mempertahankan perilaku caring perawat pelaksana.

Communication is an essential part of nurses caring behavior. The focus of this study is to identify nurses caring behavior during the implementation of standardized communication in handover with SBAR method. This quasiexperimental research design with pretest posttest control group in 62 respondents divided into two groups which has 31 selected nurses in each group by purposive sampling. The results showed that nurses caring behavior increased 5.13 points higher in the intervention group than in the control group (p <0.005). The implementation of it is need to be applied across the inpatient unit. One of function management: Direction, need to be done regularly times to maintain nurses caring behavior."

"Pertumbuhan industri manufaktur dan konstruksi dapat meningkatkan potensi kecelakaan dan kejadian darurat yang perlu dipertimbangkan. Diperlukan sistem tanggap darurat untuk mengurangi dan meminimalkan dampak dan kerugian yang bisa disebabkan oleh peristiwa darurat. Tujuan dari penelitian ini adalah untuk menganalisis kesesuaian implementasi sistem tanggap darurat di pabrik fabrikasi baja PT Wijaya Karya pada tahun 2019 berdasarkan National Fire Protection Association 1600 (NFPA 1600) 2016 edisi untuk menangani peristiwa darurat/bencana. Penelitian ini adalah desain penelitian deskriptif kualitatif yang menggunakan dua jenis data-ata primer diperoleh melalui wawancara dan observasi lapangan, sedangkan data sekunder adalah melalui tinjauan dokumen. Dari penelitian ini, dapat disimpulkan bahwa kesesuaian implementasi sistem tanggap darurat berbasis NFPA 1600 di pabrik fabrikasi baja PT Wijaya Karya adalah 74%, sedangkan ketidaksesuaian adalah 26%. Meskipun hasilnya dapat diterima, perusahaan dituntut untuk meningkatkan perencanaan dan implementasi sistem tanggap darurat agar lebih komprehensif.

The growth of the manufacturing and construction industry can increase the potential for accidents and emergencies that need to be considered. Emergency response systems are needed to reduce and minimize the impact and losses that can be caused by emergency events. The purpose of this study is to analyze the suitability of the implementation of the emergency response system at PT Wijaya Karya steel fabrication plant in 2019 based on the 2016 National Fire Protection Association (NFPA 1600) edition to handle emergency/disaster events. This research is a descriptive qualitative research design that uses two types of data; Primary data obtained through interviews and field observations, while secondary data is through a document review. From this study, it can be concluded that the suitability of the implementation of the NFPA 1600-based emergency response system at PT Wijaya Karya steel fabrication plant is 74%, while the non-conformity is 26%. Although the results are acceptable, companies are required to improve the planning and implementation of emergency response systems to be more comprehensive."

"Latar Belakang: Salah satu bidang kedokteran adalah kedokteran darurat atau emergency medicine. Bidang kedokteran ini memiliki fokus penanganan pasien pada keadaan darurat. Salah satu kedokteran darurat menangani bagian saraf pasien atau sering disebut sebagai neuroemergensi. Pada kasus neuroemergensi, dibutuhkan penilaian awal untuk menentukan prognosis pasien dan prioritas penanganan yang diperlukan. Namun, sistem-sistem yang ada sering tidak bisa dilakukan karena kurangnya sumber daya sehingga membuat sistem-sistem tersebut kurang efektif. Riset ini akan melihat hubungan tanda vital dengan prognosis pasien neuroemergensi. Alasan tanda vital digunakan adalah karena tanda vital mudah diukur dengan sumber daya terbatas. Selain itu, riset ini juga akan melihat apakah tanda vital yang selama ini digunakan secara luas untuk penilaian awal segala kasus darurat relevan untuk kasus darurat dengan penyakit saraf sebagai penyebab yang spesifik.
Tujuan: Tujuan utama riset ini adalah mencari alternatif yang lebih mudah terhadap parameter yang sudah standard dalam keadaan neuroemergensi.
Metode: Pasien dengan tanda vital berupa denyut nadi, laju respirasi, temperatur, saturasi oksigen, dan tekanan darah sistolik dan diastolik variabel independen dikategorikan sebagai normal dan abnormal. Lalu, hasilnya dibandingkan dengan status discharge pasien dari unit gawat darurat RSCM berupa dilepas langsung ke rumah, masuk bangsal umum, mendapat perawatan intensif, meninggal, atau dirujuk ke spesialis lain sebagai variabel dependen. Jumlah pasien pada kategori tertentu lalu dianalisis asosiasi nya. Selain itu, nilai New Early Warning Score (NEWS) juga diasosiasikan ke discharge status untuk mengecek apakah sistem ini bisa dipakai di kasus neuroemergensi.
Hasil: Denyut nadi, laju respirasi, MAP, saturasi oksigen, temperature, dan skor GCS mempengaruhi status discharge pasien neuroemergensir yang juga mewakili prognosis pasien dengan nilai signifikansi masing-masing p<0,05.
Kesimpulan: Penilaian awal respiratory rate, heart rate, tekanan darah diastolik dan sistolik, temperatur, saturasi oksigen, dan skor GCS bisa digunakan untuk memprediksi prognosis pasien neuroemergensi.  Tanda vital yang lebih baik berarti prognosis yang lebih baik bagi pasien neuroemergensi. Nilai NEWS juga ditemukan memiliki asosiasi signifikan pada kasus neuroemergensi.

Background: One of the fields of medicine is emergency medicine. This medicine focuses on patients' management during emergency setting. One of the available emergency medicine is neuroemergeny, which is emergency treatment with neurological diseases as the main cause. In neuroemergency cases, early assessment is required to predict patient's prognosis and determine patient's treatment priority. However, existing systems often cannot be done due to lack of resources. This research will check the association of vital signs and neuroemergency patient prognosis. Vital signs measurement is used vital signs can be measured with limited resources. Also, this research will also check whether vital signs which have been used to date for emergency assessment is relevant for neuroemergency cases specifically.
Objective: To find easier alternatives to standardized parameters in determining prognosis in neuroemergency setting.
Method: Vital signs of patients such as heart rate, respiratory rate, GCS score, oxygen saturation, systolic and diastolic blood pressure in the form of mean arterial pressure (MAP), and temperature as independent variable were categorized as normal or abnormal. Then the result was associated with patient discharge status from the emergency unit in RSCM such as direct-discharged home, general ward, intensive care, deceased, or referred to other specialist(s) as a dependent variable. After that, National Early Warning Score (NEWS) score associated with discharge status was also checked to know whether this system could be used to assess neuroemergency cases.
Result: Heart rate, respiratory rate, MAP, oxygen saturation, GCS score, and temperature affect neuroemergency discharge status which represents patients prognosis with significance p<0.05.
Conclusion: Initial assessment of heart rate, respiratory rate, systolic blood pressure, diastolic blood pressure, body temperature, oxygen saturation, and GCS score can be used to predict patient's prognosis in neuroemergency cases. Better vital signs indicate better prognosis in neuroemergency cases. NEWS score is also associated well with discharge status."

"Skripsi ini memuat pembahasan mengenai peraturan terkait tanggung jawab hukum pelayanan kesehatan primer dalam memberikan pelayanan gawat darurat. Bentuk penelitian skripsi ini adalah yuridis normatif dengan metode analisis data kualitatif. Penelitian ini dikaitkan dengan pengaturan mengenai pelayanan gawat darurat dan pelayanan kesehatan primer yang terdapat dalam Undang-Undang Nomor 36 Tahun 2009 tentang Kesehatan, Peraturan Menteri Kesehatan No. 47 Tahun 2018 tentang Pelayanan Kegawatdaruratan, dan Peraturan Menteri Kesehatan No. 19 Tahun 2016 tentang Sistem Penanggulangan Gawat Darurat Terpadu. Dalam penelitian ini, ditemukan bahwa pelayanan gawat darurat menjadi suatu kewajiban yang tidak boleh ditolak oleh pelayanan kesehatan primer di Indonesia sebagai bentuk perlindungan hak atas pemeliharaan kesehatan. Kepala Dinas Kesehatan Kabupaten/Kota dan Bupati/Wali Kota bertanggung jawab atas kelalaian atau penyimpangan dalam pelayanan kegawatdaruratan yang menyebabkan kerugian pada pasien sebagai bentuk penerapan vicarious liability dan doktrin “respondent superior”. Hasil penelitian ini menyarankan agar pemerintah daerah dan instansi-instansi terkait melakukan pengawasan dan pembinaan terhadap pelayanan kesehatan primer secara rutin untuk mencegah penyimpangan dalam pelaksanaan pelayanan kegawatdaruratan.

This thesis discusses regulations related to the legal liability of primary health care in providing emergency care. The form of this thesis research is normative juridical with qualitative data analysis methods. This thesis is based on laws and regulations regarding emergency care and primary health care found in Law No. 36 of 2009 about Health, Ministerial Regulation of the Health Ministry No. 47 of 2018 about Emergency Care and Ministerial Regulation of the Health Ministry No. 19 of 2016 on Integrated Emergency Response System. The study shows that emergency services are an obligation that cannot be denied by primary health care in Indonesia as a form of protection of the right to health care. Heads of District/City Health Offices and Regents/Mayors are responsible for the negligence or irregularities in emergency care that cause harm to patients as the implementation of vicarious liability and the "respondent superior" doctrine. This study suggests that local governments and related agencies carry out supervision and guidance on primary health care on a regular basis to prevent irregularities in the implementation of emergency services."

"Pendahuluan: Pasien gawat darurat dengan kategori triase kuning (urgent) harus mendapatkan terapi dalam 30 menit. Waktu sejak kedatangan pasien hingga mendapatkan terapi disebut sebagai waktu tanggap pelayanan dokter. Pencapaian waktu tanggap pelayanan dokter dalam 30 menit untuk pasien dengan kategori triase kuning di IGD-RSCM belum mencapai 100%.
Tujuan: Penelitian ini bertujuan untuk mengetahui faktor-faktor yang berhubungan dengan tercapainya waktu tanggap pelayanan dokter dalam 30 menit pada pasien non-trauma bertriase kuning di IGD-RSCM; pola kedatangan, kondisi kepadatan IGD, tercukupinya jumlah kebutuhan staf, ketepatan triase, waktu ketersediaan terapi dan adanya rujukan yang terkonfirmasi (SPGDT).
Metode: Penelitian ini adalah penelitian potong-lintang, menggunakan data retrospektif, dan melibatkan 105 subyek dengan triase tepat (kuning-kuning) dan 3 subyek dengan triase tidak tepat (hijau-kuning). Analisis bivariat antara hubungan ketepatan triase dengan waktu tanggap pelayanan dokter menggunaka seluruh subyek (108 subyek), sedangkan analisis bivariat lainnya menggunakan hanya subyek dengan triase tepat (105 subyek).
Hasil: Hasil analisis bivariat menunjukkan bahwa terdapat hubungan yang bermakna antara kedatangan pasien di sore hari (p=0,032, PR=2,514; 95% CI: 1,128-5,603), tercukupinya jumlah kebutuhan EMO (p=0,021; PR=2,489; 95% CI: 1,230-5,035), dan waktu ketersediaan terapi (p<0,001) terhadap waktu tanggap pelayanan dokter. Tidak terdapat hubungan yang bermakna antara kedatangan pasien di pagi dan malam hari (p=0,165, PR=0,459, 95% CI: 0,170-1,244 dan p=0,391, PR=0,566, 95% CI: 0,185-1,732, secara berurutan), kondisi kepadatan IGD (p=0,852; PR=1,172; 95% CI: 0,567-2,424), jumlah perawat (p=0,274; PR=0,480; 95% CI: 0,155-1,482), tercukupinya jumlah kebutuhan pemandu (p=0,094; PR=0,499; 95% CI: 0,244-1,018), ketepatan triase (p=0,484), dan adanya rujukan yang terkonfirmasi (SPGDT (p=0,524; PR=1,561; 95% CI: 0,302-8,067) terhadap waktu tanggap pelayanan dokter.
Kesimpulan: Kedatangan pasien di sore hari, tercukupinya jumlah EMO, dan waktu ketersediaan terapi berhubungan dengan tercapainya waktu tanggap pelayanan dokter dalam 30 menit. Hasil penelitian dan model yang disarankan dalam penelitian ini dapat digunakan oleh IGD-RSCM untuk mengembangkan pendekatan untuk perbaikan pencapaian waktu tanggap pelayanan dokter dalam 30 detik.

Introduction: Emergency departments (EDs) are facing challenges in providing high quality and timely patient care, so is Cipto Mangunkusumo Hospital ED.1 Every urgent patient coming to ED has to be assessed and treated within thirty minutes.2,3 Cipto Mangunkusumo Hospital ED has not optimally reached the standard time to initial treatment for its urgent patients.
Study objective: This study evaluates whether various factors are associated with time to initial treatment.
Method: This study uses retrospective cross-sectional study design, and includes 108 subjects.
Results: This study uses bivariate analyses and shows that there are associations between patients arrivals in the evening shift p=0,032, PR=2,514), adequacy of the number of physicians needed (p=0,021; PR=2,489), and medication turnaround time (p=0,021; PR=2,489) to the achievement of thirty-minute time to initial treatment. This study also shows that there are no associations between patients arrivals in the morning and night shifts, ED overcrowding conditions, number of nurses, adequacy of the number of porters needed, accuracy of triage, and presence of pre-hospital calls to the achievement of thirty-minute time to initial treatment.
Conclusion: Patients arrivals in the evening shift, adequacy of the number of physicians needed, and medication turnaround.

"[ABSTRAK
Komunikasi adalah faktor penting dalam keberhasilan implementasi
kebijakan dan program pemerintah. Untuk itu peneliti akan menganalisis
formulasi kebijakan komunikasi dalam mendukung pelaksanaan program
pembangunan kesehatan di Indonesia. Beberapa temuan dari riset nasional seperti
Survei Demografi Kesehatan Indonesia (SDKI) tahun 2012, dan Riset Kesehatan
Dasar 2013, diperkuat dengan sejumlah penelitian lainnya serta pemberitaan di
media yang menunjukkan bahwa masih terdapat kebijakan dan program kesehatan
yang belum berhasil mencapai target yang antara lain disebabkan tidak
berjalannya fungsi komunikasi secara optimal sehingga masyarakat belum bisa
memahami dan mendukung kebijakan dan program kesehatan pemerintah.
Penelitian ini menggunakan metodologi kualitatif dengan jenis deskriptif,
pengumpulan data dilakukan melalui wawancara mendalam, focus group
discussion (FGD) dan telaah dokumen. Hasil penelitian ini menemukan fakta
bahwa fungsi komunikasi yang dijalankan unit hubungan masyarakat di
Kementerian Kesehatan belum berjalan optimal oleh karena belum adanya
pedoman yang mengatur fungsi komunikasi secara terintegrasi dan komprehensif
dalam hal kelembagaan, kegiatan, tata laksana kerja dan sumber daya. Peneliti
menyarankan kepada sejumlah pihak terkait terutama Pusat Komunikasi Publik
Kementerian Kesehatan agar segera menyusun pedoman komunikasi atau
kehumasan yang dapat mengatur seluruh aspek komunikasi yang diperlukan
dalam meningkatkan pelaksanaan tugas dan fungsi selaku hubungan masyarakat,
selain itu juga memperkuat sumber daya agar lebih memadai. Peneliti juga
merekomendasikan kepada Kementerian Komunikasi dan Informatika dan
Kementerian PAN dan Reformasi Birokrasi agar menyiapkan berbagai upaya
untuk memperkuat posisi dan peranan hubungan masyarakat dalam pembangunan
nasional.

data collection is done through in-depth interviews, focus group discussion
(FGD), and literature studies. Results of this research found that communication
functions executed by the public relations unit of the Ministry of Health has not
run optimally because of the lack of an integrated and comprehensive guidelines
governing the communication functions in terms of institutional, activities,
governance and resources. Researcher suggests to the number of related parties,
especially to the Center for Public Communication of the Ministry of Health to
immediately formulate guidelines for communications or public relations to
regulate all aspects of communication required in advancing the implementation
of tasks and functions as public relations, and also strengthens the resources to be
more adequate. Researchers also recommend to the Ministry of Communications
and Informatics and the Ministry of Empowerment of State Apparaturs and
bureaucracy reform to prepare a variety of efforts to strengthen the position and

national research such as Indonesia Demographic Health Survey (IDHS) in 2012,
and the Basic Health Research in 2013, reinforced by a number of other studies
and news in the media indicate that there are health policies and programs that
have not succeeded in achieving the targets achievements as one of the result is
due to the ineffectiveness of the communication function so that people cannot
understand and will not support the government health policies and programs.
This research uses qualitative methodology with descriptive type, where
data collection is done through in-depth interviews, focus group discussion
(FGD), and literature studies. Results of this research found that communication
functions executed by the public relations unit of the Ministry of Health has not
run optimally because of the lack of an integrated and comprehensive guidelines
governing the communication functions in terms of institutional, activities,
governance and resources. Researcher suggests to the number of related parties,
especially to the Center for Public Communication of the Ministry of Health to
immediately formulate guidelines for communications or public relations to
regulate all aspects of communication required in advancing the implementation
of tasks and functions as public relations, and also strengthens the resources to be
more adequate. Researchers also recommend to the Ministry of Communications
