"Pendahuluan: Pemerintah Prvinsi Jawa Barat telah mengeluarkan Keputusan Gubernur Jawa Barat Nomor: 443/Kep.350-BUMD DAN INVESTASI/2021 Tentang Pos Komando Oksigen. Pos komando oksigen dibentuk untuk mengatasi kedaruratan oksigen pada puncak covid-19 varian delta di Jawa Barat Juli-September 2021. Evaluasi menjadi sangat penting sebagai pembelajaran dalam rangka mempersiapkan penanganan kebutuhan darurat oksigen medis dimasa depan. Tujuan: Mengevaluasi implementasi pelaksanaan pos komando oksigen berdasarkan tugas yang tertuang dalam Keputusan Gubernur Jawa Barat Nomor 443/Kep.350-BUMD DAN INVESTASI/2021 tentang Pos Komando oksigen khususnya pada puncak varian delta. Metode: Penelitian ini merupakan penelitian non eksperimental dengan metode kualitatif pendekatan studi kasus yang diharapkan dapat menjawab pertanyaan penelitian. Penelitian ini menggunakan pendekatan teori Model Implementasi Kebijakan George C. Edward III dan Evaluasi Keputusan Teoritis William Dunn. Metode yang digunakan dalam pengumpulan data adalah wawancara mendalam kepada informan dan telaah dokumen. Hasil: Penelitian menunjukkan pos komando oksigen menjalankan tugas dengan baik namun belum optimal. Aspek komunikasi, sudah terbangun komunikasi yang baik didalam pos komando oksigen, diperlukan komunikasi yang lebih konsisten dengan mitra di luar posko. Aspek sumber daya, sudah terpenuhi staf dan diberikan kewenangan, anggaran yang tersedia cukup memenuhi kebutuhan fasilitas dilapangan. Aspek struktur birokrasi berjalan cukup optimal, mekanisme yang dibuat sangat detail dan koordinasi rutin. Aspek disposisi diimplementasikan dengan baik. Pada evaluasi tugas penyusunan rencana kebutuhan yang berjalan sudah cukup baik dilihat dari ketersediaan data untuk menyusun rencana kebutuhan, pengendalian pendistribusian dengan menunjuk BUMD adalah pilihan tepat dengan hasil 12,44 ton/hari oksigen cair dan kepemilikan 1.634 tabung oksigen. Pengkoordinasian dan pensikronan yang dilakukan harus membangun kesamaan pemahaman tentang oksigen sehingga tidak terjadi kesalahan komunikasi yang menghambat koordinasi. Pos komando membentuk sekretariat/gudang dengan pengelolaan informasi terpusat pada layanan Pikobar Provinsi Jawa Barat sudah tepat sesuai dengan amanat peraturan gubernur. Monitoring yang dilakukan juga cukup baik dan sebaiknya melibatkan mitra diluar pos komando oksigen agar juga dapat mengetahui situasi dan kondisi terkini kedaruratan oksigen. Sehingga dapat disimpulkan pos komando oksigen melaksanakan tugas dengan baik.

Introduction: The Provincial Government of West Java has issued Governor of West Java Decree Number: 443/Kep.350-BUMD DAN INVESTASI/2021 concerning Oxygen Command center. An oxygen command center was formed to deal with oxygen emergencies at the peak of the Covid-19 variant of the delta in West Java July-September 2021. Evaluation is very important as lesson learning to prepare for handling emergency medical oxygen needs in the future. Purpose: Evaluate the implementation of the implementation of the oxygen command post based on the tasks contained in the Decree of the Governor of West Java Number 443/Kep.350-BUMD AND INVESTASI/2021 concerning the oxygen command post, especially at the peak of the delta variant. Methods: This research is a non-experimental research with a qualitative case study approach which is expected to answer research questions. This study uses the theoretical approach of George C. Edward III's Policy Implementation Model and William Dunn's Theoretical Decision Evaluation. The methods used in data collection were in-depth interviews with informants and document review. Result: The research shows that the oxygen command center does its job well but not optimal. In the aspect of communication, good communication has been established within the oxygen command center, more consistent communication is needed with partners outside the command center. In the aspect of resources, staff have been fulfilled and given authority, the available budget is sufficient to meet the needs of facilities in the field. The aspect of the bureaucratic structure runs optimally, the mechanism is made very detailed and routine coordination. The disposition aspect is well implemented. In evaluating the task of preparing a needs plan that is running well enough, seen from the availability of data to prepare a needs plan, distribution control by appointing a BUMD is the right choice with a yield of 12.44 tons/day of liquid oxygen and ownership of 1,634 oxygen cylinders. The coordination and synchronization that is carried out must build a common understanding of oxygen so that there are no communication errors that hinder coordination. The command center to form a secretariat/warehouse with centralized information management on the West Java Province Pikobar service is appropriate in accordance with the mandate of the governor's regulations. The monitoring carried out is also quite good and it is better to involve partners outside the oxygen command center so that they can also find out the current situation and condition of oxygen emergencies. So it can be concluded that the oxygen command center carried out its duties properly."

"Permasalahan gizi di Indonesia masih merupakan pekerjaan rumah yang besar, dimana menurut Riskesdas tahun 2018 menunjukkan 17,7% balita di Indonesia masih bermasalah dengan status gizinya. Pada tahun 2020, pandemi Covid-19 yang terjadi berdampak secara langsung terhadap pelayanan kesehatan, salah satunya pelayanan gizi. Dengan berbagai regulasi maupun kebijakan yang bergulir di masa pandemi, salah satunya pembatasan pelayanan, evaluasi pada pelaksanaannya harus ada dan sigap untuk disikapi.
Penelitian ini bertujuan untuk mengetahui implementasi pelayanan gizi pada bayi dan balita di masa pandemi Covid-19 di wilayah kerja UPTD Puskesmas Cinere. Desain penelitian yang digunakan ialah penelitian kualitatif dengan metode wawancara mendalam dan telaah dokumen. Kerangka konsep mengacu pada model proses implementasi kebijakan Van Matter dan Van Horn dengan pendekatan critical thinking analysis. Hasil penelitian menunjukkan bahwa kinerja implementasi pelayanan gizi pada bayi dan balita belum terlaksana dengan optimal. Hal ini dibuktikan dengan adanya peningkatan masalah gizi yang cukup signifikan di wilayah kerja UPTD Puskesmas Cinere selama masa pandemi. Selain itu mayoritas programnya pun belum memenuhi capaian target tahunan. Hasil analisa kausalitas di masing-masing variabel ditemukan jika ketakutan dan kekhawatiran ibu, kurangnya sumber daya, baik tenaga kesehatan dan
sarana prasarana, serta kurangnya pemahaman para pelaksana merupakan faktor paling menonjol yang mempengaruhinya. Namun dengan segala keterbatasan yang ada, Kader Posyandu Pangkalan Jati Baru dinilai sebagai pelaku positive deviance dan Posyandu Keliling sebagai creative action yang selanjutnya memungkinkan untuk diaplikasikan di daerah lain. Penelitian ini menghasilkan 3 rekomendasi utama. Untuk jangka pendek, rekomendasi rekruitmen tenaga kesehatan. Untuk jangka menengah, rekomendasi pemanfaatan teknologi informasi. Untuk jangan Panjang, rekomendasi pembangunan penambahan Puskesmas baru (Unit Pelaksana Fungsional).

Nutritional problems in Indonesia are still a big issue. According to Riskesdas 2018 shows
that 17,7% of young children in Indonesia have problems with their nutritional status. In
2020, Covid-19 pandemic impact directly on health services, one of which is nutrition
services. The limitation of nutrition services is one of government policies in tackling
Covid-19 pandemic. An evaluation of its implementation should be used to improve the
next strategy. This study aims to determine the implementation of nutrition services
policy for baby and young children during the Covid-19 pandemic in the working area of
Cinere Public Health Center. The research used qualitative research with in-depth
interview and document review as methods. The conceptual framework based on the
model of the policy implementation process of Van Matter and Van Horn, and critical
thinking approach to analysis. The results show that the performance of nutrition services
for baby and young children have not been implemented optimally during pandemic. This
study found evidence of a significant rise in stunting, wasting, and underweight among
children in the working area of Cinere Public Health Center. In addition, the majority of
programs have not reached the annual target. The causality analysis in each variable were
found that the mother’s fear and concern, lack of resources (health workers and logistics),
and lack of understanding of the staff were the most influencing factors. However, with
all the limitations, Pangkalan Jati Baru cadre is considered as actor of positive deviance
that able to perform Posyandu Keliling as a creative action. There are 3 recommendations
in order to keep nutrition services running properly during pandemic in the Work Area of
Cinere Public Health Center. For the short time is health workers recruitment. For the
medium term is developing telemedicine, such as teleconsultation legally and properly.
For long term is recommendation to build the Unit Pelaksana Fungsional (UPF)
Puskesmas.

Pengawasan dalam bentuk evaluasi dari Gubernur sebagai wakil pemerintah pusat kepada kabupaten/kota di bawahnya menjadi salah satu faktor dalam konsistensi perencanaan pembangunan dan penganggaran di daerah, Sugiarto (2015). Sebagai kabupaten dengan laju pertumbuhan tertinggi di Jawa Barat, Kabupaten Bekasi harus memperhatikan perencanaan pembangunan daerahnya. Faktanya, peran gubernur untuk pengawasan ke Kabupaten Bekasi terdapat kendala. Pisau analisis dalam penelitian ini yaitu, model implementasi kebijakan Meter dan Horn (1975), proses pengawasan Griffin (2004) dan faktor-faktor yang mempengaruhi pengawasan Tugiman (1996). Melalui pendekatan penelitian kualitatif deskriptif, penelitian menganalisis implementasi serta faktor yang mempengaruhi dari implementasi kebijakan pengawasan perencanaan pembangunan daerah Kabupaten Bekasi oleh Provinsi Jawa Barat. Hasil penelitian menunjukan, implementasi kebijakan belum optimal. Hal dilihat mulai dari penetapan standar pengawasan. Gubernur yang mengemban 2 (dua) fungsi tidak disertai struktur organisasi dan mekanisme penganggaran yang mendukung. Peran pimpinan belum cukup menjamin keberhasilan pengawasan, karena adanya bias politik dalam tatanan implementasi pengawasan. Rekomendasi dari penelitian ini, agar dilakukan kajian ulang terkait dengan peraturan peran gubernur sebagai wakil pemerintah pusat. Pola kerja yang per output juga menjadi solusi dari di Bappeda Provinsi Jawa Barat. Sistem informasi yang mempermudah pengawasan dengan didukung SOP untuk proses pengawasan di internal Bappeda maupun komunikasi antar pelaksana perlu segera disusun.

 


Supervision in the form of evaluation from the Governor as the representative of the central government to the districts / cities below becomes one of the factors in the consistency of development planning and budgeting in the region, Sugiarto (2015). As a district with the highest growth rate in West Java, Bekasi Regency must pay attention to its regional development planning. In fact, the role of the governor for supervision of Bekasi Regency has obstacles. The knife of analysis in this research is the policy implementation model of Meter and Horn (1975), the supervision process of Griffin (2004) and the factors that influence the supervision of Tugiman (1996). Through a descriptive qualitative research approach, research analyzes the implementation and the influencing factors of the implementation of the regional development planning supervision policy of Bekasi Regency by West Java Province. The results of the study show that policy implementation is not optimal. Things are seen starting from the standard setting of supervision. The governor who carries 2 (two) functions is not accompanied by an organizational structure and supporting budgeting mechanism. The leadership role is not enough to guarantee the success of supervision, because of the political bias in the order of implementation of supervision. Recommendations from this study, so that a review is carried out related to the regulation of the role of the governor as a representative of the central government. The work pattern per output is also a solution in the West Java Province Bappeda. An information system that facilitates oversight with the support of SOPs for Bappeda`s internal monitoring process and communication between implementers needs to be prepared immediately.

"Program bantuan sosial sembako merupakan kebijakan yang dibuat oleh pemerintah sebagai jaring pengaman sosial di saat pandemi COVID-19. Program ini bertujuan untuk meringankan beban masyarakat dengan memenuhi kebutuhan pokok bagi masyarakat terdampak COVID-9. Program bantuan sosial sembako diberikan kepada masyarakat Jabodetabek. Kota Depok merupakan salah satu daerah yang berhak mendapatkan bantuan sosial sembako. Namun pada pelaksanaannya pemerintah Kota Depok mendapatkan aduan-aduan dari masyarakat terkait pelaksanaan serta paket sembako yang diberikan. Penelitian ini bertujuan untuk menganalisis manajemen pelaksanaan program bantuan sosial sembako dalam rangka penanganan COVID-19 Di Kota Depok Provinsi Jawa Barat. Teori yang digunakan pada penelitian ini adalah teori manajemen yang dikemukakan oleh Henri Fayol. Penelitian ini menggunakan pendekatan post positivist dengan teknik pengumpulan data dengan wawancara mendalam dan studi kepustakaan. Hasil penelitian memperlihatkan bahwa manajemen pelaksanaan program bantuan sosial sembako di Kota Depok belum berjalan dengan maksimal terutama pada perencanaan dan koordinasi para pelaksana program bantuan sosial sembako. Terdapat hambatan yang memerlukan perbaikan yaitu sasaran program bantuan sosial sembako yang belum jelas, pelaksanaan pengadaan paket sembako yang belum transparan dan belum sesuai dengan proses pengadaan barang dan jasa, sikap para pelaksana yang belum memiliki komitmen dalam keberhasilan bantuan sosial, motivasi para pelaksana untuk menjalankan tugas dan kewenangan, dan sumber daya pelaksana yang belum memadai. Saran dari penelitian ini adalah Kementerian Sosial perlu membuat rincian kriteria dan persyaratan penentuan sasaran program bantuan sosial sembako.

The basic food social assistance program is a policy made by the government as a social safety during the COVID-19 pandemic. This program aims to ease the burden on society by meeting basic needs for people affected by COVID-9. The basic food social assistance program is provided to the Jabodetabek community. Depok City is one of the regions that is entitled to receive social assistance for basic needs. However, the Depok City Government received complaints from the public regarding the implementation and the basic food packages provided. This study aims to analyze the management of the implementation of the basic food social assistance program in the context of handling COVID-19 in Depok City, West Java Province. The theory used in this research is the management theory proposed by Henry Fayol. This research uses a post positivist approach with data collection techniques with in-depth interviews and literature study. The research results show that the management of the implementation of the basic food assistance programs in Depok City has not run optimally, especially in planning and coordinating the implementation of the basic food social assistance programs. There are obstacles that need improvement such as targeted social assistance programs, basic needs are not yet clear, the procurement of food packages that lack of transparency and in accordance with the procurement of goods and services, the attitude of the implementers that have not been committed to the success of social assistance, the motivation of the executor to carry out the duties and inadequate executive authority and resources. The suggestion from this research is that the Ministry of Social Affairs needs to make detailed criteria and requirements for determining the target of the basic food social assistance program."

Program BOK di Kabupaten Kuningan meningkatan dana operasional Puskesmas
tahun 2011 dan 2012 menjadi 2 kali lipat, tetapi hal tersebut tidak berbanding
positif dengan pencapaian cakupan indikator SPM bidang kesehatan. Ini
mengindikasikan bahwa implementasi program BOK di Puskesmas Kabupaten
Kuningan belum berjalan sesuai harapan. Tujuan penelitian ini untuk
menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan BOK di
Puskesmas Kabupaten Kuningan berdasarkan variabel kondisi lingkungan,
hubungan antar organisasi, sumber daya organisasi, serta karakteristik dan
kapabilitas instansi pelaksana. Penelitian ini menggunakan metode kualitatif dan
dilakukan antara Bulan Maret?April 2013 berlokasi di 4 Puskesmas dan Dinas
Kesehatan dengan jumlah informan 23 orang. Pelaksanaan BOK di Kabupaten
Kuningan tahun 2011?2012 memberikan banyak manfaat kepada Puskesmas
khususnya operasional kegiatan preventif dan promotif. Tetapi ini tidak
berpengaruh positif terhadap pencapaian SPM bidang kesehatan. SPM cenderung
menurun dan item tidak mencapai target cenderung meningkat.

"ABSTRAK
E-logistik adalah salah satu kebijakan di bidang tata kelola obat dan vaksin untuk
meningkatkan akuntabilitas dan transparansi rantai suplai obat dan vaksin, mulai
diperkenalkan sejak tahun 2015, dan ditetapkan pada tahun 2017 melalui Keputusan
Menteri Kesehatan RI Nomor HK.01.07/MENKES/422/2017. Selain aplikasi e-logistik
itu sendiri, dukungan dana juga diberikan bagi implementasi kebijakan ini. Namun,
hingga akhir tahun 2017 Instalasi Farmasi Provinsi dan Kabupaten/Kota pengguna elogistik
masih rendah, yaitu sebesar 20,26%. Penelitian ini bertujuan untuk memperoleh
informasi mengenai kinerja implementasi kebijakan penerapan e-logistik di Provinsi
Jawa Barat Tahun 2018. Penelitian ini menggunakan metode penelitian kualitatif,
dilakukan selama bulan Maret sampai Juni 2019 di Kementerian Kesehatan, Dinas
Kesehatan Provinsi Jawa Barat, Dinas Kesehatan Kota Sukabumi, dan Dinas Kesehatan
Kota Depok. Teknik pengumpulan data yaitu melalui wawancara mendalam kepada
informan kunci, observasi, dan telaah dokumen. Penelitian ini menggunakan pendekatan
model implementasi kebijakan Van Meter dan Van Horn. Variabel yang diteliti yaitu
ukuran dan tujuan kebijakan, sumber daya kebijakan, karakteristik badan pelaksana,
komunikasi antar organisasi, disposisi pelaksana, lingkungan ekonomi, sosial, dan politik
yang mempengaruhi kinerja implementasi kebijakan. Hasil penelitian diperoleh bahwa
belum terjadi rutinitas dalam penerapan e-logistik, terdapat perbedaan persepsi mengenai
ukuran dan tujuan kebijakan, pemanfaatan sumber daya kebijakan yang belum optimal,
keterbatasan kapasitas pengelola e-logistik di pusat dan provinsi, transmisi komunikasi
yang belum efektif, intensitas pelaksana yang berbeda, lingkungan ekonomi, sosial, dan
politik yang kurang mendukung. Sebagai kesimpulan kinerja implementasi kebijakan
penerapan e-logistik di Provinsi Jawa Barat pada tahun 2018 belum optimal. Untuk itu
diperlukan upaya untuk menuangkan kebijakan penerapan e-logistik ini ke dalam bentuk
Peraturan Menteri Kesehatan, peningkatan kapasitas pengelola e-logistik di pusat,
provinsi, dan kabupaten/kota, pengembangan e-logistik hingga menjangkau Puskesmas,
serta transmisi komunikasi yang diarahkan pada peningkatan kesadaran pelaksana akan
kebutuhan menggunakan e-logistik.

ABSTRACT
E-logistics is one of the policies in the field of medicine and vaccine management to
improve accountability and transparency of medicine and vaccine supply chains, which
was introduced since 2015, and set in 2017 through the Decree of the Minister of Health
of the Republic of Indonesia Number HK.01.07/MENKES/422/ 2017. In addition to the
e-logistics application itself, financial support is also provided for the implementation of
this policy. However, by the end of 2017 the percentage of Provincial and District
Pharmaceutical Installation which used e-logistic were still low, about 20.26%. This study
aims to obtain information about the performance of the implementation of e-logistics
policies in West Java Province in 2018. This study uses qualitative research methods,
carried out during March to June 2019 at the Ministry of Health, West Java Provincial
Health Office, Sukabumi City Health Office, and Depok City Health Office. Data were
collected through in-depth interviews with key informants, observation, and document
review. This study uses the approach of Van Meter and Van Horn policy implementation
model. The variables studied were the standard and objectives of the policy, resources,
characteristics of the implementing agency, interorganizational communication, the
disposition of implementors, economic, social, and political conditions that influence the
performance of policy implementation. The results showed that e-logistics was not
institutionalized yet, there were differences in perceptions regarding standard and
objectives of the policy, utilization of policy resources were not optimal, limited capacity
of e-logistics managers at the central and provincial levels, communication transmission
was not effective yet, the intensity difference of implementors, economic, social and
political condition were less supportive. In conclusion, the implementation of the elogistics
policy in West Java Province in 2018 has not been optimal. For this reason, there
is a need to arrange this policy in form of Minister of Health Regulations, increase the
capacity of e-logistic managers at the central, provincial and district levels, improvement
of e-logistics to reach Health Center Office, and transmition communications aimed at
raising awareness of implementers of the need to use e-logistics

Datangnya pandemi COVID-19 menjadi stimulus transformasi cara kerja ke arah digital, namun juga menyebabkan fenomena VUCA (Volatility, Uncertainty, Complexity, Ambiguity). Penelitian ini bertujuan untuk mengetahui implementasi kebijakan flexi work di Pusbindiklatren Bappenas pada masa pandemi COVID-19. Pendekatan penelitian yang digunakan adalah post-positivist. Teknik pengumpulan data yang digunakan adalah teknik analisis data kualitatif melalui wawancara mendalam dan studi pustaka. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan Edward III. Hasil dari penelitian ini menunjukkan bahwa implementasi kebijakan flexi work di Pusbindiklatren Bappenas pada masa pandemi COVID-19 terbilang cukup berhasil, dilihat berdasarkan dari empat dimensi yang diteliti. Hanya ditemui beberapa masalah di dimensi sumber daya dan disposisi. Hal yang menjadi permasalahan adalah beberapa kerugian yang dirasakan ASN selama implementasi flexi work seperti cenderung overtime, peningkatan tingkat stres akibat isolasi, dan kurang fokus dalam bekerja, serta peserta diklat yang menghadapi kesulitan dalam keahlian penggunaan teknologi. Oleh karena itu, diperlukan penegasan peraturan yang sudah berlaku serta komitmen dari atasan/pimpinan. Serta dilanjutkannya konsep flexi work secara seimbang antara kantor dan rumah.

Ministry of National Development Planning (Bappenas) was made as the first institution that implements flexi work and served as model for other institutions. The implementation of flexi work is considered to be able to support the productivity and performance of ASN at the Bappenas Pusbindiklatren as supervisor for planners. The arrival of the COVID-19 pandemic became a stimulus for the transformation towards the digital way of work, but also caused the VUCA (Volatility, Uncertainty, Complexity, Ambiguity) phenomenon. This study aims to determine the implementation of the flexi work policy at Pusbindiklatren Bappenas during the COVID-19 pandemic. The research approach used is post-positivist. The data collection technique used is a qualitative method through in-depth interviews and literature study. The theory used in this research is Edward III's policy implementation theory. The results of this study indicate that the implementation of the flexi work policy at Pusbindiklatren Bappenas during the COVID-19 pandemic was quite successful, judging from the four dimensions studied. Some problems are encountered in the dimensions of resources and dispositions. The problem is some of the disadvantages that ASN had during the implementation of flexi work such as: overtime tendency, increased stress levels due to isolation, and lack of focus on work, as well as training participants who face difficulties in using technologies. Therefore, it is necessary to affirm the existing regulations and commitment from superiors/leaders. As well as continuing the concept of flexi work in a balanced way between office and home.

"Saat pandemi Covid-19 hadir di Indonesia, ruang gerak masyarakat menjadi terbatas dan mengubah banyak aspek kehidupan. Sektor perekonomian serta sektor kesehatan menjadi sektor yang paling terdampak akibat adanya pandemi Covid-19 di Indonesia. Adanya pembatasan sosial berkontribusi pada melemahnya perekonomian, baik dari tingkat nasional, bahkan hingga ke individu masyarakat. Hal tersebut tentu juga berimbas pada Kabupaten Kebumen. Terlebih, selama beberapa tahun berturut-turut Kebumen ditetapkan sebagai kota termiskin di Jawa Tengah. Namun di tengah kondisi perekonomian yang sedang melemah, salah satu desa di Kebumen, kabupaten termiskin di Jawa Tengah, Desa Karangsari mampu mendapatkan gelar pelopor Kampung Tangguh Nusantara Candi, sebuah penghargaan yang diberikan oleh Polisi Daerah (Polda) Jawa Tengah kepada desa yang mampu menjaga kestabilan pangan, keamanan, dan kesehatan dalam kondisi Covid-19 serta memiliki penanganan Covid-19 terbaik. Dana desa digunakan untuk menjaga kesehatan sampai ke tingkat desa. Dalam mengatasi kondisi pandemi Covid-19, pemerintah merilis kebijakan refocusing dana desa dalam rangka percepatan penanganan kasus Covid-19. Tujuan dari penelitian ini adalah untuk melihat gambaran implementasi kebijakan pemanfaatan dana desa untuk penanganan Covid-19 di Desa Karangsari pada tahun 2020-2021. Penelitian ini merupakan penelitian studi kasus dengan pendekatan kualitatif. Subjek penelitian ini adalah stakeholder di tingkat Pemerintah Kabupaten hingga Pemerintah Desa yang dipilih berdasarkan kesesuaian informasi yang dibutuhkan. Hasil penelitian menunjukan bahwa pemanfaatan dana desa untuk penanganan Covid-19 baik dari sisi komunikasi, struktur birokrasi, disposisi, sumber daya, serta kondisi sosial politik di Desa Karangsari yang sudah berjalan cukup baik walau masih ada beberapa hal yang perlu diperbaiki. Walaupun masih belum memenuhi target pemanfaatan dana desa yang sebesar 7 persen dari target 8 persen, peran dan dukungan pelaksana kebijakan di sektor kesehatan memberikan kontribusi yang baik sehingga Desa Karangsari mendapatkan penghargaan Kampung Tangguh Nusantara Candi.

When the Covid-19 pandemic arrived in Indonesia, people's space for movement became limited and changed many aspects of life. The economic sector and the health sector are the sectors most affected by the Covid-19 pandemic in Indonesia. The existence of social restrictions contributed to a weakening of the economy, both at the national level and even down to the individual community. This of course also has an impact on Kebumen Regency. Moreover, for several years in a row Kebumen has been designated as the poorest city in Central Java. However, in the midst of a weakening economic condition, one of the villages in Kebumen, the poorest district in Central Java, Karangsari Village was able to get the title of pioneer of Kampung Tangguh Nusantara Candi, an award given by the Central Java Regional Police (Polda) to villages that are able to maintain stability. food, safety and health in Covid-19 conditions and has the best handling of Covid-19. Village funds are used to maintain health down to the village level. In overcoming the conditions of the Covid-19 pandemic, the government released a policy of refocusing village funds in order to accelerate the handling of the Covid-19 case. The purpose of this research is to see an overview of the implementation of the policy of utilizing village funds for handling Covid-19 in Karangsari Village in 2020-2021. This research is a case study research with a qualitative approach. The subjects of this study were stakeholders at the District Government to Village Government levels who were selected based on the appropriateness of the information needed. The results of the study show that the use of village funds for handling Covid-19 both in terms of communication, bureaucratic structure, disposition, resources, and socio-political conditions in Karangsari Village has been going quite well although there are still some things that need to be improved. Although it still has not met the village fund utilization target of 7 percent of the 8 percent target, the role and support of policy implementers in the health sector made a good contribution so that Karangsari Village won the Kampung Tangguh Nusantara Candi award."

"Kebijakan alih komando dan pengendalian pada Yonzipur 11/DW sebagaimana Keputusan Kasad Nomor Kep/683/IX/2020 merupakan langkah penting untuk melengkapi Kodam Jaya yang tidak memiliki satuan Zeni setingkat Batalyon. Akan tetapi, kebijakan ini masih belum mencapai kondisi ideal yang ditentukan. Tesis ini bertujuan menganalisis apa faktor yang mempengaruhi dan bagaimana hasil dari penerapan kebijakan tersebut. Proses penelitian menggunakan pendekatan positivisme dan metode kualitatif, dengan model implementasi Grindle (1980). Penelitian ini menunjukkan enam dimensi dari variabel isi kebijakan yaitu kepentingan terhadap kebijakan, manfaat, derajat perubahan yang diinginkan, letak pengambilan keputusan, pelaksana kebijakan dan sumber daya, menjadi faktor yang mempengaruhi implementasi kebijakan alih kodal tersebut. Pada variabel konteks implementasi, tingkat kewenangan dan strategi yang dijalankan, karakteristik institusi serta kepatuhan dan daya tanggap juga menjadi faktor yang turut mempengaruhi implementasi kebijakan ini. Konteks lingkungan militer memperbesar kemungkinan terlaksanakanya kebijakan ini karena adanya rantai komando yang kuat, sehingga menjadikan kebijakan ini berjalan ke arah progresif ditunjukkan dengan peningkatan persentase pemenuhan validasi organisasi sesuai ketentuan Organisasi dan Tugas Yonzipur. Dari segi hasil penerapan kebijakan, kebijakan ini memberikan dampak gelar kekuatan yang ideal di tingkat Kodam Jaya sehingga meningkatkan optimalisasi penugasan pengamanan di wilayah Kodam Jaya. Dari penelitian ini, terdapat dua hal penting untuk menjadi perhatian peneliti dan pengambil kebijakan. Penelitian lanjutan dapat melihat sejauh mana karakter satuan validasi organisasi memberikan pengaruh terhadap berhasil atau tidaknya kebijakan tersebut. Di sisi lain, pengambil kebijakan perlu mempertimbangkan validasi organisasi dengan mempertimbangkan tingkat kesiapan dan kemungkinan kendala dan hambatan yang dapat terjadi.

The policy of command and control transferring of Yonzipur 11/DW as stated in Kasad Decree Number Kep/683/IX/2020 is an important step to complement the Jayakarta Military Command (Kodam Jaya), which has not had an Engineer unit at the Battalion level so far. However, this policy still has not reached the specified ideal conditions. This thesis aims to analyze what factors influence and how the results of the implementation of these policies. The research process uses a positivism approach and qualitative methods, with the Grindle (1980) implementation model. This study shows that the six dimensions of the policy content variables are interest in the policy, types of benefits, desired degree of change, location of decision making, policy implementers and resources, are factors that influence the implementation of the capital transfer policy. In the implementation context variable, the level of authority and strategy implemented, the characteristics of the institution as well as compliance and responsiveness are also factors that influence the implementation of this policy. The context of the military environment increases the possibility of implementing this policy because of a strong chain of command, so that this policy moves in a progressive direction as indicated by an increase in the percentage of fulfilling organizational validation according to Yonzipur's Organization and Duties. In terms of the results of implementing the policy, this policy has the effect of creating an ideal force at the Kodam Jaya level so that it increases the optimization of security assignments in the Kodam Jaya area. From this research, there are two important things to be noticed by researchers and policy makers. Further research can see to what extent the character of the organizational validation unit influences the success or failure of the policy. On the other hand, policy makers need to consider organizational validation by considering the level of readiness and possible obstacles and obstacles that may occur."

"Data dari Riset kesehatan dasar (Riskesdas) pada tahun 2018 menunjukkan bahwa penyakit kronis didominasi oleh penyakit Diabetes dan Hipertensi. Direktur BPJS Kesehatan telah mengeluarkan Surat Edaran No. 14 tahun 2020 tentang pelayanan kesehatan bagi peserta jaminan kesehatan nasional selama masa pencegahan Covid-19 khususnya Prolanis, sehingga diperlukan penelitian untuk mengetahui gambaran pelaksanaan kebijakan Prolanis pada masa Pandemi Covid-19. Penelitian menggunakan desain penelitian deskriptif dengan metode kualitatif (cross sectional). Jumlah informan adalah 11 orang, dilakukan pada bulan Mei-Juni tahun 2022 di Puskesmas Krui, Kabupaten Pesisir Barat, Provinsi Lampung. Dari hasil penelitian diketahui bahwa kegiatan Prolanis yang dihentikan selama Pandemi Covid-19 mengakibatkan tidak terkontrolnya penyakit Hipertensi dan Diabetes pesertanya. Petugas pelaksana dan pengawas Prolanis juga banyak yang tidak mengetahui adanya Surat Edaran 14 tahun 2020 ini. Kegagalan transmisi ini mengakibatkan proses penerapan kebijakan belum sepenuhnya berjalan dengan semestinya.

Data from Basic Health Research (Riskesdas) in 2018 shows that Diabetes and Hypertension dominate chronic diseases. The Director of BPJS Kesehatan has issued Circular No. 14 of 2020 concerning health services for national health insurance participants during the Covid-19 prevention period, especially Prolanis, so research is needed to find out the description of the implementation of Prolanis policies during the Covid-19 Pandemic. The study used a descriptive research design with qualitative (cross-sectional) methods. The number of informants is 11 people in May-June 2022 at the Krui Health Center, Pesisir Barat Regency, Lampung Province. From the results of the study, it is known that the activities of Prolanis which were stopped during the Covid-19 pandemic resulted in uncontrolled hypertension and diabetes in the participants. There are also many Prolanis implementing officers and supervisors who are not aware of Circular 14 of 2020. This transmission failure resulted in the implementation of the policy not fully running properly."
